ESSAY

Direction(s): Read each statement carefully and make sure you understand the facts before you
begin answering. Application of concepts/basis of the legal aspects of education are given
weight to make your answers valid. A “Yes” or “No” answer only will have no points. Write
legibly and be concise as possible.

I. Typhoon Odette which brings heavy rainfall caused floods, landslides and damages to many
lives and properties especially to Dinagat Islands, Surigao del Norte, CARAGA region
including areas in Lanao del Norte and Lanao del Sur. Ria, its international name reached in
Philippine Area last December 16, 2021 and was compared to Typhoon Sendong due to its
ravishing Tropical Cylone Wind Speed at 175 kilometers per hour. Student X was one of the
family members of evacuees who was rescued by the Disaster Risk Reduction Management
Team and needs a temporary evacuation center for safety but denied entry in nearby high
level ground school. According to the school head there was no agreement made between
the school and LGU for making as evacuation center for typhoon evacuees. Is the reason of
the school head valid? Why or Why not? (10%)

ANSWER:

Yes, according to Deped Order no. 033 s2021 the LGU should coordinate with the school
heads before using the school as evacuation center. A memorandum of agreement shall be
executed between the LGU and the school to be used as temporary evacuation center.

II. Recognizing the collaborative efforts are critical in times of disasters and emergencies. X, a
Teaching Personnel while Y, a Non-Teaching Personnel are Disaster Risk Reduction and
Management (DRRM) Team members of Tomas Cabili National High School. They rendered their
services in rescuing flood victims and their family members during the fearsome heavy flow of
waters on a holiday. Can X and Y claim a service credit for their services rendered? State your
reasons. (10%)

ANSWER:

Yes, according to Deped Order no. 033 s2021 School DRRM Team may be granted a
vacation service credit for teaching personnel (subject to provision Deped Order no. 53 s.
2003) or compensatory time for non-teaching in lieu of overtime pay (Deped Order no. 30 s.
2016) if they rendered their services in times of calamities and emergencies.
III. Mr. Jonathan Prospero, a newly assigned school Principal of Magsaysay Elementary School has
a lot of problems in the workplace which includes personnel tardiness, low school performance,
high drop out rate and unsupportive parents. Most of the classrooms are dilapidated, the school
has no covered court and its school grounds has no fence. He has twenty (20) teaching
personnel and one (1) school watchman. Majority of his teachers are newly-hired and computer
literate. Some of them have basic skills in doing research. Mr. Prospero plans to engage his
teachers in doing action research by group. If you were the School Principal of the
aforementioned school, how will you group your teachers following the research guidelines? .

ANSWER:

The teachers will be group into four. Each group will be assigned one problem
(personnel tardiness, low school performance, high drop out and unsupportive parents) and
make research on it. And the newly hired teachers will be distributed properly in each group
since they have basic skills in doing research and also computer literate.

IV. A teacher is required to have Continuous Professional Growth and Development to better
cascade learning acquired to the students and better serve with competence and efficiency in
the workplace. Alexandra Fernandez, two years in the service is recommended by her School
Principal to attend SEAMEO Guro 21 On Line Courses. Cite at least three (3) advantages/benefits
to learners and workplace of attending SEAMEO On Line Courses. (10%).

ANSWER:
1. Participating in SEAMO On Line will give additional motivation and inspiration in
upgrading 21st century knowledge, skills, values, and attitude in dealing with
students, colleagues, and other stakeholders.
2. SEAMO on Line Courses will taught teachers in facilitating a more dynamic and
student-centered learning, and will make its lesson more relevant to the learners.
3. Develop and strengthen the capacity to manage the teaching and learning processes in
the school.

V. Antonio Jericho Santos is a public school secondary teacher who has been working in the
Department of Education as Teacher III for three years. He has good managerial and leadership
skills in instructional supervision being designated as Teacher In-Charge in San Isidro High
School. Can Antonio Jericho Santos take the Principalship Examination? State the requirements
for taking the National Qualifying Examination for School Principal.(10%)

ANSWER:
1. Experience of at least any of the following: one year as head teacher, two years as
teacher-in-charge, two years as master teacher, or five years as teacher III;
2. Forty hours of relevant trainings (with attachments) certified by the school School
Division Office (SDO);
3. A performance rating of Very Satisfactory (VS) for the last two years (with attachments),
certified by the Regional Office (RO) and SDO; and
4. Certification of no pending administrative case.

VI. An employee plays a vital role as workforce in the organization. Research revealed that he is
more motivated to produce efficient outcomes when his innovative ideas, superior
accomplishments and extra ordinary acts or services in the public interest and other personal
efforts that contributing to efficiency is recognized. Enumerate and describe the types of
incentives which DepEd continuously search, screen and reward deserving employees to
improve the quality of their performance. (10%)

VII. Teachers play a crucial role in nation building. Evidence show unequivocally that good teachers
are vital to raising student achievement. The Philippine Professional Standards for Teachers
(PPST), which is built on NCBTS, complements the reform initiatives on teacher quality from pre-
service education to in-service training. The standards describe the expectations of teachers’
increasing levels of knowledge, practice and professional engagement. Using the seven (7)

Life Skills in MAPEH, Science, Edukasyon sa Pagpapakatao (ESP), Araling Panlipunan and
