Subject: Suggestions/ Comments are invited to amend in the Operational


Guidelines of Sub Mission on Agricultural Mechanization including Crop
Residue Management being implemented under the umbrella of Rashtriya Krishi
Vikas Yojana-regarding

Madam/Sir,

As you are aware that, Sub Mission on Agricultural Mechanization (SMAM)


including Crop Residue Management (CRM) is now being implemented under the
umbrella of Rashtriya Krishi Vikas Yojana (RKVY).

The Department of Agriculture & Farmers Welfare (DA&FW) is contemplating to


revise the Operational Guidelines of SMAM and CRM for fruitful and effective
implementation at the grassroots level.

The suggestions/inputs/comments are requested in reference to the following


within two weeks so that the Operational Guidelines of these scheme could be revised
to meet local requirements and to provide liberty to States/UTs to decide upon and to
further expand the scope of mechanization.

1) Suggestions on revision in cost norms and financial celling limits on machines and
equipments to be provided to the farmers on individual ownership basis.

2) Revision in Cost norms and financial ceiling limits for Custom Hiring Centres/Hi­
tech Hubs and Farm Machinery Banks.

3) Gaps of farm mechanization and State specific interventions that may be required
to introduce to improve levels of farm mechanization.

4) Difficulties being faced by the States/UTs in implementing the schemes and


interventions thereunder.
5) Procedures for empanelment of manufacturers, EMO and Bank Guarantee, quality
of machines and after sales services etc.

6) Any other suggestions to improve the implementation and monitoring of the


Scheme
