Key Developments
The global oil and gas industry witnessed several key developments and deals across the upstream, midstream, and
downstream sectors in April 2023. A major financial deal reported for the month was Suncor Energy’s acquisition of a
100% stake in TotalEnergies EP Canada for $4.5 billion. TotalEnergies EP Canada holds a 31.23% working interest in the
Fort Hills oil sands mining project and a 50% working interest in the Surmont in situ asset. The company produces
135,000 barrels per day of net bitumen production capacity and 2.1 billion barrels of proved and probable reserves.
In the upstream sector, Hess Corporation made a final investment decision to proceed with Uaru, the fifth development
on the Stabroek Block, after receiving government and regulatory approvals. Uaru will have a production capacity of
approximately 250,000 gross barrels of oil per day with production targeted to start up in 2026. The $12.7 billion Uaru
development will target an estimated resource base of more than 800 million barrels of oil and include up to 10 drill
centres and 44 production and injection wells.
On the midstream front, in the LNG segment, Italian company Eni and the Republic of the Congo's government laid
foundation stone for a $5 billion natural gas liquefaction project to exploit the huge gas resources of the Marine XII
concession, off the coast of Congo the Congo LNG project, expected to have an overall LNG production capacity of three
million tonnes per year (mtpa) from 2025.
In the trunk/transmission pipelines segment, Romania's gas pipeline operator Transgaz is planning to build a €500
million pipeline to bring natural gas from the Neptun Deep block in the Black Sea to the national grid. The move follows
the signing of a contract by Transgaz, with OMV Petorm and SNGN Romgaz subsidiary Romgaz Black Sea, for the supply
of natural gas from the Neptun Deep block to the National Transport System, through the Tuzla entry/exit NTS point.
On the downstream side, two Chinese polyester fiber makers are seeking Beijing's approval to build a $10 billion refinery
and petrochemical complex in Indonesia. East China-based Tongkun Group and Xinfengming Group are planning a
refinery-petrochemical complex in North Kalimantan province on Borneo Island, to produce feedstocks for chemical
fiber. Led by Tongkun, the proposed petrochemical complex would include a 200,000 barrels-per-day refinery and an
800,000-tonne-per-year ethylene unit, which could be expanded in the future.

Nigerian National Petroleum Company Ltd, a state-owned oil and gas company, intends to acquire 50% interest in
Nigeria-Morocco Gas Pipeline for $12.5 billion, reported by news outlet The Nation. Nigeria-Morocco Gas Pipeline is the
longest offshore pipeline, covering about 5,600 km across 13 African countries including Nigeria, Gambia, Guinea Bissau,
Guinea, Sierra Leone, and Ghana. The project will be completed by 2046 with an estimated capacity of 30 billion cubic
m/year.
NGP Energy Capital rumored to sell Tap Rock Resources and Hibernia Resources for $7 billion

NGP Energy Capital Management, a private equity firm, intends to sell Tap Rock Resources, LLC, an oil and gas company
in Permian basin, and Hibernia Energy, LLC, an oil and gas exploration and production company, people familiar with
the matter said. The oil firm could fetch NGP around $5 billion, according to the sources. Hibernia, which operates in
the Midland part of the Permian basin in Texas, could be worth upwards of $2 billion, the sources added. Tap Rock is
producing more than 100,000 barrels of oil equivalent per day from the Delaware portion of the basin in New Mexico.

Suncor Energy, Inc, an oil and gas company, has entered into an agreement to acquire 100% stake in TotalEnergies EP
Canada Ltd, an oil and gas company that owns oil sands project, from TotalEnergies SE, an integrated oil and gas
company, for a purchase consideration of $4.5 billion. TotalEnergies EP Canada holds a 31.23% working interest in the
Fort Hills oil sands mining project (Fort Hills) and a 50% working interest in the Surmont in situ asset. The company
produces 135,000 barrels per day of net bitumen production capacity and 2.1 billion barrels of proved and probable

Ovintiv Inc, an oil and gas exploration and production company, has entered into a definitive purchase agreement to
acquire oil and gas assets in Midland Basin, the US, from Black Swan Oil & Gas LLC, PetroLegacy Energy Operating LLC
and Piedra Resources LLC, an oil and gas portfolio companies of EnCap Investments LP, for a purchase consideration of
$4.3 billion in cash and stock. Ovintiv intends to pay the consideration through the issuance of 32.6 million shares and
$3.125 billion of cash. The assets include approximately 1,050 net 10,000 foot locations, including approximately 800
premium return locations and approximately 250 high potential upside locations, approximately 65,000 net acres of
largely undeveloped resource in Martin and Andrews Counties, Texas, the US. The assets are producing 60mbbls/d of
oil and 90mmcfd of natural gas.
Encap Investments rumored to sell Novo Oil & Gas and Forge Energy II for $2.6 billion

Encap Investments LP, a private equity firm focused on oil and gas investments, intends to sell Novo Oil & Gas, LLC, a
privately held oil and gas company, and Forge Energy II, an oil and gas exploration and production company, people
familiar with the matter said. Novo could be valued at more than $2 billion, while Forge is expected to fetch over $600
million, the sources said.
GasLog to acquire remaining 69.8% stake in GasLog Partners for $1.25 billion

GasLog Ltd, a company owns, operates, and manages vessels in the liquefied natural gas (LNG) market, has eneterd into
a definitive merger agreement pursuant to which GasLog will acquire all of the outstanding common units of the
Partnership not beneficially owned by GasLog or overall consideration of $8.65 per common unit in cash. The transaction
has an equity value of $278.01 million and estimated enterprise value of $1.25 billion. Currently, GasLog owns
15,621,602 common units, representing about 30.2% of the total outstanding common units and 100% of the
outstanding Class B units representing limited partner interests of GasLog Partners, through its wholly-owned subsidiary
GasLog Partners GP LLC.
Ovintiv to sell oil and gas assets in Williston Basin to Grayson Mill Bakken for $825 million

vintiv Inc, an oil and gas exploration and production company, has entered into an agreement to sell oil and gas assets
located in Williston Basin, North Dakota, the US, to Grayson Mill Bakken, LLC, exploration and production company
focused on the acquisition and development of oil and gas assets and backed by EnCap Investments LP, for a sale
consideration of $825 million in cash. The oil and gas assets include 46,000 net acres with a production of approximately
37 mboed (60% oil and condensate).
Viva Energy to acquire OTR Convenience Retail Network in Australia from Peregrine for $777
million

Viva Energy Group Limited, a downstream company, has entered into a binding agreement to acquire OTR convenience
retail network, from Peregrine Corp, owner of significant brands including OTR convenience stores, Smokemart &
GiftBox, for a purchase consideration of $776.8 million. The acquisition includes 205 company owned and controlled
leasehold stores (174 fuel & convenience stores and 31 non-fuel stores), Smokemart and Giftbox brands, and Mogas
Regional and Reliable Petroleum wholesale fuel and lubricant businesses. Retail fuel volumes approximately 3.8million
per fuel & convenience store p.a. on average.

Saverex NV, a holding company, has made an offer to acquire the remaining 50.96% stake (30,319,382 shares) in Exmar
NV, a provider of floating solutions for the operation, transportation and transformation of gas, at an offer price of
EUR12.1 per share in cash. The transaction has an equity value of approximately $397.6 million and enterprise value of

Shelf Drilling North Sea, a subsidiary of Shelf Drilling, has secured a contract worth $61 million from Equinor for the
provision of a jack-up rig - Shelf Drilling Barsk (formerly Noble Lloyd Noble) of 492 Foot Gusto MSC CJ70-x150-ST design
to drill two firm wells and two optional wells at the Sleipner Vest field located in the Norwegian Continental Shelf. The

the company’s second discovery of 2023. Following drilling in a water depth of 5,843ft using the Noble Don Taylor
drillship, the Lancetfish-1 well intersected almost 92ft of oil-bearing sandstone. The Lancetfish discovery is located
nearly 6.4km south-east of the Fangtooth discovery.
Hess sanctions Uaru development offshore Guyana

Hess Corporation announced it has made a final investment decision to proceed with Uaru, the fifth development on
the Stabroek Block, after receiving government and regulatory approvals. Uaru will have a production capacity of
approximately 250,000 gross barrels of oil per day with production targeted to start up in 2026. The $12.7 billion Uaru
development will target an estimated resource base of more than 800 million barrels of oil and include up to 10 drill
centres and 44 production and injection wells.
India’s Essar plans $244.39 million investment in Raniganj CBM block

India’s Essar Oil and Gas Exploration and Production (EOGEPL) announced it is planning to invest $244.39 million to
develop its coal bed methane (CBM) project in Raniganj Block in West Bengal, India. The new investment comes in

Exxon applies for four offshore blocks in Liberia

The Liberia Petroleum Regulatory Authority (LPRA) announced that ExxonMobil Corp. has expressed interest in LB-15,
LB-16, LB-22 and LB-24 in the Liberia Basin. The blocks are south of the Liberian coast stretching from Monrovia to
Buchanan. Applying for pre-qualification allows Exxon to negotiate a production-sharing contract (PSC) for the blocks.

Natural gas reserves worth $1 billion found in Turkey: President

TPAO begins gas production from Sakarya field in Black Sea, Turkey

Turkiye Petrolleri Anonim Ortaklığı (TPAO) announced it has commissioned the Sakarya gas field project located within
the Turkey’s exclusive economic zone, to help reduce the country’s dependence on energy imports. Located within
Block C26 in the western Black Sea, the field is expected to produce 10 million cubic metres (mcm) of natural gas in the
first phase. Production from the field is expected to grow subsequently to 40mcm through the drilling of additional
wells.
OMV finds oil at Eirik prospect in North Sea, offshore Norway

April 21, 2023
OMV (Norge) AS announced an oil discovery in production licence 817 (PL 817) in the Norwegian North Sea, through
the drilling of wildcat well 15/2-2 S. The well encountered a 500-meter-thick oil column in the intra-Draupne Formation,
consisting of multiple thin sandstone layers totalling 23 meters with poor reservoir properties.
The discovery well named Eirik, drilled by Deepsea Yantai rig to a vertical depth of 4723 meters below sea level and was
terminated in the Draupne Formation in the Upper Jurassic. The water depth is 111 meters. The well will now be
permanently plugged and abandoned.
Chevron considers gas exploration offshore Cyprus, Egypt and Israel

ABL Group announced it has been appointed to the L7 field decommissioning project located on the Dutch continental
shelf. The company has been chosen by TotalEnergies EP Nederland as the marine warranty surveyor for the
decommissioning operations of the field in the Dutch sector of the North Sea. The “L7 Restitution Project” includes the
decommissioning of nine jackets and ten topside modules, including bridge structures from the L7 field. The total weight
of the installations is approximately 17,500 tons.
Shell restarts production at Pierce field offshore UK

April 18, 2023
Shell U.K. Ltd. announced it has restarted production at the Pierce field in the UK Central North Sea following completion
of major redevelopment work to enable gas production. The company has completed a significant upgrade to the
Haewene Brim floating production, storage and offloading (FPSO) vessel to allow the field to produce gas. As part of the
redevelopment project, Shell also installed a new subsea gas export line to connect to the SEGAL pipeline system, which
is designed to bring gas ashore at St Fergus, north of Aberdeen.
Canada launches two major offshore oil and gas licensing rounds

The Canada-Newfoundland and Labrador Offshore Petroleum Board (C-NLOPB) announced it has issued calls for bids
for exploration licence in in the eastern Newfoundland and south-eastern Newfoundland Regions consisting of 47
parcels and 12 million hectares. Bids are open until 1 November 2023. The C-NLOPB Board has approved the release of
these calls for bids, and the federal and Newfoundland and Labrador governments have also approved it.
Equinor begins production from Bauge field offshore Norway

Equinor Energy ASA and its partners have started production from the Bauge oil and gas field in the southern Norwegian
Sea, which has been developed with an investment of NOK4.6 billion ($438.2 million). Bauge is tied back to the Equinor-
operated Njord platform, which went through an upgrading project that was completed in December 2022 to produce
for another 20 years. Bauge’s recoverable reserves are projected at 50 million barrels of oil equivalent, made up of
mainly oil.
Kazakhstan offers over 50 oil and gas fields and prospective blocks

The Kazakhstan’s Energy Ministry announced it has invited energy companies and investors to bid on more than 50 oil
and gas fields and prospective blocks in the country, hoping to continue a largely successful run of finding new operators
for state-held resources. The list of offered assets include 11 existing fields and 45 prospective acreages where
additional exploration efforts will be required to identify commercially viable hydrocarbon reserves.
Aker BP finds oil in production licence 919 offshore Norway

The Norwegian Petroleum Directorate (NPD) announced that Aker BP and its partners have made oil discovery in
production licence 919 in the North Sea, following the drilling of wildcat well 25/4-15. The well has been drilled using
the Scarabeo 8 drilling facility to a vertical depth of 2410m below sea level. The drilling was aimed to confirm presence
of petroleum in Paleocene reservoir rocks in the Heimdal Formation.
Following the drilling, the well 25/4-15 identified a 31.5m oil column in the Heimdal Formation, which was 187m thick
in total. About 29m of oil column was a sandstone reservoir with good reservoir quality. As per the preliminary
calculations, discovery holds between 0.5 and 0.8 million standard cubic metres (Sm3) of recoverable oil.
BP starts oil production at Argos platform in the Gulf of Mexico

BP Plc announced it has successfully started oil production at its Argos offshore platform, located in the deepwater US
Gulf of Mexico. With a gross production capacity of up to 140,000 barrels of oil per day. The semi-submersible platform
ultimately will increase gross operated production capacity in the Gulf of Mexico by an estimated 20 percent. The
company expects safely and systematically ramp up production from Argos through 2023.

Sonatrach announces six hydrocarbon discoveries in Q1 2023, Algeria

April 11, 2023
Sonatrach SpA announced that it has made six hydrocarbon discoveries during the first quarter of 2023. Two oil and gas
discoveries were made in the Amguid Messaoud basin, during the drilling of BRM-1 and BMD-1 wells with flow rates of
5,699 bopd and 170,461 m3/day of gas recorded in the first well and flow rates of 4,856 bopd and 255,912 m3/day of
gas in the second. These results confirm the significant oil and gas potential of the Touggourt region, located to the east
of the Hassi Messaoud deposit.
Also, two wells drilled in the Berkine basin were the subject of discoveries of oil and gas condensate. The first, called
HAM-1bis, produced 129,048 m3/day of gas and 239 bpd of condensate from first reservoir and 1,905 bopd and 137,484
m3/day of gas from another reservoir. The second well, called SAISW-1, produced with flow rates of 3,117 bopd and
219,336 m3/day of gas.
In addition, a gas condensate discovery was made in the Ohanet region of the Illizi basin, during the drilling of the KARS-
3 well, where flow rates of 336,930 m3/day of gas and 1,504 bpd of condensate were recorded. Finally, an oil and gas
discovery was made in the Oued Mya basin, during the drilling of the LGL-2 well, where flow rates of 453 bopd and
168,312 m3/day of gas were recorded.
BW Energy announces first oil from Hibiscus/Ruche development project in Gabon

BW Energy Ltd. announced that first oil from the Hibiscus/Ruche Phase 1 development in the Dussafu licence offshore
Gabon has been safely achieved. Production performance from the first well has been in line with expectations and is
currently stabilised at approximately 6,000 barrels per day. The oil produced at Hibiscus / Ruche is transported by
pipeline to the BW Adolo FPSO for processing and storage before offloading to oil tankers.
Petronas suspends operations at Bekok-A platform amid gas leak, offshore Malaysia

Petronas Carigali Sdn Bhd (PCSB) announced that it has shut in production at its Bekok-A platform on Block PM 9
offshore Terengganu, Peninsular Malaysia following a gas leak on April 4. There is no supply interruption and Petronas
will continue to ensure that supply remains reliable to its customers. Following the incident on April 4, all personnel
have been evacuated from the facility, Petronas Carigali said in a statement.
Pertamina drills Polaris D-1X exploration well in Sanga Sanga area, Indonesia

PT Pertamina Hulu Sanga Sanga (PHSS) announced it has conducted drilling at Polaris D-1X exploration well on March
20, 2023. This well is an entry (play opener) for the area in the PHSS work area and has a deeper reservoir target than
the reservoirs in the fields that have been producing around the area.
The Polaris D-1X well is one of four definite commitment exploration wells in the Sangasanga area. The other definite
commitment wells are Phoenix North-1 ST, Helios D-1, and Draco B-1X. This well is expected to be a discovery for the
company's future resources development and to maintain energy sustainability in Indonesia, said President Director of
PT Pertamina Hulu Indonesia (PHI), Chalid Said Salim.

ExxonMobil abandons drilling off Brazil coast after failing to find oil

PRIO starts production at N5P2 well in Frade field, offshore Brazil

Petro Rio SA (PRIO) announced the start of production at the 7-FR-61HP-RJS (N5P2) well, in the Frade field, Campos
Basin, offshore Brazil, with stabilised initial production of approximately 11,000 bopd, above original projections. Thus,
the field has reached 50,000 bpd and PRIO has reached the milestone of 90,000 barrels per day of production.
The N5P2 well, the fourth producing well of the Frade Revitalisation Plan, was executed in a shorter timeframe than
initial projections and almost one year ahead of initial planning, with a total cost of $55 million for its construction and

Italian company Eni is looking to build a second floating liquified natural gas (LNG) platform in Mozambique to tap the
abundant gas reserves in the Rovuma Basin, company executive said. Currently, Eni operates the Coral Sul floating LNG
project off the Mozambique coast. The other partners in the project, which started production in 2022, include Exxon
Mobil, Galp Energia, China National Petroleum Corporation and Korea Gas.
World’s largest VLGC named and delivered

Jiangnan Shipbuilding has delivered the world’s largest Liquefied Gas Carrier to Singapore-based shipping and trading
company Petredec. This marks a significant milestone for the shipbuilding industry, as the 93,000 cubic meter VLGC is
the largest VLGC in the world. The vessel, named Harzand on April 25 and delivered on April 26, is the first of a total of
six 93,000 cbm LPG vessels Petredec has on order at the yard.

Spain’s Enagas to launch El Musel LNG terminal in July

Spanish LNG terminal operator Enagas is planning to launch its El Musel liquefied natural gas terminal in Gijon in July
2023. Enagas kicked off a non-binding open season for logistics services at the terminal, which has been in hibernation
since its completion in 2013, in March. The firm said in its quarterly results report on April 25 that the open season
attracted a high level of interest from the sector with a total of 16 bids from different operators. The commercial
commissioning of the terminal, which is part of the government’s More Energy Security Plan, is scheduled for July and
will strengthen the security of European energy supply with offloading, storage and loading operations of LNG, company
said.
EnBW increases LNG purchase commitment at German LNG terminal

German energy company EnBW has secured three billion cubic metres (bcm) per annum of capacity at Hanseatic Energy
Hub’s (HEH) planned Stade liquefied natural gas (LNG) import terminal in Germany. In December 2022, EnBW booked
3bcm per annum of capacity at the terminal. The latest move doubles EnBW’s booking capacity to 6bcm. A final
investment decision for the proposed HEH is scheduled for mid-2023. With a regasification capacity of 13.3bcm per
year, the land-based hub is due to be commissioned in 2026.
Eni lays foundation stone of Congo’s $5 billion LNG project

Italian company Eni and the Republic of the Congo's government have inaugurated a $5 billion natural gas liquefaction
project to exploit the huge gas resources of the Marine XII concession, off the coast of Congo the Congo LNG project, to
be the first of its kind in the country is expected to have an overall LNG production capacity of three million tonnes per
year (mtpa) from 2025. The first FLNG plant is expected to have a capacity of 0.6mtpa. It is due to be commissioned in
2023. The second FLNG plant, which is in the construction phase, will have 2.4mtpa of capacity and is scheduled to start
production in 2025.
Petronas inks LNG supply deal with PetroChina

Malaysia’s Petronas has signed an LNG supply deal with a subsidiary PetroChina. According to PetroChina International
issued on April 25, the firm and a unit of Petronas signed the sales and purchase deal on April 17. This deal is the first
medium-to-long-term LNG purchase and sale agreement between PetroChina and Petronas and is based on a previous
framework agreement, PetroChina International said.

On April 11, the Irrawaddy Central Bar Hydraulic Protection Project of China-Myanmar Oil & Gas Pipeline was started,
which meant the overall development of China-Myanmar pipeline protection. In recent years, affected by the
hydrogeological conditions of the Irrawaddy River, the watercourse has oscillated and the head of the shoal has shown
a trend of degradation posing threats to the safety of the pipeline, which urgently need to be addressed. The project
includes 450 meters of bank protection, adopting geotextile laying, timber pile lattice, bagged soil slope protection and
other protection structures, with a 3-month construction period. Upon completion, the project will further improve the
capacity of pipeline protection and provide a safety guarantee for the transmission of China-Myanmar oil and gas

Bulgartransgaz sets out €1.46 billion investment plan

Bulgaria’s gas transmission and storage system operator Bulgartransgaz plans to invest €600 million by the end of 2032
in development of its network and another €860 million in development of a hydrogen pipeline, the company said in its

SWS delivers LNG-powered Ubuntu Community

The LNG-powered dual-fuel bulk carrier Ubunty Community, built by Chinese shipyard Shanghai Waigaoqiao
Shipbuilding, has been delivered. The vessel’s registered owner is Marshall Island-based Barney Shiptrade and the
190,000 dwt bulker is intended for Greek-based Maran Dry Management. Waigaoqiao Shipbuilding said this was the
sixth 190,000-ton dual-fuel bulk carrier delivered by the company. The ship’s use of LNG fuel eliminates particulate
matter and sulfide emissions, meeting the fourth stage of IMO requirements.
Hungary, Serbia to build pipeline to transport Russian oil deliveries

Hungary and Serbia intend to sign an agreement in June 2023 on the construction of an oil pipeline designed to facilitate
deliveries of Russian oil via the Hungarian leg of the Druzhba oil pipeline to Serbian consumers, Hungarian Foreign
Minister said on April 19. The planned oil pipeline will be laid between Algyo, Hungary, and Novi Sad, Serbia, the minister
said. Russian oil supplies delivered via the Druzhba pipeline have not come under EU sanctions. The planned Algyo-Novi
Sad pipeline would have a length of 128 km and an estimated construction cost of around 100 million euro, the minister
said earlier. An existing gas pipeline corridor running from Serbia to Hungary could potentially also accommodate the
oil pipeline. According to forecasts, construction work on the Hungary-to-Serbia pipeline would last from 18 to 24
months.

project in Germany

Tecnicas Reunidas in consortium with FCC Group and Entrade has secured a contract from Hanseatic Energy Hub for the
Engineering, Procurement, and Construction (EPC) of the Stade Liquefied Natural Gas (LNG) import terminal near
Hamburg in Germany. The project includes two phases, and the first stage consists of preliminary works and engineering
with a duration of five months. Tecnicas Reunidas will design the regasification terminal and the two storage tanks, each
with a capacity of 240,000 cubic meters (cbm) and will undertake all the equipment and materials supply work for the
project. Moreover, FCC will build the tanks and will carry out all site preparation and civil works activities for the plant,
while Entrade will oversee the electromechanical assembly activities.
Kazakhstan to build new gas processing plant in Zhanaozen

The Kazakh Prime Minister revealed the Government’s plan to increase production of fuel and lubrication materials
countrywide, Kazinform reports. Currently Kazakhstan takes measures to increase hydrocarbon resource base and its
processing facilities. To make up fuel and lubricants deficiency it is planned to expand Shymkent refinery capacities from
6 to 12 million tons a year, to develop Atyrau-Kenkiyak and Kenkiyak-Kumkol pipeline extension projects. He added this
year will start construction of a new gas processing plant in Zhanaozen with a capacity of 900 million cubic meters.

Hudong-Zhonghua starts work on Cosco’s LNG carrier

Chinese shipbuilder Hudong-Zhonghua has started building the sixth LNG carrier for compatriot Cosco Shipping Energy
Transportation and PetroChina. CSSC’s Hudong-Zhonghua held a steel-cutting ceremony on April 17, for the LNG carrier
with a working name H1836A, it said. This is the last of six LNG carriers Hudong-Zhonghua is building for the two firms.
Hudong-Zhonghua delivered the first and the second LNG carrier under the PCI project, Shaolin and Wu Dang, last year,
and the third carrier, Kun Lun, in March this year.
Buru Energy: Rafael gas and condensate commercialisation update 01

Adani-Total's Dhamra LNG terminal to start commercial operations at May-end

steel, produce fertilizers and turned into CNG and cooking gas - on April 1. Qatari ship 'Milaha Ras Laffan' docked at
Dhamra port on April 1 morning, bringing in 2.6 trillion British thermal units of natural gas in its frozen form (LNG) which
will be used to commission the facility.
Meralco unit to invest in LNG

Meralco PowerGen Corp., is now shifting to LNG. The Meralco unit is seeking approval to put up a 2,400-megawatt
(MW) gas power plant and an LNG terminal costing approximately P175 billion. A1E proposes to construct and operate
a power plant that will be comprised of 4 x 600 MW natural gas-fired combined cycle gas turbine, and an LNG Terminal

Engie starts LNG deliveries to Gasunie’s Eemshaven terminal

A unit of France’s Engie has started delivering LNG cargoes to Gasunie’s FSRU-based LNG import facility in the Dutch
port of Eemshaven as part of a capacity deal it signed last year. Engie Global Energy Management & Sales contracted 1

ADNOC L&S expands shipping fleet with five new VLGCs

United Arab Emirates' ADNOC Logistics & Services has expanded its fleet with the deployment of five new-build Very
Large Gas Carriers. The carriers of the shipping and maritime logistics arm of state oil giant Abu Dhabi National Oil

NOVATEK improves its Arctic Cascade Gas Liquefaction Technology

PAO NOVATEK obtained a Russian patent for its proprietary natural gas liquefaction technology called Arctic Cascade
Modified (ACM), which builds upon NOVATEK’s patented Arctic Cascade process already implemented at the Yamal LNG
project’s Train 4. Stemming from operational lessons learned, improvements to the technology enable LNG production
with a leaner equipment list and better energy efficiency. The underlying process design is compatible with domestically
manufactured equipment. The ACM liquefaction process is intended for the Company’s large-scale LNG projects in the

Hong Kong welcomes its first FSRU as LNG terminal launch nears

The world’s largest FSRU has arrived in Hong Kong and will soon start serving Hong Kong’s first LNG import facility, CLP
and HK Electric said. As reported by LNG Prime earlier this week, the 263,000-cbm MOL FSRU Challenger left Singapore
last week. The FSRU, which will be renamed Bauhinia Spirit and used to receive, store, and regasify LNG, arrived in Hong
Kong on Thursday and is staying at the South Cheung Chau Anchorage, according to an emailed statement by CLP and
HK Electric.
JPTT announces completion of the Phase 2 expansion of its tank terminals

Jurong Port Tank Terminals (JPTT) is announced the completion of its Phase 2 expansion with a total storage capacity of
around 580,000 m³. The Phase 2 expansion is set to strengthen the clean petroleum products eco-system and
connectivity created from Phase 1 with our neighbouring refinery and storage terminals in Jurong Island. Three tank
farms have been added to receive clean petroleum products, providing an additional 330,000 m3 of storage capacity
alongside the existing 250,000 m3 of storage.
First LNG cargo arrives in the Philippines

Global LNG logistics company Atlantic Gulf & Pacific (AG&P) has received the first LNG cargo for the first LNG import
terminal in the Philippines. The commissioning cargo for the Philippines LNG (PHLNG) terminal was delivered on board
the 162,000 cbm LNG carrier Golar Glacier. This was the country’s first-ever LNG cargo and it was sent at the beginning
of the month by Vitol Asia Pte Ltd from Das Island, UAE, supplied under a long-term contract by its partner ADNOC.

The oil and gas agencies of Uzbekistan and Kyrgyzstan have started the work on the restoration of the underground gas
storage Northern Sokh, located in the Uzbek enclave of Sokh in the territory of the Kyrgyz Republic. The ministries of

G2 Net-Zero scraps plans for Cameron Parish LNG terminal

Baton Rouge-based G2 Net-Zero has scrapped plans to build an LNG export facility with a capacity of about 13 MTPA in
Cameron Parish. According to a filling dated March 28, the LNG terminal developer requested from the U.S. Department
of Energy to vacate its LNG export authorization and withdrew its pending application. Since submitting its applications
for LNG export authorization, G2 LNG’s corporate focus has shifted away from LNG export activities to development of
net-zero greenhouse gas emission energy products. According to G2 Net-Zero’s, the firm plans to build a world-scale

FCC debuts LNG-powered tanker Fairchem Pioneer

Fairfield Chemical Carriers (FCC), a US operator specialising in chemical tankers, has launched the Fairchem Pioneer, its
first LNG-powered stainless steel chemical tanker. The LNG dual-fueled vessel, jointly developed by Fukuoka
Shipbuilding and Fairfield Japan, a subsidiary of FCC, was launched on 7 April. According to FCC, it boasts LNG propulsion
technology that reduces carbon dioxide emissions by up to 25% compared to traditional marine fuels.
BW’s FSRU gearing up to serve First Gen’s Batangas LNG terminal

BW Batangas, a floating storage and regasification unit (FSRU) owned by BW LNG, is getting ready to start its deployment
with First Gen Corporation’s Batangas LNG import terminal in the Philippines. a unit of the Singapore-based gas shipping
giant BW Group, the FSRU BW Batangas, previously called BW Paris, is currently undergoing modifications at MMHE
Shipyard in Johor, Malaysia, with the delivery expected around the end of Q2 or at the beginning of Q3 this year. The
modifications are being made ahead of the FSRU’s deployment with First Gen’s Batangas LNG terminal where she will
be chartered for up to ten years.
DSME wins $258 million contract to build a LNG carrier

South Korean shipbuilding major Daewoo Shipbuilding & Marine Engineering (DSME) has secured a construction order
for an LNG carrier from an unidentified shipowner from Oceania. The order is worth KRW 339.6 billion ($257 million),
according to DSME’s stock exchange filing. Under the contract, DSME is scheduled to deliver the LNG carrier by the end
of August 2027.

QatarEnergy awards contract to Baker Hughes for NFS Project

QatarEnergy has selected oil field services provider Baker Hughes to supply two main refrigerant compressors (MRCs)
for the North Field South (NFS) project. To be executed by Qatargas, the project represents the second phase of the
North Field Expansion Project. Under the contract, Baker Hughes will build the MRCs for two LNG mega trains, which
will have a combined capacity of 16 million tonnes per annum. These LNG trains are expected to boost Qatar’s LNG
production capacity to 126mtpa by 2027.

three new LNG carriers

GTT announces that it has received, in the first quarter of 2023, two orders from its partner the Korean shipyard Daewoo
Shipbuilding & Marine Engineering for the tank design for a total of three new Liquefied Natural Gas Carriers (LNGC),
two on behalf of a European ship-owner, and the other for an Asian ship-owner. GTT will design the tanks of these three
vessels, which will each offer a total cargo capacity of 174,000 m3 and will be fitted with the NO96 GW membrane
containment system, developed by GTT. The delivery of the vessels is scheduled between the first and the second
quarters of 2027.
Samsung Heavy wins 674.5 billion-won order for 2 LNG carriers

South Korean shipyard Samsung Heavy Industries Co. said that it has bagged a 674.5 billion-won ($517 million) order to
build two LNG carriers for an Asia-Pacific shipper, according to Yonhap. Samsung Heavy said in a regulatory filing that it
will deliver the vessels to the undisclosed shipping company in stages by November 2026. So far this year, Samsung
Heavy has clinched orders worth some $2.5 billion, or 26% of its 2023 target of $9.5 billion. In early January, Samsung
Heavy obtained a $1.5 billion order for a floating liquefied natural gas facility.

SHI announced that it has signed a construction contract for two LNG carriers with Asia-Pacific shipper on the 31st of

Vhitol delivered the first LNG cargo into Finland’s new Inkoo terminal. The cargo was ordered by Elenger, the largest
privately owned energy company in the Finnish-Baltic region. The cargo originates from Vitol’s portfolio of US origin
LNG, specifically the Venture Global Calcasieu Pass facility, and was transported in the Vivit Americas LNG, a modern
LNG tanker which is part of the Vitol fleet. The tanker, sailing under the flag of Malta and built in 2020, is 299 meters
long and 46 meters wide. It can hold 174,062 m3 of liquefied gas.

China’s Wuhu Shipyard has inked a contract for the construction of eight 18,500-ton IMO Class II chemical tankers during
the first quarter of this year. The four tankers were ordered by Union Maritime and EGPN, these tankers will have a load
tonnage of 18,500 tons, cargo capacity of 21,000m³, length of 149.80m, molded width of 22.80m, molded depth of
12.70m, and design draft of 8.50m. The ships have been designed to incorporate the latest technology, and they will be
designed as methanol dual-fuel ready. Wuhu Shipyard said the design concept complies with the IMO Tier III emission
standards.

Pilbara urea project - the first new gas manufacturing project in the Pilbara in more than a decade. Located 20 kilometers
northwest of Karratha, it is estimated the Perdaman Urea Project will create 2,500 jobs during construction and 200
operational jobs. The project will convert Western Australian natural gas from Woodside's Scarborough Gas Project into

Southampton to provide a more efficient solution for ExxonMobil. Svitzer already owns the three tugs operating at

Dow selected Linde as its industrial gas partner for the supply of clean hydrogen and nitrogen for its proposed net-zero
carbon emissions integrated ethylene cracker and derivatives site in Fort Saskatchewan, Alberta, Canada. Final
investment decisions for both the Dow and Linde projects are subject to approval by both companies' respective Board

Saipem and Clough JV receives urea plant construction contract in Australia

Italian-based oilfield services company Saipem and its joint venture partner Clough have reached financial close on the
Ceres urea facility in Western Australia. The contract signed by the JV with Perdaman Chemicals and Fertilisers is worth
more than $2.8 billion. Both entities own a share of $1.4 billion. Situated on the Burrup Peninsula north of Karratha, the
Ceres factory will have the capacity to manufacture almost two million metric tonnes of urea a year. Perdaman and the
JV aim to make the facility net carbon zero by 2050. The parties will use global best practices for greenhouse gas
emissions, as part of their commitment to climate change mitigation.

Projects to convert Bandar Abbas Refinery into Petro-Refining Complex

Bandar Abbas Oil Refinery in Hormozgan Province launched development plans to turn into a petro-refinery, one of
which is to become a major petroleum coke producer. “The construction of 15 new processing units, estimated to cost
$2.5 billion, has started in the refining complex and is expected to become operational in two years,” according to the
company sources. The project will help reduce the amount of sulfur in mazut from 3.5% to less than 0.5% and convert
it to higher value-added products, including sponge coke which is the typical grade of petroleum coke used in steel

SABIC selects Ledwood to help deliver Teesside Improvement Project

SABIC selected Pembroke Dock-based Ledwood Mechanical Engineering (Ledwood) to help deliver the multi-million
transformation of its UK operations in Wilton, Teesside. The works are part of the Teesside Improvement Project (T.I.P),
the aim of which is to convert SABIC’s Teesside Olefins plant from a flexible but complex facility to a more simplified
one, using only one feedstock. This will support the target of operations approaching carbon neutrality by 2030. SABIC
says this first phase will reduce its carbon footprint by up to 60 percent, making it one of the world’s lowest carbon-

Brazil’s Acelen plans $2.4 billion investment in renewable fuels production

Acelen, a downstream company created by Mubadala Capital, is planning to invest more than $2.44 billion to produce
renewable fuels in Brazil over the next ten years. In this regard, Acelen has signed a memorandum of understanding
(MoU) with the government of Bahia, Brazil, in Abu Dhabi, UAE. The MoU is aimed at producing renewable diesel and
Querosene de Aviação, or sustainable aviation kerosene (QAV), to help advance the South American country’s energy
transition. Acelen is planning to build a new biorefinery in Bahia. The plant is expected to create 90,000 direct and
indirect jobs and cut CO₂ emissions by up to 80% by replacing fossil fuels. The biorefinery will be equipped to produce
one billion litres per year of renewable fuels, which is equivalent to the annual supply of 1.1 million vehicles.

plant with a capacity of 72 kta and a 150 kta poly trimethylene terephthalate (PTT) plant in Ningbo, Zhejiang, China.
These two products are based on Technip Energies’ proprietary Zimmer® PDO and PTT technologies to strengthen and
expand Juhua’s petrochemical new materials business while improving its competitiveness. Technip Energies will
provide the licenses, Basic Design Packages, and proprietary equipment for both technologies, as well as Detail Design
services. This PDO technology was originally developed by Shell and Shell Catalysts & Technologies will be the catalyst
supplier to the PDO plant.

Methanex Egypt and the Suez Methanol Derivatives (SMD) Company signed an infrastructure development agreement
for the supply of methanol from Methanex Egypt’s plant to the neighboring SMD project in Damietta. This agreement
comes in light of the memorandum of understanding (MoU) signed by both parties in 2018 to investigate potential
support for providing utilities and methanol to the SMD plant. A $120 million methanol and formaldehyde derivatives
plant in Damietta, SMD is designed to produce 140 KTA of main products including Urea Formaldehyde Concentrate
85% (UFC-85), Urea Formaldehyde Resins, Sulphonated Naphthalene Formaldehyde (SNF), in addition to the capability

Indian Oil & US-based LanzaJet to set up India's first green aviation fuel firm

Indian Oil Corporation is planning to set up a joint venture with US-based clean energy technology company LanzaJet
Inc and multiple domestic airlines for production of sustainable aviation fuel. The proposed venture will set up a plant
to make SAF with alcohol-to-jet technology at the state-run company’s Panipat refinery in Haryana at a cost of INR 30
billion. As per the devised structure of the new company, IOCL will hold 50% stake while LanzaJet Inc will hold 25%. The
remaining 25% stake would be offered to a bunch of airline companies.

China chemical groups seek Beijing's nod for $10 billion Indonesia refinery

Two Chinese polyester fiber makers are seeking Beijing's approval to build a $10 billion refinery and petrochemical
complex in Indonesia. The move comes as China ramps up talks on mega investments in Southeast Asia as part of
President Xi Jinping's Belt and Road Initiative, and as Beijing limits approvals for new domestic refineries to cut carbon
emissions and a fuel supply overhang. East China-based Tongkun Group and Xinfengming Group are planning a refinery-
petrochemical complex in North Kalimantan province on Borneo Island, to produce feedstocks for chemical fiber. Led
by Tongkun, the proposed petrochemical complex would include a 200,000 barrels-per-day refinery and an 800,000-
tonne-per-year ethylene unit, which could be expanded in the future.

The Sub-Committee on Investment Promotion of the Madhya Pradesh Cabinet approved an investment project of about
INR 500 billion of Bharat Petroleum Corporation Limited (BPCL) located at Bina in Sagar district. Various petrochemical
products will be manufactured in the expanded plant to be set up under this project. BPCL will set up an expanded plant
in the premises of Bina Refinery, with an investment of about 45 to 50 thousand crores. This will be the biggest
investment ever in the history of Madhya Pradesh. Here gasoline, diesel, ATF, LLDPE, HDPE, polypropylene etc. by-
products of petroleum will be prepared.
Sinopec's styrene-butadiene copolymer (SBC) project with 170,000 tons/year production capacity
goes into operation

Hainan Baling Chemical New Material Co., Ltd., a subsidiary of China Petroleum & Chemical Corporation, launched
production of its styrene-butadiene copolymer (SBC) project in Hainan, China, which will reach an annual production
capacity of 170,000 tons. Sinopec now has the largest world's largest production capacity of SBC plants. Baling New
Material and Sinopec Hainan Refining & Chemical Co., Ltd. invested 1.924 billion yuan in the Hainan Baling project ($
279.74 million). The project's SBC plant produces 170,000 tons of SBS and SEBS products annually, including 120,000
tons of SBS products and 50,000 SEBS products. The plant has 13 units including refining, polymerization, coalescence,
recycling, auxiliaries preparation, and post-treatment, as well as supporting production and public facilities.
Bunge to acquire Louisiana refinery from Fuji Oil

Bunge, through its Bunge Loders Croklaan JV with IOI Corporation Berhad, entered into a definitive asset purchase
agreement with Fuji Oil New Orleans, LLC (Fuji Oil) to acquire its newly constructed, port-based refinery located in
IMTT’s (International-Matex Tank Terminals) Avondale Terminal, Louisiana. The state-of-the-art facility has multi-oil
refining capabilities and will enable Bunge to expand its existing customer base. The completion of the transaction is
subject to customary closing conditions. This transaction will provide Bunge with a scalable, complementary port-based
footprint capable of connecting North American food, feed, and fuel customers to global markets. Bunge expects to
serve customers with the newly acquired capacity starting in the second quarter of 2023.

Sendan International has secured a 37-month contract from Saudi Arabian Oil Company (Saudi Aramco) for the
Engineering, Procurement, Construction, and Installation (EPCI) of a diesel water removal facility at its Ras Tanura
refinery in Saudi Arabia. The objective of the facility is to reduce the total water content in the ultralow sulfur diesel
(USLD) product from Ras Tanura Refinery (RTR) to limit the water content to a maximum of 80 milligrams per kilogram
in compliance with Saudi Aramco's A-861 product specification. The facility is designed for a nameplate capacity of 145
million barrels per day (mbd). Diesel flow from J80 will be 40 mbd, and from J88, 105 mbd.

Valero Energy Corp is starting up production on a new coker at its 335,000-barrel-per-day Port Arthur, Texas, refinery.
The startup of production on the new 55,000-bpd coker follows completion of an overhaul of the 115,000-bpd AVU-147
crude distillation unit. The new coker will eventually lead to an increase in production capacity at the Port Arthur refinery
by taking additional residual crude produced by the CDUs as they process more crude oil.
Qantas to Invest in Australian SAF Refinery

Australian carrier Qantas and Airbus will invest in a biofuel production facility designed to turn agricultural by-products
including sugarcane into sustainable aviation fuel. Qantas and Airbus jointly will invest A$2 million (US$1.35 million)
into a detailed feasibility study and early-stage project development into the production facility, which is being
developed by SAF production company Jet Zero Australia and SAF technology firm LanzaJet. The government of the
Australian state of Queensland, where the facility would be located, is contributing A$760,000, according to Qantas.
Chevron Lummus Global grabs technology license and design engineering contract for GasLub Hub
project in Brazil

Chevron Lummus Global (CLG), a joint venture between Chevron USA and Lummus Technology, has secured a contract
from Petroleo Brasileiro (Petrobras) to provide technology license, basic design engineering, and research unit testing
services for CLG’s Isodewaxing and Isofinishing technologies to be deployed in 2,580 Barrels Per Day (BPD)
Hydroisodewaxing (HIDW) unit at the GasLub Hub lubricant plant in Itaborai, Rio de Janeiro, Brazil. The HIDW unit will
produce a wide viscosity range of premium American Petroleum Institute (API) group II and II+ lubricating base oil grades
in Brazil and South America.
