Contact Who can apply?

Handicapped persons, as defined under the Act to secure handicapped persons


in the exercise of their rights with a view to achieving social, school and
workplace integration (CQLR, chapter E-20.1) can apply for home adaptation
whether they are owners or tenants. “Home” is understood to mean a person’s
primary residence.

To be eligible for a subsidy, adaptations must be:

Necessary in order to compensate for the person’s handicap in the home


Recommended by an occupational therapist

Amount of the subsidy and eligible adaptation work,


equipment and fees

The subsidy covers eligible adaptation work, equipment and fees to meet
adaptation needs up to $35,000 per dwelling.

The subsidy is increased to $45,000 if the building is a family-type resource (in


French) or a private residence for seniors (in French) for nine or more people.

Adaptation work must involve:


Improving outdoor access to the dwelling or building by installing a
handrail, access ramp or a platform lift
Installing a handicapped-accessible shower
Adapting the bathroom
Adapting the kitchen
Improving movement through the home and adapting living spaces such
as the living room, bedroom or office (moving outlets and switches,
widening door frames, etc.)

Platform lifts
Overhead lifts
Stair lifts
Automatic garage door opener
Communication equipment (intercoms, flashing doorbells, etc.)

Reports from occupational therapists in the private sector
A portion of the fees for construction/renovation permits for home
adaptations
Public property occupancy fees while the adaptation work is being
performed
Tree felling permit fees if trees must be cut down as part of the adaptation
work
A portion of the architectural or architectural technician fees related to
your home adaptation, if required in order for the permit to be issued
A portion of engineering fees related to your home adaptation, if required
in order for the permit to be issued
Certificate of location, if required under borough legislation in order for the
permit to be issued

Would you like to apply for the new program?

You can apply once the program comes into force, which is planned for May 1,
2020.

Have you already applied to the current HAP?

The current HAP remains in effect through March 31 and the commitments made
by the city as the Société d’habitation du Québec’s program agent will be
honoured.

If your file has already been approved (you have received a letter confirming the
amount of the subsidy), it will be processed according to the Société d’habitation
du Québec’s program parameters. Your file cannot be transferred to the new
program.

If your file has not been approved, it will be processed within the city’s new
program.

In either case, you will receive a letter from the city to update you on the progress
of your application.

Equipment repairs

Is your equipment broken or in need of repairs? The city will cover the costs
under the following conditions:

The equipment was installed specifically for you, in your home*


It was subsidized as part of a home adaptation program (either SHQ or
Montréal)
It is no longer covered by the manufacturer’s or contractor’s warranty
The equipment failure is not the result of poor maintenance or of a
disaster
The equipment meets Régie du bâtiment standards*
If the equipment was installed for someone else, but that you are now using it, a
report from an occupational therapist confirming that you need the equipment will
be required.

Eligible equipment
Platform lifts or stair lifts
Overhead lifts on tracks, including sling replacement (certain conditions
apply)
Automatic door opener
Access ramp
Communication equipment (intercom paired with an electric latch)
Gate opener

Applying for repairs


You must first obtain an authorization number from the city.

To obtain the authorization number, call 514-872-5837 and leave a detailed


message including the following details:

The equipment to be repaired
The company carrying out the repairs
Our staff will contact you as soon as possible to verify your application and
provide you with an authorization number to forward to the company carrying out
the repairs.

Once the repairs are completed, you (your landlord, or your representative) will
have to sign the invoice to confirm that the work was satisfactory. The invoice
must provide details regarding the work that was carried out, as well as the price.
If the invoice is not detailed enough, a detailed purchase order must also be
provided.

The company in charge of the repairs will be responsible for sending the invoice
to the city for payment.

Equipment replacement

In some cases, for instance for equipment that no longer meets standards or if
repairs are deemed too costly, the city may recommend to replace it rather than
repair it. The decision will be made upon analyzing your application.

The program is funded by the Société d'habitation du Québec. The Société d'habitation du Québec
and the Canada Mortgage and Housing Corporation share the cost of home adaptations for low-
income disabled individuals.
