PMNP- Municipal Project Management Office (MPMO) Work Planning


Sept 5-6, 2023
Rationale
The implementation of PMNP at all levels requires institutional and
implementation arrangements including the management support structure to
ensure that the PMNP is carried out efficiently and effectively at various levels of
operations. At the municipal level, local government unit are mandated to
establish a Municipal PMNP Management Office hereinafter referred to as PMNP-
MPMO, to manage PMNP Components 1 and 3 and its subcomponents, as
specified
Objectives:

 To formalize the organization of PMNP-MPMO per project site


 To define roles and functions of MPMO
 To conduct quick assessment and gather inputs from the preparatory
and inception activities of the Project
 To develop work plan for the operationalization of PMNP activities
and interventions.
 Identify the team’s ways forward in implementing the deliverables
for the current year and onward
 Identify impending challenges of project implementation and TA
need of the team

Municipal LGUs have the prime responsibility in planning and implementing the PMNP activities
with technical guidance from DOH, DSWD and NNC. The municipal governments are
expected to:

12.1 Develop and cost their respective multisectoral nutrition action plans, and set targets
to be achieved, integrate the same to the, AIP, CDP and LIPH;

12.2 Ensure that MNAP activities particularly those funded under PMNP are implemented
on time and in accordance with national policies/guidelines;

12.3 Utilize PBGs to plan and implement interventions to expand the coverage and quality of
MCHN services based on the approved LNAPs;

12.4 The Area Coordinating Team (ACT) has the primary responsibility for providing technical
assistance to community volunteers on financial management under Component 2, build and
strengthen the capabilities of community members, volunteers and LGU stakeholders, to
identify, design, select, and implement community sub-projects using the CDD strategy;

12.5 Provide local counterpart contribution earmarked for project’s multisectoral nutrition plans;

2. Establish a Municipal PMNP Management Office hereinafter referred to as PMNP-MPMO, to


manage PMNP Components 1 and 3 and its subcomponents, as specified in Annex 1 to
support the MNC;
3. Designate the MHO to lead in the day-to-day lead in the day-to-day management of PMNP
Components 1 and 3 activities at the municipal level. The MHO shall designate from among
the MHO regular staff to serve in the Local Project Management Team, to perform duties
specified under Chapter 2, Section C.2, “PMNP Municipal PMO (PMNP-MPMO)” of the
POM;

12.6 Enter into a tripartite memorandum of agreement (MOA) with DSWD and DOH which defines

their roles and responsibilities on project activities;

12.7 Ensure that its identified barangay-beneficiaries properly implement project activities as part
of its oversight function over the barangays;
12.8 Report on the progress of the PMNP implementation in their respective localities.
