SECTION 1 GENERAL

Section 1
1 Objective
The objective of this class programme (CP) is to provide a description for which the Society bases its
approval of manufacturers intending to supply semi-finished steel products in accordance with DNV-RU-SHIP
Pt.2 or other applicable standards provided by the Society.

2 Scope and application


This programme is applicable for the approval of material manufacturers of:
— steel making and semi-finished products
as referred in the Society's rules and standards. For a description of general requirements, conditions
and procedures related to the approval, see DNV-CP-0346 which shall be applied in combination with this
programme.
This programme is applicable for the approval of manufacturers of steelmaking and semifinished products
intended for further processing to products as indicated in Table 1 as given in DNV-RU-SHIP Pt.2, and
relevant parts of other applicable DNV rules and standards.

The programme covers the process of manufacturing liquid steel, cast semi-finished products (i.e. concast
slab, ingot) and partially hot-worked semi-finished products (i.e. blooms, bars etc.).
Approval is required for:
— each steel group (normal strength, higher strength, extra high strength etc.) or steel type (C and C-Mn,
alloy, stainless etc.)
— each product type (ingots, slabs, blooms, billets etc.
— dimension/weight of semi-finished products (weight for ingots and dimensions for continuously cast
products).
The product(s) used for approval testing (see Sec.3) will place limitations on the range of approval.
Approval will be limited to each steel grade, product type and processing route (steel making process, casting
method etc.) used to produce approval test samples.
Approval for one grade of steel may also cover approval of lower strength or toughness grades without
approval testing but based on approval principles as described in App.A. The following parameters are typical
manufacturing variables in processing route:
— steelmaking process (BOC, EAF etc.) and secondary refining (LF, VD, VAD or VOD etc.)
— deoxidation
— casting method (CC or IC).
When relevant approval may be given for steel grades according to relevant international standards for which
test scope shall be agreed with the Society on a case by case basis.

3 Request for approval
When applying for AoM, the manufacturer shall indicate the material grades and steel types to be covered by
the approval, including manufacturing method, product type, dimensions, and intended application, etc. as
per [2].
For this a list or table shall be given, including at least:
— type of products (ingots, slabs, blooms, billets etc.)
— grades or steel types selected for testing
— other grades to be included in the certificate (covered by tested grade)
— manufacturing method as part of manufacturing summary
— manufacturing variables related to processing route:
— steelmaking process (BOC, EAF etc.)
— secondary refining (LF, VD, VAD or VOD etc.)
— deoxidation practice
— casting method (CC or IC)
— range of applicable product sizes (width, length, thickness, diameter etc.)
— weight of applicable product types
— specification for chemical composition for each grade or type containing the range (minimum and
maximum limits) and the aim analyses for all the specified elements including the grain refining and micro
alloying elements Al, Nb, V, Ti and B, where applicable
— aim maximum carbon equivalents, Ceq and Pcm
— production statistics of the chemical composition
— where any part of the manufacturing process is assigned to other companies or other manufacturing
plants, relevant information shall be included
— reference to DNV rules for the applicable chemical composition, mechanical properties and heat treatment
(if applicable), or where agreed, with reference to a recognised standard.

SECTION 2 DOCUMENTATION REQUIREMENTS

Section 2
1 General information
The manufacturer shall submit general information and documentation as specified in DNV-CP-0346.
The required additional documentation specific for manufacturers of steelmaking and semifinished steel
products is given in this section.

2 Manufacturing summary
Manufacturer shall prepare and submit a report with the content as follows: information about the specific
manufacturing process and related production records for products for which approval is requested.
Documentation shall include manufacturer's metallurgical specifications related to steel making and casting
process as described in this section.

3 Steelmaking
The following documentation shall be provided:
— steel making process
— type of furnace and capacity
— methods for measuring and monitoring temperature
— accuracy and calibration status of temperature control devices
— details of raw material and hot metal
— blast furnace or other smelting reduction processes i.e. COREX, FINEX, Hismelt etc.
— hot metal ratio and its composition (when relevant)
— hot metal pre-treatment (torpedo ladle car, hot metal mixer etc.)
— desulphurisation (mechanical stirring, powder injection)
— where relevant: details of direct reduced iron, DRI or smelting reduced iron, SRI
— quality control of scrap used
— procedures for classification of scrap
— procedures for control of harmful substances in scrap
— deoxidation and alloying practice including details of the alloys used and the method of addition
— desulphurisation and vacuum degassing installations, if any
— refining, alloying and fine grain practice, when relevant ladle treatment, e.g. vacuum degassing,
desulphurisation, Ar or N2 rinsing
— handling procedure for liquid steel.

4 Casting
The following documentation shall be provided:
— casting method, ingot or continuous casting
— transition slab practice

5 Partial hot working/slabbing/blooming (if applicable)


The following documentation shall be provided:
— soaking temperature
— soaking time
— hot working temperatures
— details of reduction and reduction ratio
— details of geometrical changes
— final slab/bloom/billet size.

6 Final condition of semi-finished steel products


The following documentation shall be provided:
— slab/bloom/billet scarfing or grinding
— hydrogen diffusion treatment, if applied, including control procedures, stacking time and minimum stack
removal temperatures for hydrogen control
— hydrogen content in melt and product, specified and actual (where relevant).

7 Heat treatment (if applicable)


The following documentation shall be provided:
— type of furnace and dimensions
— heating source
— sketch indicating the positions of thermocouples
— working zone dimension and sketch of working zone accuracy and calibration status of temperature
control devices
— furnace uniformity test report
— furnace loading plan and procedure

— heat treatment procedures, specifying temperatures and holding times, and where applicable, information

about heating and cooling rates, quenching medium and cooling medium after tempering
— any re-heat treatment procedure to be given, if applicable
— method of cleaning after heat treatment.

8 Records, test facilities and procedures


The following documentation shall be provided:
— visual inspection: relevant templates for recording,
and a few records of previously performed visual inspections of same or similar products
— details and description of relevant in-house testing facilities and calibration details, test procedures and
qualification of testing personnel
— NDT procedures, equipment for NDT including calibration details, and qualification of personnel for NDT
— information about and procedures for important manufacturing and testing routines, such as cutting and
macrographic inspection of products etc.

9 Test results and records


Additional requirements for reporting of test results:
— Chemical composition:
— a summary of the sampling practices and methods for chemical analysis shall be submitted
— the chemical composition shall be reported in percentage by mass
— the carbon equivalents Ceq and Pcm (see DNV-RU-SHIP Pt.2 Ch.1 Sec.2 [3.3]) shall be reported
— the report shall give the specified limits and the measured content of all the required elements.
— Sulphur prints:
— detailed interpretation of the sulphur prints with clear conclusions shall be prepared and submitted.
— Macro-etching:
— detailed interpretation of the macro with clear conclusions shall be prepared and submitted.
— Visual examination:
— report for visual inspection, dimensional measurements and surface condition.
— Non-destructive testing:
— where NDT is carried out: detailed records of non-destructive testing with clear conclusions written by
qualified personnel shall be submitted, giving the extent of testing, methods of testing, acceptance
criteria, and qualification of the NDT operator.

SECTION 3 APPROVAL TESTING

Section 3
1 Test products and testing scope

1.1 General
Test products shall be selected so that the testing will cover and qualify the full range of product types,
grades, processing route, dimensions, etc. for which approval is requested, see Sec.1 [2] and Sec.1 [3].
The test products shall represent typical chemical composition(s) for the products to be delivered, in
particular with respect to the specified Ceq or Pcm values and the grain refining and micro-alloying additions.

1.2 Extent of approval testing


Testing shall be carried out on two test products from two different heats for:
— each specific manufacturing processing route (e.g. steel making, casting)
— each kind of product (ingots, slabs, blooms/billets etc.)
— each grade.
The first heat shall represent maximum product dimension/weight and the second heat should represent an
average dimension and weight. The dimensions of the second heat may be replaced by a typical dimension/
weight of the manufacturer's product portfolio.
The products selected for testing shall represent:
— for ingot cast material: one test sample from the first ingot and the second test sample from the last ingot
from the ladle
— for continuous casting: one test from the beginning of the cast and the second test sample from material
poured when the tundish is nearly empty
— for multi-caster: full tests scope on a product from one caster, and reduced tests scope for the others. The
selection of the caster shall be based on the technical characteristics of the casters, as evaluated on case
by case basis by the Society.
Where two or more material grades shall be covered by the approval testing, the testing may, subject to
agreement with the Society, be reduced to one heat per steel type/grade per application area.

2 Testing requirements

2.1 Chemical composition


The following is required for steel making and semi-finished products:
— both ladle/heat analyses and product analyses
— for all steel grades/types except stainless steels: the chemical composition analyses shall comprise the
elements C, Si, Mn, P, S, Cu, Al, Cr, Ni, Mo, V, Nb, Ti, Sn, Sb, As, B and N, as well as any other element
intentionally added or designated as residual elements
— for extra high strength steels, in addition to above, the chemical composition analyses shall comprise
the elements Zr, Bi, Pb, Ca, O, H, further, the carbon equivalent Ceq and CET as well as the cold cracking
susceptibility Pcm shall be provided
— for stainless steels: the chemical composition shall comprise both the elements specified in the relevant
section of the rules DNV-RU-SHIP Pt.2, and the elements specified in a relevant recognised standard
(if applicable) as well as elements designated as residual elements and any other intentionally added
elements
— for clean steel forgings: the chemical composition shall comprise the elements as specified in DNV-RU-
SHIP Pt.2 Ch.2 Sec.6 and in the specification for the forging, including P, S, O and H.

2.2 Sulphur prints
Sulphur prints are required for all grades where the manufacturer’s specification permits S ≥ 0.008%:
— sulphur prints shall be taken from product edges which are perpendicular to the axis of the ingot or slab
— the sulphur prints shall be approximately 600 mm long taken from the centre of the edge selected, i.e. on
the ingot centerline, and shall include the full product thickness
— for products where width or thickness is larger than 600 mm, sulphur prints shall cover at least 600
mm and shall include the centre of the product
— for large ingots, a suitable method of selecting samples may be proposed and agreed prior to
approval testing
— for products where width or thickness is less than 600 mm, sulphur prints shall cover the entire
product
— detailed interpretation of the sulphur prints with clear conclusions shall be prepared and submitted.
For sulphur content lower than 0.008% other tests than sulphur prints for segregation examination may be
applied, subject to acceptance by the Society.

2.3 Macro-etching
In order to evaluate casting parameters on product quality according to manufacturer’s internal specification,
a suitable macro-etch test (example ASTM E381) shall be performed on discs cut from the products.
— for ingot: from the top and bottom
— for billets and blooms: from the first, middle, and last ingots teemed from the heat: from the top, middle,
and bottom.
Alternative methods of assessing cleanliness and macro-structure may be proposed, but are subject to
agreement with the Society prior to approval testing. Test results are for reference.

2.4 Visual examination


Visual examination shall be conducted and recorded according to the relevant rule, standard and specification
on the products submitted for approval purposes.
— the surfaces shall be prepared for inspection
— the surfaces shall not be hammered, peened or treated in any way which may obscure discontinuities
— examination shall be done for all applicable sides/areas, i.e. manufacturer shall ensure that lifting devices
for handling and turning of the products are available
— measurements shall be made on all applicable dimensions
— records of inspections including NDT shall be prepared
— manufacturer shall present representative products used for approval purpose, including record for visual
inspection and surface condition of the products.

2.5 Other tests (if applicable)


Other applicable tests which are carried out by the manufacturer, e.g. to customer purchase specification
requirements should be reported.
