The session was called to order by the Presiding Officer JANEL PINUELA at 2:00PM .

and the Presiding Officer declared a quorum.

BUSINESS OF THE DAY:
 ACTING SK SECRETARY
Presiding Officer Hon. JANEL PINUELA, appointed SK Kagawad Hon. HYACINTH
MAE BLANCAFLOR as the Acting SK Secretary for this SK Inaugural Session. The Acting SK
Secretary is tasked to take down the minutes of the meeting, prepare and keep the
minutes and any resolution/s if any for this inaugural session.
 INTERNAL RULES AND REGULATIONS (IRR)

Presiding Officer Hon. JANEL PINUELA, discussed the importance of the Internal
Rules and Regulations (IRR) of the Sangguniang Kabataan (SK) Council as a
administrative body in the barangay. The body discussed and approved the following to
be included in its IRR:
a. Presiding Officer
- The SK Chairperson will be the Presiding Officer to all Regular or Special
Sessions of the Sangguniang Kabataan (SK), and to the General
Assemblies of the Katipunan ng Kabataan (KK).
- Failure of the SK Chairperson to preside the said session or assembly due
to an official travel, training, or any valid reason, the first SK Kagawad,

Hon. HYACINTH MAE BLANCAFLOR will preside the said session or

assembly.
b. Powers and Functions of the Presiding Officer

- Preside over the session of the SK and KK;
- Preserve order and decorum during sessions, and in case of disturbance
or disorderly conduct in the session hall or within the premises, take
measurer as he/she may deem advisable;
- Decide on all questions of order, subject to appeal by any SK or KK
member, in accordance with these rules;
- Exercise such other powers and perform such other functions as maybe
provided by law, ordinance, and regulations.
The regular Presiding Officer maybe a chairman of any committee and shall
have a voice and vote in all committee deliberations. He/she may, likewise be
the chairman of any special or ad hoc committee which the Sangguniang
Kabataan may organize for special purposes.
c. Officer/s of the Day/Week

- The Presiding Officer shall designate Officer/s of the Day/Week in the
Office of the Sangguniang Kabataan whose function is to receive and act
upon communications and requests received by the Office of the
Sangguniang Kabataan. They shall report to office on the day/s of their
assignment observing regular office schedules.
- Any member who absents himself/herself on any day that he/she is
designated as an Officer of the Day/Week for no justifiable reason, shall
be imposed being the “Office Cleaner of the Day” for every absence
made.
d. SK Sessions
- The regular session of the Sangguniang Kabataan (SK) of BARANGAY
CUARTERO, DISTRICT OF JARO, ILOILO CITY shall be every 1ST Sunday
every month at the Cuartero Barangay Hall.
- As often as necessary o when public interest so demands, special
sessions, may be called by the Presiding Officer or a majority of the
members of the Sangguniang Kabataan.
- Every member of the SK Council shall be present in all sessions unless
expressly excluded by it or necessarily prevented by doing so by reason of
illness or other unavoidable circumstances duty reported to the SK
Council through the SK Secretary.
- Any SK member who absents himself/herself from the regular SK
meetings without valid cause for two (2) consecutive meetings or
accumulated absences of four (4) days within a period of twelve (12)
months, without justifiable cause, shall be accordingly penalized under
RA10742 or SK Reform Law of 2015.
- Failure to convene the regular SK meetings for three (3) consecutive
months in the case of the SK Chairperson, without justifiable cause, shall
be accordingly penalized under RA10742 or SK Reform Law of 2015.

- Failure of the SK Chairperson to convene the regular assembly of the KK

for two (2) consecutive times without justifiable cause, shall be
accordingly penalized under RA10742 or SK Reform Law of 2015.

- The Order of Business of the Sangguniang Kabataan for every session
shall be:

f. Debates and Decorum

- Manner of Address the Presiding Officer: When a member desires to
speak, he/she shall respectfully address the presiding officer as “Mr./Ms.
Chairman or Mr./Ms, Presiding Officer”.
- Recognition of Member to speak: when two or more persons speak at the
same time during the session, the Presiding Officer shall determine and
recognize the member who is to speak first.
- Conduct during Session: During Session, the members shall be in proper
attire (formal or semi-formal) and observe proper decorum. While the
Presiding Officer is addressing the SK Council or putting a question, no
member shall walk out or cross the session hall.
- Discipline of Members: The SK Council may punish its members for
disorderly behaviour and with the concurrence of the two-thirds (2/3) of
all its members, suspend or exclude from the session of a member.
g. Official Seal
- The seal of the Sangguniang Kabataan of Barangay Cuartero, District of
Jaro, Iloilo City shall be the figure indicated below:

- Any portion of these Internal Rules and Regulations may be amended by
a majority of the Sangguniang Kabataan (SK) member.

After thorough discussion and deliberation, on motion of Hon. HYACINTH MAE

BLANCAFLOR, and duly seconded by Hon. JEANYLEN MIRANTES, Resolution No. 01 Series of
2023; RESOLUTION APPROVING AND ADOPTING THE INTERNAL RULES AND REGULATIONS
(IRR) OF THE SANGGUNIANG KABATAAN OF BARANGAY CUARTERO, DISTRICT OF JARO,
ILOILO CITY, was passed and unanimously approved.
 APPOINTMENT OF SK SECRETARY
Presiding Officer Hon. JANEL PINUELA discussed to the body the requirement of RA
10742 or SK Reform Law of 2015 to appoint the SK Secretary. The Presiding Officer
presented RONA MAE PANUNCIALMAN as a candidate for the said position.
After thorough discussion of the body and confirming the qualifications of the SK
Secretary candidate, upon motion of SK Chairperson Hon. JANEL PINUELA and duly
seconded by SK Kagawad HYACINTH MAE BLANCAFLOR, Resolution No. 02 Series of 2023;
RESOLUTION CONCURRING AND APPROVING THE APPOINTMENT OF RONA MAE
PANUNCIALMAN AS THE SANGGUNIANG KABATAAN SECRETARY OF BARANGAY
CUARTERO, DISTRICT OF JARO, ILOILO CITY, was passed and unanimously approved.
 APPOINTMENT OF SK TREASURER
Presiding Officer Hon. JANEL PINUELA discussed to the body the requirement of RA
10742 or SK Reform Law of 2015 to appoint the SK Treasurer. The Presiding Officer
presented WYNTON JOSH ARTAJO as a candidate for the said position.
After thorough discussion of the body and confirming the qualifications of the SK
Treasurer candidate, upon motion of SK Chairperson Hon. JANEL PINUELA and duly
seconded by SK Kagawad HYACINTH MAE BLANCAFLOR, Resolution No. 03 Series of 2023;
RESOLUTION CONCURRING AND APPROVING THE APPOINTMENT OF WYNTON JOSH
ARTAJO AS THE SANGGUNIANG KABATAAN TREASURER OF BARANGAY CUARTERO,
DISTRICT OF JARO, ILOILO CITY, was passed and unanimously approved.

RESOLUTION APPROVING AND ADOPTING THE INTERNAL RULES AND REGULATIONS (IRR) OF
THE SANGGUNIANG KABATAAN OF BARANGAY CUARTERO , DISTRICT OF JARO , ILOILO CITY
WHEREAS, the Sangguniang Kabataan (SK) and Katipunan ng Kabataan (KK) were created
through the Local Government Code of 1991, also known as Republic Act 7160, that provides
opportunity for young people to directly participate in local governance;
WHEREAS, pursuant to the provisions of Republic Act 7160, otherwise known as the Local
Government Code of 1991 and Rule XVII, Article 103 of its implementing Rules and Regulations,
Local Sanggunian bodies have inherent rights and obligations of adopting its own rules and
procedures fot the proper discharge of its functions;
WHEREAS, in the maintenance of good order in Sangguniang Kabataan deliberations, it is

necessary that specific rules be adopted and enforces in the interest of the body;
WHEREAS, the Sangguniang Kabataan of Barangay CUARTERO, District of JARO, Iloilo City
unanimously agreed to adopt the following Internal Rules and Regualations to govern its
deliberations;

RESOLUTION CONCURRING AND APPROVING THE APPOINTMENT OF RONA MAE

PANUNCIALMAN AS THE SANGGUNIANG KABATAAN SECRETARY OF BARANGAY CUARTERO,
DISTRICT OF JARO, ILOILO CITY
WHEREAS, the Republic Act No. 10742 otherwise known as the Sangguniang Kabataan Reform
Act of 2015 provides in Chapter 2 Section 13 paragraph (f) states that the Sangguniang
Kabataan Chairperson, with concurrence of the Sangguniang Kabataan, has the power to
appoint among the members of the Katipunan Kabataan a secretary and treasurer;
WHEREAS, Republic Act of 10742 further provides for the following qualifications of an SK
Secretary:
 must be a citizen of the Philippines, a qualified voter of the Katipunan ng Kabataan;
 a resident of the barangay for not less than one (1) year immediately preceding the day
of the elections;
 able to read and write Filipino, English or the local dialect;
 must not be related within the second civil degree of consanguinity or affinity to any
incumbent elected national official or to any incumbent elected regional, provincial, city
municipality or barangay official in the locality where he or she seeks to be appointed;
and
 must not have been convicted by final judgment of any crime involving moral
turpitude.
WHEREAS, Republic Act 11768 otherwise known as An Act Strengthening the Sangguniang
Kabataan, Institutionalizing Additional Reforms to Revitalize Youth Participation in Local
Governance and by Providing Honorarium, Other Benefits, and Privileges, Amending for the
Purpose Certain Sections of Republic Act No. 10742, Otherwise Known As The “Sangguniang
Kabataan Reform Act Of 2015”, Section 2 states that “the Sangguniang Kabataan treasurer and
secretary must be at least eighteen (18) years but not more than thirty (30) years of age on the
day of appointment”;
WHEREAS, the SK Secretary shall perform the following duties as stated in the Sangguniang
Kabataan Reform Act of 2015:

 Keep all the records of the Katipunan ng Kabataan; including the list of its qualified
members, youth policies, studies research and registry of youth and youth-serving
organizations in the barangay, if any;
 Prepare and keep all the minutes of all assemblies of the Katipunan ng Kabataan and all
of the minutes of the Sangguniang Kabataan;
 Cause the posting in the barangay bulletin board and in at least three (3) conspicuous
places within the jurisdiction of the barangay, and if possible including the use of
traditional and non-traditional media, and make available for any person with legal
purpose, all resolutions approved by the Sangguniang Kabataan, the annual and end-of-
term reports of the programs and projects implemented by the Sangguniang Kabataan,
the Comprehensive Barangay Youth Development Plan and Annual Barangay Youth
Investment Program and the dissemination of the same to concerned offices,
institutions and individual; and
 Perform such other duties and discharge such other functions as the SK Chairperson
may prescribe or direct.
WHEREAS, from among the Katipunan ng Kabataan members of Barangay CUARTERO, District
of JARO, Iloilo City, the Chairperson recommended Ms. RONA MAE PANUNCIALMAN for the
position of SK Secretary after due consideration of his/her qualifications and finding him/her to
possess the necessary skills and experience required for the position as SK Secretary;
NOW THEREFORE, BE IT RESOLVED, on motion of Hon. JANEL PINUELA, and duly seconded by
Hon. HYACINTH MAE BLANCAFLOR, Resolution No. 02 Series of 2023; RESOLUTION

 Take custody of all SK properties and funds and ensure proper turnover to the next SK
treasurer;
 Collect and receive contributions, monies, materials, and all other resources intended
for the SK and the KK, and issue the corresponding official receipts thereto;
 Serve as cosignatory in all withdrawals from the SK funds and disburse funds in
accordance with the approved annual budget and supplemental budget, as the case
may be, of the SK;
 Certify the availability of the SK funds whenever necessary;
 Submit to the SK and to the Sangguniang Barangay, certified and detailed statements of
actual income and expenditures at the end of every quarter and the posting of the same
in the barangay bulletin board in at least three (3) conspicuous places within the
jurisdiction of the barangay, and if possible, including the use of traditional and non-
traditional media;
 Render written financial report of all SK funds and property under her/his custody and
shall be made available to the KK members during the regular KK assembly; and
 Perform such other duties and discharge such other functions as the SK Chairperson
may prescribe or direct.
WHEREAS, from among the Katipunan ng Kabataan members of Barangay CUARTERO, District
of JARO, Iloilo City, the Chairperson recommended Mr. WYNTON JOSH ARTAJO for the position
of SK Treasurer after due consideration of his/her qualifications and finding him/her to possess
the necessary skills and experience required for the position as SK Treasurer;
NOW THEREFORE, BE IT RESOLVED, on motion of Hon. JANEL PINUELA, and duly seconded by
Hon. HYACINTH MAE BLANCAFLOR, Resolution No. 03 Series of 2023; RESOLUTION
