which convert natural vegetation and crop residue into high

quantities of economically produced food in the human diet.
Hence livestock sector enhances nutritional security among the
poorest people in rural areas along with the entire population of
the state of West Bengal.
I would like to inform all Hon'ble Members that the main
objective of this Department is to augment production from
animals and birds; mainly milk, meat and egg and at the same
time to bolster animal husbandry as one of the media to combat
unemployment as well as to present this sector as supportive tool
especially to rural women as an additional income and additional
nutritional source to their family. Keeping in mind the above facts,
this Department has prepared appropriate schemes under the
budget and fund has been earmarked according to its demand
and necessity.

DIRECTORATE OF ANIMAL RESOURCES AND ANIMAL
HEALTH
POULTRY DEVELOPMENT

Although significant achievements have been made in egg

production since 2011, we still import approximately 20 percent
of our egg requirements.
The West Bengal Poultry Incentive Scheme, 2017 has been
extended for a period of one year with effect from 1st September
2021.

4
Under this Incentive Scheme, seventy four poultry units have
contributed additional egg production of 104 crore eggs per
annum. Another 46 poultry units are in the pipeline, which will
bring in additional production of 66 crore eggs per annum.

We have set up a target of achieving self sufficiency in egg

production by December 2023.

Towards this objective, during the period 2021-24, state

government will be investing Rs. 870 crore in the poultry sector.

Already, the state government has issued work orders for Rs.
530 crore for poultry infrastructure schemes (one poultry breeding
farm, 5 commercial layer birds farms, 2 poultry feed plants, etc.)
and work has started in the field.

The backyard poultry scheme for individual beneficiaries

and Self Help Groups, which is a major component of our
strategy to achieve self sufficiency in egg production, will provide
self-employment to approximately 15 lakh beneficiaries (by
December 2023)

To mitigate the gap between supply and demand of poultry

egg and meat, this Department has initiated steps to promote
micro to medium size commercial layer farming and backyard
poultry farming. Subsidy from the State Developmental Scheme
Budget is being provided for establishment of Commercial Layer
Unit. Special endeavour has been made towards social
empowerment of women and nutritional security to their children
through Backyard Poultry Farming via distribution of chicks/
ducklings to individual beneficiaries and SHG members.

The Department has distributed about 18.99 Lakh chicks and

ducklings up to January 2022 during the year 2021-22 against the
total target of distribution of 1 crore chicks and ducklings.

5
During the year 2021-22, special emphasis was given for
distribution of chicks and ducklings to SHGs under the scheme
'Semi Intensive Poultry farming by SHGs in Convergence with
MGNREGS. A total of 22,518 nos. of SHGs have received with
11.25 Lakh chicks & ducklings up to January, 2022.
To develop the rural economy, augment the production of egg
and to make the state self sufficient in egg production a different
scheme has been launched under State plan and will be
implemented by the ARD Department in this FY as well as in the
FY 2022-23 & 2023-24 namely "Augmentation of egg production
by special Backyard Poultry Farming by distribution of Chicks
and ducklings to individual beneficiaries". Target has been fixed
to distribute, 1 crore & 1.5 crore chicks and ducklings among 10
lakh and 15 lakh beneficiaries respectively in 2022-23 & 2023-24.
During the year 2017-18, a new incentive scheme namely
"West Bengal Incentive Scheme 2017 for commercial Layer Poultry
Farm and Poultry Breeding Farm (WBIS, 2017 for CLP & PBFs)"
was introduced to provide capital grant/subsidy, interest subsidy
on Term Loan, waiver of electricity duty, power subsidy and
subsidy on stamp duty & Registration Fees for development of
commercial poultry sector in the State. The scheme involves
providing capital grant/ subsidy of Rs.8.00 Lakh (for every 10,000
layer poultry) subject to ceiling of Rs.80.00 Lakh, interest subsidy
on term loan will be 40% of total interest paid on 75% of Term
Loan for 5 years for Micro farm (capacity 10,000-20,000 layer
birds) and Small Farm (capacity 20,000 to 1 Lakh) while for
Medium Farm (capacity over 1 Lakh) it is 25%, waiver of electricity
duty up to 75%, power subsidy for Micro and Small Farm @ Rs.1.50
per kwh and for Medium Farm it is Rs.1.00 per kwh, 50% subsidy
on stamp duty & registration fees for the farm land. The subsidy
involved under the scheme is Rs. 205.60 Crore over a period of
five years.

6
An amount of Rs 265.00 Lakh has already been disbursed
since inception of this scheme and disbursement of Rs.236.99 lakh
is in the pipeline.

Up to December 2021, 74 entrepreneurs have already started

their Commercial Layer farms with total capacity of 33.83 Lakh
birds. Out of total capacity, about 32.78 Lakh poultry birds have
been placed and at present a total of about 28.04 Lakh eggs are
being produced per day.

Considering the interest of Entrepreneurs, the period for

investment in the scheme namely "West Bengal Incentive Scheme
2017 for commercial Layer Poultry Farm and Poultry Breeding
Farm (WBIS, 2017 for CLP & PBFs)" which was expired on 31st
August 2021 has been extended for another one year w.e.f.
01.09.2021.

GOAT & SHEEP DEVELOPMENT

Sheep / Goat rearing is one of the most common and popular

Animal Husbandry practice in the rural areas of West Bengal.

disaster.

During the financial year 2021-22, it was targeted to

distribute goats among SHGs (20 female & 1 male in each unit).
34,356 no. of goats have been distributed among 1636 SHGs till
