About the Guidebook

In 2012, the Forest Management Bureau (FMB) adopted the use of Geographic
Information System (GIS) and Remote Sensing (RS) in its policies and guidelines to
effectively protect, develop, and conserve the country’s remaining forests resources,
forestlands, and watersheds.

Since then, the Bureau has provided technical guidance to the DENR Field Offices in
the mapping and remote monitoring of forestry programs and projects. Attributes of spatial
datasets for the national greening program and tenurial instruments were initially
standardized by the Bureau. The application of GIS in the forestry sector has yet to reach its
full potential in addressing challenges during planning and program implementation. Despite
all the advancement of GIS in forest management, data availability, quality, and data
collection and analysis still remain a challenge.

It is in this context that the integration and standardization of all forestry geospatial
datasets was proposed to address this challenge. During the National Consultation Workshop
held last July 2021, the FMB presented the proposed geospatial standards for existing forestry
datasets and the DENR field offices identified a list of other compliance and monitoring
reports that can also be transformed into spatial datasets. These include but are not limited to
forest inventory, potential investment areas, location of Wood Processing Plants (WPP), tree
replacement areas, construction of Small Water Impounding Structure (SWIS), LAWIN patrol
data, location of log apprehension, and occurrence of forest fire incidence.

This document was designed to provide guidance to the field offices in managing
existing forestry geospatial datasets and transforming non-spatial forestry records into
geographical data. It contains the standards in spatial data reporting and integration into
geodatabases for easy monitoring, planning, and allocation of resources. Having an organized
geospatial data infrastructure aims to address issues on data availability and quality helping in
a more efficient forest data inventory and analysis.

I. Forestry Spatial Datasets, Naming Convention, Style, and
Data Dictionary

This section describes the different spatial datasets used in the mapping and
monitoring of forestry plans and programs and how they should be reported when being
uploaded to the cloud or being sent to other DENR offices.

A. Forestry Spatial Datasets (FSD)

FSD refers to the datasets being managed by the forestry sector such as but not
limited to the following:

B. Naming Convention and Style

The first part of this section shows the naming of the features being used in forestry.
Since mapping software is a database program and databases have strict rules for file names,
a naming convention should be strictly followed.

The specific rules for naming that are being observed are as follows:

1. No spaces and no special characters except an underscore


2. Do not start files names with a number or an underscore
3. Shapefile name length only has a maximum length of 10 characters
4. Avoid unnecessary repetition and redundant words
5. File names are all in capital letters (FMB rule)

Since the user would be dealing with multiple data when doing analysis, it is best to
give each file a meaningful and memorable name. It is the responsibility of the user to
rename the file accordingly when dealing with the final state of features.

In addition, the Forest Management Bureau also put together the symbology to be
used for each feature for uniformity. The styles to be used will be provided by FMB and can
be accessed through the Style Manager of ArcGIS.

Table 2 shows the agreed naming convention of different forestry data. By using this,
all data users can ensure that correct records can be located, identified, and retrieved from a
filing system. It also provides detailed specifications for the fill color and outline color and
weight per feature type.

C. Data Dictionary

This section shows how the fields of the attribute table of each feature are
structured including its field name, type, length and sample entry. The fields are used to
maintain relationships between tables which would be useful when making an analysis
in overlaying two or more features.
The limits being observed in creating the attribute table are as follows:
1. The number of fields in a feature class or table—65,534

Fields in a table should store the same category of data in the defined data type
and at a specified length. The field names show the names you give to the columns in a
table that indicate what data is contained. The specific rules for naming that are being
observed are as follows:
1. No spaces and no special characters except an underscore
2. Do not start field names with a number or an underscore
3. Field name length only has a maximum length of 10 characters
4. Should be unique
5. Must not contain reserved words
6. File names are all in capital letters (FMB rule)

II. Forestry Geodatabase

Geodatabases are file structures used to store spatial datasets, tables, and reports that
help the viewers and receivers understand the shared spatial data in the geodatabase. There
are different types of geodatabases in ArcGIS as shown in Figure 1.

The DENR Regional Offices shall prepare a File Geodatabase that contains the
forestry spatial datasets following the standard names, attribute tables, and elements
mentioned in Tables 2 - 40. This is to facilitate the structure of the spatial datasets and their
relevance to each forestry initiative, activity, and objective. The forestry spatial dataset shall
contain the following elements shown in Figure 2.

Feature dataset will contain grouped shapefiles similar to their classes and objectives.
Creation of feature datasets also allows the creation of extension datasets such as topology
that highlights overlaps within the same datasets. This can be extremely useful in monitoring

projects that coincide with each other. The figure below shall serve as the structure guide of
the file geodatabase to be prepared at a regional level.

III. Forestry Metadata
For quick reference of the forestry spatial dataset, the preparation of a metadata file
will be a standard requirement when importing shapefiles to the feature datasets. Metadata
allows data managers to know the basic characteristics of geographical data, especially the
who, what, when, why, and how of the dataset. The following metadata info shall be prepared
in a text (.txt) file format.

meet the specifications or standards and quality requirements of the FSD. QA refers to the
adherence to the data specifications or standards and quality requirements of FSD.
This part of the Guidebook defines the quality control standards to be observed for the
FSD which include the following:

Spatial Accuracy Refers to the positional accuracy of the dataset
(geographical location and coverage)
Geometry Check Refers to the appropriateness of type of geometry
(point, line, and polygon)
Topology Refers to the spatial relationship of the FSD
particularly which vector features are within and
occupy the same space and location. Overlaps
within and among FSD will be checked using the
GIS topology function.
Spatial Attribute Refers to the information pertaining to the FSD as
specified in the data dictionary. Checking of the
spatial attributes will focus on the consistency in
spelling, correctness and completeness of
information.
Metadata Refers to the basic characteristics of the FSD as
cited in Part III of this Guidebook. Correctness and
completeness of information should be observed.

The Regional FSD Management Team shall check the above QC standards and shall
ensure that the Regional FSD shall adhere thereof.
The QC and QA shall be done by the DENR Regional Office and FMB, respectively.

V. Clearing House

Once the Forestry Spatial Datasets have been created and standardized by the
CENR/Implementing PENR Offices through its Data Creators, it shall be submitted to the
PENR Offices (Data Managers) to:

1. Consolidate final FSD submitted by the CENR/Implementing PENROs;


2. Conduct data quality control and provide feedback to data creators for appropriate
corrective actions, if any;
3. Coordinate with CENRO Data Creators on errors based on the quality control; and
4. Submit corrected FSD to Regional Data Managers

The FSD from PENRO Data Managers shall be transmitted to the Regional Data
Managers, to:

1. Consolidate final FSD submitted by the PENRO/Implementing PENROs;


2. Conduct data quality control and provide feedback to PENRO/Implementing
PENRO Data Managers for appropriate corrective actions, if any;
3. Coordinate with PENRO/Implementing PENRO Data Managers on errors based on
the quality control;
4. Prepare the metadata of the consolidated FSD and store it in a geodatabase file
format
and maintain the database of the Regional FSD;
5. Act as focal point person/s for FSD in the submission of datasets to the FMB; and
6. Develop a Regional web-based application for data viewing, if necessary.

The regional FSD from the DENR Regional Offices shall be transmitted to the Director of the
Forest Management Bureau through the Forest Geospatial Data Infrastructure Section of the
Forest Policy, Planning, and Knowledge Management Division (FGDIS-FPPKMD). The
Regional FSD shall undergo checking and review by the Data Creators of the FMB
Geospatial Data Management Team (GDMT). The following are the specific responsibilities
of the FMB GDMT as per FMB Special Order No: 2022- ___:

1. Ensure that the standard data format for the FSD is following the standards
discussed in Sections I-III of this Guidebook;
2. Designated data creators from each FMB technical division shall review and
conduct quality assurance of the FSD regional submissions;
3. Provide feedback to and coordinate with the field offices for appropriate corrective
actions, if any;
4. Upload the submitted datasets in the FSD Portal which will be linked to the DENR
Control Map; and
5. Develop a web-based application and operations dashboard for data viewing.

The finalized Forestry Spatial Dataset (FSD) shall then be stored in a local file server
housed at the Knowledge and Information Systems Section of the Forest Policy, Planning,
and Knowledge Management Division (KISS-FPPKMD). The storage of the FSD will be
secured using a File Transfer Protocol (FTP). The FTP shall be accessible to the Data
Managers and Data Creators as per FMB Special Order No. 2021 - 166 “Creation of a
Geospatial Data Management Team to Facilitate the Development and Management of
Forestry Spatial Datasets”. The summary of the process discussed above is further described
in the Figure below.
