In an increasingly adversarial climate, mediation is often a first port of call for parties attempting
to settle disputes.
The vast majority of disputes relate to domestic projects. The RIAS is looking to augment its non
complex mediation panel. As a guide, disputes suitable for non complex mediations would
generally deal with relatively straight forward matters set out by the Parties and requiring only a
modest amount of pre-mediation review by the mediator. It is anticipated that the mediation itself
should be able to be accommodated in no more than a single day.
It is suggested that the mediator s fee should be around £950 + VAT (if applicable) + expenses.

The Incorporation would like to invite RIAS members who have experience of mediation and/or
who have an interest in mediation and being included on the RIAS mediation panel to express
their interest and submit their application to practice@rias.org.uk.
Applicants with the relevant skills will be considered. Those with no previous mediation
experience may be asked to undertake additional training.

The Scottish Government has developed a survey giving you an opportunity to provide your
feedback on existing procurement issues relating to Construction, as well as an opportunity to
make suggestions or bring forward ideas you may have to address any of your identified
problems or opportunities.

Proposed Domestic Building Environmental Standards (Scotland) Bill
Alex Rowley MSP is introducing a proposal for The Domestic Building Environmental Standards
(Scotland) Bill in the Scottish Parliament. l would see all new housing
built to the internationally recognised Passivhaus standard or a Scottish equivalent, in order to
improve energy efficiency and thermal performance.
The report, by Dr Catrin Maby, independent consultant, and Louise Sunderland, of the
Regulatory Assistance Project, calls for new standards to be introduced alongside advice,
financial incentives and grants for fuel poor households.
This report is an output from a major evaluation of a pre-1919 tenement net zero retrofit
demonstration project in Glasgow, supported by the Scottish Funding Council Climate
Emergency competition. It is a social cost benefit analysis comparing the costs and wider
benefits of the actual project alongside two counterfactual comparators (demolish/new build and
an EESSH2 retrofit), carefully examined using standard techniques but incorporating good
practice throughout, and the testing of assumptions through sensitivity analysis.
The Plan, which sets out the elivery over the next 12 months has
been shaped to reflect core priorities as Scotland continues to recover from the impact of Covid-
19 with a focus on activities which deliver real public benefit from the historic environment.
The Plan focusses on six priorities: wellbeing, inequality and access, sector recovery, managing
heritage assets, net zero, contributing to a stronger, greener and fairer economy and building
HES.

the RIBA. You can reply to either invitation but will only be able to fill in the survey once.
The Fees Bureau is an independent research company who publish research regarding the
construction industry. A key part of that research relates to fees, charge rates and
salaries. The Fees Bureau (a division of Mirza & Nacey Research Ltd) have been undertaking
this important member service since 1989 and the RIAS has participated since 2010.
Please note that the RIAS will be publishing the survey results on the Member and Practice
area of the RIAS website in the autumn. Answers from Scottish members will ensure that the
results are representative across the UK. Your response will be confidential and anonymous.
