YOUTH PARLIAMENT: PROCEEDINGS OF A SITTING

Formal sitting of the youth Parliament…

The arrival of the Speaker is preceded by a ceremonial announcement by the Marshal

heralding the arrival of the Speaker. ( The Marshal remains standing throughout the sitting of the

House.) Before the announcement, he ensures that there is a quorum in the House and

thereafter he announces, "Hon'ble Members, Hon’ble Speaker". The Members stand in their

seats until the Speaker has reached her chair and taken her seat after bowing to the

House. Before taking her seat, the Speaker bows to the Opposition members first and then

to the Treasury. Bench members also reciprocate by bowing their heads to the Speaker.

OATH TAKING
Speaker (KIRAN) (1): - Good morning! I welcome you all to this 34 th Youth

Parliament Session and hope that this session will be fruitful. We begin today’s

session with oath or affirmation of the newly elected members, Secretary

General please.
Secretary General (MEGHNA) (41):- ‘Miss Pritisha Bhatta who stands elected as member
of Youth Parliament from Howrah, West Bengal (Constituency) will now take the oath or

affirmation. Miss Pritisha Bhatta 11 hum Please.

(Miss Pritisha Bhatta 11 hum proceeds from the place that he is occupying to the right hand of the

secretary General’s table and hands over his certificate of election to the officer at the table.)

Secretary General (MEGHANA) (41): -Madam, do you want to take oath or affirmation?

Mp (Pritisha ) ( ):- Oath Please

Secretary General (MEGHANA) (41): - In which language would you like to take the oath?

(The Secretary General hands over to Ms. Pritisha Bhattacharya a copy of the form of oath in the

Hindi language in which he wants to take the oath).

MP (Pritisha Bhattacharya) (40): -

“আমি, প্রীতিশা ভট্টাচার্য যুব সংসদের নিম্নকক্ষের সদস্য হিসাবে নির্বাচিত হয়ে, ঈশ্বরের নামে শপথ করছি
যে আমি আইন দ্বারা প্রতিষ্ঠিত ভারতের সংবিধানের প্রতি সত্যিকারের বিশ্বাস ও আনুগত্য রাখব, যা আমি
বজায় রাখব। ভারতের সার্বভৌমত্ব এবং অখণ্ডতা এবং আমি যে দায়িত্বটি আমার উপর অর্পিত তা বিশ্বস্ততার
সাথে পালন করব, যা আমি প্রবেশ করতে যাচ্ছি।"

(“Āmi, prītiśā bhaṭṭācārya yuba sansadēra nimnakakṣēra sadasya hisābē nirbācita haẏē, īśbarēra
nāmē śapatha karachi yē āmi ā'ina dbārā pratiṣṭhita bhāratēra sambidhānēra prati satyikārēra
biśbāsa ō ānugatya rākhaba, yā āmi bajāẏa rākhaba. Bhāratēra sārbabhaumatba ēbaṁ akhaṇḍatā
ēbaṁ āmi yē dāẏitbaṭi āmāra upara arpita tā biśbastatāra sāthē pālana karaba, yā āmi prabēśa
karatē yācchi.")
(The member then places the oath paper on the table of Secretary General and shakes hand with the
Chairperson. The member then passes behind the chair to the other side of the Secretary’s General table,

where he signs the roll of members. After signing the roll, he takes his seat in the House. The MPs welcome him by
thumping on their desks).

OBITUARY REFERENCE:-

Speaker (KIRAN) (1): - माननीय सदस्यों, जब हम आज एक लंबे अंतराल के बाद मिल रहे हैं, तो यह मेरा
कर्तव्य है कि सदन को प्रसिद्ध अभिनेता सतीश कौशिक जी के असामयिक निधन के बारे में सूचित करूं , जिनकी 9 मार्च,
2023 को गुरुग्राम हरियाणा में दिल का दौरा पड़ने से मृत्यु हो गई। सतीश कौशिक का जन्म 13 अप्रैल 1956 को
महेंद्रगढ़, हरियाणा में हुआ था। सतीश कौशिक एक भारतीय अभिनेता, निर्देशक, निर्माता, हास्य अभिनेता और
पटकथा लेखक थे। वह नेशनल स्कू ल ऑफ ड्रामा और फिल्म एंड टेलीविजन इंस्टीट्यूट ऑफ इंडिया के पूर्व छात्र थे और
उन्होंने थिएटर में अपना करियर शुरू किया था। वह एक सामाजिक कार्यकर्ता भी थे। मात्र 66 वर्ष की आयु में उनका निधन
हो गया। उनका निधन देश के लिए बहुत बड़ी क्षति है।' भगवान उनके अनुयायियों को इस त्रासदी का दर्द सहने की शक्ति
दे।

PRIME MINISTER AND LEADER OF THE HOUSE (ahaan) (3): -Respected


Madam, I rise to pay my tributes to veteran actor Late Shree Satish Koushik

jee whose death is deeply mourned by all and it is a big loss of our country. He
went on to work on almost 100 films in a long and storied career. His memorable roles include Mr
India, Deewana Mastana, Saajan Chale Sasural and many others. He has directed films such as Roop

Ki Rani Choron Ka Raja, Prem, Hum Aapke Dil Mein Rehte Hain and Tere Naam and others. His

demise is tragic and a great loss to Bollywood and society. My thoughts are with

his family members and countless followers in this sad time.

Madam speaker,

I offer my condolences of Late Shree Mr. Satish Kaushikjee on his death to nation,

the film world and his followers.

The immense damage that has been done to India can hardly be compensated. He

spent his life in the service of the neglected, the downtrodden people. Looking at his

busy activities, it seemed as if there was no place for laziness in his life. I pray to

God for the peace and salvation of his soul. May God give courage and patience to his

family and lakhs of his fans to overcome this tragic incident?

you to the house, my worthy colleagues, the new ministers,

Miss Dolon, Minister of Minority Affairs and Mr. Daksha………, Minister of Irrigation.

MP (shradha xi hum) (24): - Respected Speaker Madam, it is really a great wonder we have
the 3rd best defence force in the world & in spite of it, we have failed strategically to tackle

china and its imperialistic army. They are trying to inter into our land day by day and

recently killed 25 BSF JAWANS.

Madam … will the Honorable minister of home affairs be please to state the house—

What the precaution and preparation of our defence forces has taken to handle china?

speaker (KIRAN) (1): - Honorable minister of home affairs please..

Home Minister (PRATHANA XB) (): - Respected Madam, I feel proud to inform that

our defence forces have not only killed and stopped the chinese forces who were trying to

eneter into the LAC areas rather aakhon me aahken dal kar khadera bhi hai . Since the

beginning our government had firm believe that we will not compromise with insurgency. The
incidents which are happening in Laddakh and AP chinese sponsored. These are funded and

directed by militant leader of China, and it’s so called friend Pakistan.

Secondly, as far as peace of Laddhakh is concerned, I called on D G of BSF and CRPF and

ordered to control the situation quickly because I have the same pain for the people of

Laddhakh. Please do not shed crocodile tears on this issue. At the same time, I assure the

house that we will teach a lesson to China if they dare to raise their heads against us.

हजारों सालों से आगे बढ़ती हुई यह सभ्यता, किसी के ललकार से डरती नहीं,

हम शांति चाहते हैं , खून खराबा की विभीषिका नहीं

जो झुका नहीं सिकं दर के समक्ष, जो झुका नहीं प्रबल प्रतापी ब्रिटिश के आगे,

क्या वह डरेगा कोई व्यक्ति विशेष से, क्या वह झुके गा किसी देश से ?

कल भी हम युद्ध के लिए प्रस्तुत थे, आज भी युद्ध के लिए प्रस्तुत हैं।

हम तो आक्रमण नहीं करेंगे, मगर आक्रमण हुआ तो प्रत्याक्रमण जरूर करेंगे,


मुंह तोड़ जवाब अवश्य देंगे ।

Mp (sayok 9A) (): - Respected Madam, I have a very pertinent question.

Will the honorable Minister of external Affairs be please to state?

Should India take up the responsibility to protect the interests of the people of Balochistan

like it did in case of Bangladesh?

Speaker (KIRAN) (1): Hon’ble External Affairs Minister Please.

External affairs minister (subhechha 9A) (): - Our nation's foreign policy is based on

one simple doctrine- Don't intervene in other country's internal affairs. Each country has its

own culture, faith, traditions. We can stand by the people of Balochistan by entering into a

meaningful dialogue with Pakistan.

It is unfair to compare the situation of Balochistan to that of Bangladesh in 1971 because-


Bangladesh (then East Pakistan) was situated on east flank of India whereas Pakistan

on west flank. That posed a problem for both India and Pakistan. This is not existent

in case of Balochistan.

India faced a huge problem due to people immigrating to India illegally from

Bangladesh due to political turmoil there. Again, there is no such issue with

Balochistan.

By denying Sheikh Mujibur Rahman as prime minister for whole Pakistan even after

he won the election was a threat to India and this implied sort of autocracy in

Pakistan Nobody wants a dictator as a neighbour. This has no equal in Balochistan as

well.

Leader of opposition (AMAN) (): -Respected Madam, the Baloch people yearn for an

INDEPENDENT BALOCHISTAN.

Baloch always considered itself independent of Pakistan. They are ethnically and culturally

different. So, calling them separatists is not accurate.

Will the minister of External affairs be please to tell what are our intervention on

humanitarian grounds?

External affairs minister (subhechha 9A ……) () : - Respected Madam, our


country is committed to the idea of establishing peaceful relationship with our

neighbours. War is not a solution to all the problems in the world. We, the

people of South Asia have shared tradition, common values and common

problems to take care of interference with internal issues of our neighbours

amounts to being “regional bullies”.

Mp (MEGHA XI HUM) (): - Honourable Speaker Madam, thousands of crores are being
spent on the biggest cleanliness drive undertaken by the Government of India under the

name of ‘Swachh Bharat Abhiyaan’.

Will the minister of Urban Development let the house know the achievements of this

program so far?

Speaker (KIRAN1): Hon’ble Urban Development Minister Please.


Urban Development Minister (SORJOMAN DAS 9C) (): - Madam, ever since the

program has been launched, it has been highly successful. My points may be driven home with

the help of the certain vital statistics. For instance

The programme is running in around 2.5 lakh gram comprising more than 6 lakh villages.

There has been a spurt in construction of toilets since the launch of the Swachh Bharat

Mission. From 2nd October, 2022 to 2nd October, 2023, 88.71 lakh toilets were

constructed, against an expected outcome of 60 lakhs in villages.

The sanitation coverage, which stood at 40.60% as per the National Sample Survey

Organisation has increased to around 49.02%.

Against an expected outcome of 50 lakh individual toilets for the year 2022-23. 58.55

lakhs toilets were constructed, which is achievement of 117 % of the target.

Namami Gange is an integrated Mission to clean the Ganga River.

been included in this program as there is immense socio-economic-geographic -cultural-

linguistic diversity. The States are best placed to decide what kind of strategy, approach

and technology suits them most, in order to reach the desirable outcomes?

Urban Development Minister (…SORJOMAN DAS 9C ………….) (): - Madam,


the concept of workshops at the State level, involving the State officials, 42 District

Collectors, Zilla Panchayats Presidents and other key stakeholders was rolled out in 2022-23.

The workshops proved very effective in providing a platform from National to District level,

to deliberate upon key issues pertaining to sanitation. The focus of these workshops was to

enlighten the States regarding community approaches in sanitation.

(VAISHNAVI DAS XB): - Respected Madam, in spite of widespread advertisements and

awareness campaigns, the ground reality reflects up a sad picture. The unhygienic condition

in public toilets like Railway stations, railway coaches (Non-AC coaches in particular) is very

poor.

What steps have been taken up by the ministry to make quality service available to large of

commuters?

Railway Minister (ADHRIT IX B) (): - Honourable Speaker Madam, the Ministry


of Railways is planning to have the facility of cleaning on demand, clean bed-rolls from
automatic laundries, bio-toilets, dustbins in all Non-AC coaches. The Centre may use

its Digital India project in conjunction with the Swachh Bharat Abhiyan to have solar-

powered trashcans like in many US cities which send alerts to sanitation crew once they are

full. The Government has appointed PWD with the responsibility to dispose off waste of

Government offices.

SCIENCE AND TECHNOLOGY MINISTER (SAYOKA 10A ) (): - Madam Speaker, The
Indian Space sector is a rapidly growing Organiusation, with increasing opportunities for
investments and businesses. With the vision of becoming a major player in the global space
market.
The Indian Space Research Organization was established in 1969 and launched India's first
satellite, Aryabhata in 1975. Since then, ISRO has launched several successful missions,
including the Mars Orbiter Mission, Chandrayaan missions 1, 2 and 3 to the Moon and Aditya
Mission on sun, demonstrating India’s capabilities in space technology.
The emerging development of the Indian space sector are:
ISRO has been actively promoting private participation in the space sector.
It has signed agreements and MoUs with several countries and international organizations for
joint missions and technology transfers.
India was the first Asian country to reach the Martian orbit with the Mangalyaan Mission
(Mars Orbiter Mission)
Gaganyaan is the most important mission in the history of the Indian Space Program, and it is
going to be India’s first manned mission to space (in 2023).

Minister of education (sreetama):- Madam speaker,


NEP 2020, promotes critical thinking rather than rote learning, focuses on learning.. Key aspects of NEP
2020 are holistic development, technology integration, multilingualism, Teacher Empowerment, Inclusive
Education, Multidisciplinary Approach etc.
Our government are trying to implement the following various provisions of NEP such as:

Re-alignment of admission age as per the 5+3+3+4 design, wherein age of admission in Class I was revised
to 6+ years . in all Kendriya Vidyalayas.
NIPUN initiative to know the progress of 1.2 lakh students in numeracy, reading and understanding.
For the pre-schooling Balvatikas for ages 3+, 4+ & 5+ have been opened in 50 KVs on pilot basis in the
session 2022-23.
KVS has been following the National Curriculum Framework for Foundational Stage prepared by NCERT.
Jadui Pitara: a play-based learning teaching material for children between the age group of 3 to 8 years.
Artificial Intelligence is introduced as a vocational subject in all KVs from Class VIII.

All teachers of KVS are trained through the NISHTHA (National Initiative for School Heads’ and
Teachers’ Holistic Advancement) programme under Diksha portal.

The Vidyanjali Portal supports a community/volunteer management program, through which they interact
and connect directly with schools of their choice to share their knowledge and skills as well as contribute in
the form of assets/material/equipment.

An initiative called PM e-VIDYA unifies digital/online/on-air education to enable multi-mode access to


education.

It includes DIKSHA (Digital Infrastructure for Knowledge Sharing) which is a storehouse of over 3.17 lakh
e-contents, 6,600 Textbooks in 36 Languages with average daily page hits of 2.2+ crores. .

As far as, Rajasthan incident is concerned 9 people have been arrested, 7 remanded to

judicial custody and the remaining two have been sent to police custody. I personally told

the state government to take strict action against them.

Ans. of question no. 1) to (4): Beti Bachao Beti Padhao scheme was launched on 22nd
January, 2015 .

The scheme, which was earlier operational in 405 districts, has now been expanded

to cover all the districts of the country through multi-sectoral interventions.

Ministry of Skill Development and Entrepreneurship and Ministry of Minority Affairs

have also been added as partner ministries with a view to undertake a special drive

and awareness programme for promoting skilling among girls.

As per the latest report of Health Management Information System of Ministry of

Health and Family Welfare, an improving trend of 15 points at National level from

918 (2014-15) to 933 in 2023 has been observed. Joint efforts are made in

collaboration with other Ministries and stakeholders for the implementation of the

Scheme at National, State and District level.

की सतह को कम करना, पानी का भूमिगत भंडारण, जलाशयों का एकीकृ त संचालन और रसायन के साथ उपचार शामिल हैं।

भारत सरकार बाह्य वित्त पोषित बांध पुनर्वास और सुधार परियोजना (DRIP) लागू कर रही है।
2012 से 2021 के दौरान लागू किए गए DRIP चरण- I कार्यक्रम के दौरान, संरचनात्मक सुरक्षा, परिचालन सुरक्षा आदि जैसी विभिन्न
सुरक्षा चिंताओं में सुधार के लिए 2023 बांधों का पुनर्वास किया गया था।

42 बांधों पर ग्राउटिंग कार्य किए गए, 13 बांधों पर संयुक्त उपचार कार्य किए गए, 2 बांधों पर जियो-मेम्ब्रेन का प्रयोग किया गया, 37
बांधों पर अपस्ट्रीम फे स ट्रीटमेंट किया गया।
DRIP चरण- I कार्यक्रम के पूरा होने के बाद, सरकार। भारत सरकार अब डीआरआईपी चरण II और III योजना लागू कर रही है।

Draught is a natural phenomenon. The government has no control on nature. It happened

to many governments since independence. These are draught prone areas. The

governments are paying special attention to minimize the losses of lives and properties. It

is not a unique problem for India,rich and poor nations across the world are hit by all sorts

of calamities, every year, due to climatic change, the El Nino phenomenon, failed

monsoons and others.

We are more serious about rainwater harvesting, watershed management, Contour-

bonding and agro- forestry, to retain water and prevent soil erosion.

There are many measures that the government has taken to neutralize the situation in the

region. Such as Sending ‘Jaldooth’ the train carrying water, literally a life saver.

Government is planning to stop growing sugarcane which uses maximum water for irrigation

in this area.

drought, Maharashtra is in threshold of abject suffering.
In Latur, two big hospitals reportedly stopped surgeries due to lack of water and several

agro-based industries had to shut down, forcing migrant laborers to return to their home

states.

I quote from The Economic Times, "If we order a tanker today, it comes after two to

three days, that too after relentless pursuing. The tankers are finding it hard to supply

water because they get water from bore wells from far flung areas whose own water

tables are going down, Then, the people of Latur can only be saved by God and the

Government,” said Deepak Gugale, a senior doctor. As many as 3,228 of its farmers

committed suicide, last year, mostly in the badly-hit regions of Vidarbha and Marathwada.

MP (sabnam 9c) (35): Respected Madam, experts raised questions such as why is the
state so heavily dependent on rainfall when it has the highest number of dams in India. It

has the highest expenditure on irrigation. Why is the state growing a water guzzling crop

like sugarcane? Madam, it was total “governance failure," the state has not carefully

considered strategies to handle the crisis! Strangely, the government was providing

drinking water through tankers in a drought-hit district, while the main crop in the area

was sugarcane!

even in case of life saving things like water? The Bombay High Court asked the Mumbai

and Maharashtra cricket associations whether it was more important to provide drinking

water or to use 60 lakh liters to maintain cricket pitches for the Indian Premier League

tournament. Madam it was a “criminal wastage” of water in Maharashtra.

I want what concrete and complete measures taken by the government in this regard.

has taken a number of decisions. Orders on these measures have already been issued to all

State Governments, which will be implemented by them on the basis of assessed need.

Allocation of additional of unskilled manual work under MGNREGA to households in

drought affected areas.

It has been decided to provide diesel subsidy to the affected farmers.

Appropriate input support measures will be provided to rejuvenate water stressed

horticulture crops, with an additional allocation of Rs. 150 crores.


Implementation of additional fodder development programme:

Flexible allocation under Rashtriya Krishi Vikas Yojana and other centrally sponsored

schemes.

The Ministry, through the M-kisan portal sends SMS advisories to registered farmers.

Speaker Madam, I beg to move “HOLDING CELEBRITIES RESPONSIBLE FOR


PRODUCTS BILL 2023. The Bill to provide new guidelines to fix the responsibilities of

celebrities for products so that the innocent people are not be cheated emotionally by our

icons must be taken into consideration.”

Madam, it is a question of time before the so-called brand ambassadors are held liable

for issues like cheating in real estate, financial products, soft drinks and packaged food.

The domestic celebrity endorsement market is worth around 5,000-7,500 crores and is

growing at a faster rate.

Parliamentary standing committee calling for stringent penal provisions to make those

celebrities who are responsible in hawking brands and giving misleading advertisements.

The main points of this bill are as follows: -

The definition of the term “misleading advertisement”.

Celebrities should be fined, jailed if he/she is a part of misleading advertisements.

For first time offence, the celebrities in question must be penalized with either a fine

of 10 lakhs or imprisonment up to two years or both.

For the second offence, the fine should be increased to 50 lakhs and imprisonment up

to five years.

Food and medical products should be verified in the labs for authenticity.

6.The three stake- holder’s advertiser, advertising agencies and the media should be fixed

and made accountable for.

other side of the bill, but he is forgetting holding brand endorsements from top

Bollywood stars make no sense as celebrities don’t have the expertise to whet the quality

of the product they endorse. “No celebrity has the means to verify what the brand is

saying, and they don’t run testing labs. Almost every endorsement has a contract which

warrants that it is making no false representation of any sort in its advertising. “And if

the brand makes a false claim, then the celebrity is a victim of fraud, even more than the

consumer and not a party to the fraudulent claim”. Madam speaker, why do we forget

overall they are professionals? They too work hard to become successful in life and earn

money like you and me. Should we expect them to test & verify each product they

endorse?

Mp (angira das 9b) (37): Respected Speaker Madam, I am thankful to be given a chance
to present my views. A research report published by Indian School of Business,

Hyderabad, found that an ordinary individual of buys the product due to the “match-up”

and the image of the personality who is promoting it. For example, a cricketer likes to

bring in his ‘credibility’ factor, which is transfer of his image to the product he is

endorsing. Hence the cricketer has been vocal that he will not endorse a sub-standard

product.

MP (meer 9b) ( ): Respected Speaker Madam, many of my colleagues are much worried
about celebrities and would be thinking as to why hold a celebrity responsible? So please

note down under Section 2(1) (r) of the Consumer Protection Act 2005 defines the

“Unfair Trade Practices”, which means a trade practice which, for the purpose

of promoting the sale, use or supply of any goods or service, including false representation
that the goods/services are of a particular standard, quality, quantity, grade etc. The

celebrity is endorsing which is in fact a stronger form of promotion.So I support the bill.

Madam, can it be denied that there is a great need of awareness in the country, if we see

from this point of view, we will find that the advertisement done by these brand

ambassadors or celebrities today is very important for the country. It is for the interest

and awareness of the general public, there are many such things which the general public

is able to know only through advertisements, as if we see for example, very few people

knew that the drinking water that we get from an ordinary tap have impurities. For this

we should be thankful to cricketer Sachin Tendulkar, actor Farhan Akhtar, actress Hema

Malini ji.In my opinion, celebrities must advertise. Madam, there is a need for further

changes in the matter contained in Clause 4.

in new bill “Fixing the RESPONSIBILTIES of celebrities for product that they cheat 2023”

agree with the bill. I think this bill will win the faith and confidence of the people and

society in government. I do believe that whatever happened in recent past is a great curse

on all of us. Many people have followed our celebrities and purchased their dream home in

Amrapali group after the advertisement by some cricketers. But what happened? The

company had played the game with these innocent people. This is just an example. We have

a thousand such cases. My government will never tolerate such cases.

भारत के सभी राजनीतक पार्टियों के चन्दा अथवा डोनेशन, लेनदेन चुनाव के समय किये खर्च को सूचना के अधिकार 2005 कानून

(RTI act) के अंतर्गत लाना चाहिए ।

र I जनितिक पार्टियों के चन्दा अथवा डोनेशन, लेनदेन और चुनाव के समय किये खर्च का सारा हिसाब – किताब उनके वेबसाइट पर प्रदर्शित हो I

महोदया, इस देश की बड़ी बिडंबना यह हैं कि सरकारी दफ्तरो में एक –एक पाई के हिसाब – किताब के खर्च और भ्रष्टाचार को रोकने के लिए सरकार

CAG,CBI, IB,ED जैसी अनेको संस्था बनाई है लेकिन जहाँ अरबो- खरबो रुपये का लेन-देन होता है, उनका कोई

ऑडिट नहीं होता है इस के लिए सरकारी एजेंसी नहीं बल्कि सिर्फ चुनाव आयोग ही जिम्मेदार हैं RTI के सवालों का

उत्तर पार्टियाँ नहीं चुनाव आयोग से मांगना होगा I वह भी 2000 रु य से कम के चन्दा का कोई हिसाब नहीं I जबकि

68 प्रतिशत तो इसी का योगदान हैI जी हां ,खर्च करू मैं हिसाब मांगों पड़ोसियों से I महोदया, स्वाधीन भारत का इतिहास गवाह है
जिन पार्टियों की सरकार सत्ता में रही उनकी आमदनी में 50 प्रतिशत से अधिक के दर से बढ़ी हैं i ये भ्रष्टाचार या कालाधन नहीं , तो क्या है I बड़े – बड़े भू –
माफिया,बिल्डर्स,व्यापारी आदि सरकार को खुश करने के लिए राजनितिक पार्टियों को चन्दा देते हैं जो काल I धन छु पाने का एक माध्यम हैं I अतः मैं सरकार के
समक्ष सुझाव रखती हूँ कि राष्ट्रहित को ध्यान में रखते हुए सभी राजनितिक दलों को RTI के दायरें में प्रत्यक्ष रूप से लाकर ही भ्रष्टाचार कम कर सकते हैं I

जो इसके पक्ष में है वे “हाँ” कहें।

MP (ANISHA 9B) ( ): Respected Speaker Madam, its India’s worst kept secret –We have
the world’s most unsafe roads and the situation seems to be getting worse by the year.

Government data reveals, over 380 people died in road accidents in EVERY MINUTES IN

2022. There is one death every 4 minutes due to road accidents in India. Two wheelers alone

account for 35% of total road crash deaths.

Fresh data submitted by the Ministry of Road Transport and Highways in the Upper House

this week indicates just how alarming the situation is about 1,55,622 people were killed in

road accidents in India in 2022. It is 4.7% rise over 2021. More than 1.3 million people

have been killed in road accidents in the last one decade but there are still no

comprehensive road safety measures in the country. Honourable speaker madam

MP (MOUMI 9C) ( ): माननीय अध्यक्ष महोदया, मीडिया और प्रेस रिपोर्ट के अनुसार, मंत्रालय पूरे देश में सड़क परिवहन और
सड़क सुरक्षा पर संपूर्ण वास्तुकला को बदलना चाहता था। मूल रूप से, ड्राइविंग लाइसेंस सहित परिवहन और सार्वजनिक परिवहन के सभी
पहलुओं को नियंत्रित करने के लिए कें द्रीय स्तर और राज्य स्तर पर प्राधिकरणों का एक समूह स्थापित करके ।
हालाँकि, यह संभव नहीं हो पाया है क्योंकि "मुख्य अड़चन कें द्र और राज्य के बीच राजस्व के बंटवारे को लेकर है"। सुरक्षा उपायों को आगे
बढ़ाने की कोशिश में, सरकार का दावा है कि वह गैर-विवादास्पद, प्राप्त करने योग्य लक्ष्यों पर ध्यान कें द्रित करने की कोशिश कर रही है जैसे
"शराब पीकर गाड़ी चलाने पर जुर्माना बढ़ाना या अनधिकृ त ड्राइविंग, नाबालिग ड्राइविंग के लिए जुर्माना बढ़ाना।"

Ministry of Road Transport and Highways (SUSHIL XI SCI) ( ): Respected Madam,
Government has empathy with the victims of road accidents. To make the road journey

safer, secure and free from fear, our ministry has taken various steps like:

(i) The Government has approved a National Road Safety Policy. This Policy outlines various policy

measures such as promoting awareness, establishing road safety information data base etc.

(ii) Various steps are being taken to enhance road safety such as road furniture, 3D road

markings.

(iv) Setting up of Driving Training School in the States.

(v) Publicity campaign on road safety awareness both through the audio-visual and print media.

(vi) Tightening of safety standards of vehicles like Seat Belts, Power-steering etc.

(vii) Widening and improvements of National Highways from 2 lanes to 6 lanes etc.

मैं भागलपुर निर्वाचन क्षेत्र के लोगों का जन प्रतिनिधि हूँ और अपने विचार के माध्यम से अपने निर्वाचन क्षेत्र की समस्या को आप के सामने लाना चाहती हूँ। महोदय,

भागलपुर ‘सिल्क सिटी’ के नाम से जाना जाता था i यह देश में Tasshar रेशम के बेहतरीन गुणवत्ता के उत्पादन के लिए प्रसिद्ध था। इसमें यहाँ के मजदूरों की

कारीगरी और हड्डी तोड़ मेहनत का कमाल था I लेकिन आज यहाँ के कपड़ों की मांग 40 प्रतिशत विदेशी बाजार में घटने, जी तोड़ मेहनत के बाद भी उचित

पारिश्रमिक नहीं मिलने व महाजनों के पास पूंजी फसने से कारीगर भूखमरी के कगार पर पहुँच चुके हैंI 10,000 से भी अधिक बुनकर रेशमी

उद्द्योग को छोड़ चुके हैं i सिर्फ नाथनगर के बुनकर के 50 फीसदी बच्चे अपने गृह नगर छोड़ कर जा चुके हैं

i जो नहीं गए उनमे से ज्यादातर या तो सिलाई – बुनाई करने लगे, मजदूर बन गए, घरों के नौकर या फे री के

काम में लग गए। दुःख की बात यह है कि जिन हुनरमंद हाथों ने भागलपुर को सिल्क सिटी के नाम से मशहूर

कराया उन पर कभी भी शासन - प्रशासन या सरकार ने नज़रें इनायत नहीं की i कु छ योजनाएं आई तो

पूंजीपतियों ने अपने लिए इस्तेमाल कर लिया l बुनकरों के हाथ कु छ नहीं आया
