REQUEST FOR EXPRESSIONS OF INTEREST

“Data Governance Project Management Consultant”

1. The African Development Bank (AfDB) hereby invites Individual Consultants to indicate
their interest in the work program enumerated below.

2. The objective will be to ensure the security, quality, and integrity of the Bank’s data assets is
paramount to sustaining and extending the Bank’s value proposition. To strengthen data
governance practices and maintain compliance with regulatory requirements, we are seeking
the services of a Data Governance Project Management Consultant. The consultant will play
a critical role in ensuring the Data Governance project delivers on its objective of enhancing
our data governance capabilities to create, use and maintain high data quality.

Details of work involved is mentioned in the detailed Scope of Service below.

3. SCOPE OF SERVICE
Following is the indicative list of activities envisaged to meet the scope of work. However,
the detailed scope of work and/or list of activities would be finalized at the time of issue of
RFP.

• Work with stakeholders to ensure requirements and support data needs are identified,
validated and traceable throughout the project’s lifecycle.
• Ensure documentation of requirements and uses cases and facilitate design workshops
for the project.
• Co-ordinate planned work streams, and resourcing across functional teams to meet
projected timelines and expectations.
• Maintain project budget, plans, tasks, schedules, risks, and status and disseminate
information to team members and stakeholders as defined in the communications plan.
• Analyze data and provide insights to support decision-making by project management
teams.
• Collaborate with relevant stakeholders to conduct current state assessment of data
governance practices, policies, and procedures and define target state capabilities and
technology enablement requirements.
• Analyze the data landscape, including data sources, data flows, data usage, data quality
and data security and privacy against the Bank’s key business drivers.
• Collaborate with internal teams to develop a comprehensive data governance
framework, encompassing data governance principles, data stewardship, data lifecycle
management, data classification, data management metrics etc.
• Assist in the development of data governance policies and procedures, including data
access controls, data privacy, and data security.
• Ensure that the data governance framework and data management practices comply with
data protection regulations and industry standards, such as GDPR and Basel III.
• Assist in developing a data governance roadmap identifying prioritized initiatives to
achieve the defined target state of capabilities.
• Ensure definition of test objectives, designed test plans and test cases for assigned
project.
• Define, measure, and clearly communicate project progress with relevant metrics.
• Develop a change management plan to guide the Bank through the transition to new
technology enabled data governance practices.
• Create and deliver training programs and awareness initiatives to educate staff on data
governance principles and best practices.

4. The Cybersecurity Unit invites Individual Consultants to indicate their interest in providing
the above-described services. Interested Consultants shall provide information on their
qualifications and experience demonstrating their ability to provide the services (CV,
documents, reference to similar services, experience in similar assignments,
demonstrate experience in Data Governance project management, etc.).

5. The eligibility criteria and the establishment of a short list and the selection procedure shall
be in conformity with the Bank’s Procurement Policy and Procedures for Recruitment of
Corporate Consultants. Please, note that interest expressed by a consultant does not imply
any obligation on the part of the Bank to include him/her in the shortlist. The consultants on
the shortlist will be requested to submit a full proposal at a later date.

6. The assignment period is expected for twelve (12) months with the possibility of an
extension.

7. The work will be carried out at the Bank’s Headquarters in Abidjan, Cote d’Ivoire or may be
virtual.

8. Interested Individual Consultants may obtain further information at the address below during
office hours 09:00 to 17:00 hours, Abidjan Local Time.

9. Expressions of interest must be sent by email at the address below before Tuesday 23
January 2024 17:00 hours, Abidjan Local Time, and mention “Expression of Interest –
Data Governance Project Management Consultant”.

10. ESTABLISHMENT OF THE SHORT LIST


A shortlist of three to six individual consultants will be established at the end the request of
expressions of interest. The consultants on the shortlist will be judged on the following
criteria based on their updated resume.

11. DECLARATION OF IMPARTIALITY


This is an open advertisement, to ensure that the same level of information is available to all
intending applicants; apart from the above-mentioned address, no applicant should contact
any official of the Bank soliciting for more information or requirements for this job.
