Community Involvement Project: The Green Lab

National Service Training Program

Civic Welfare Training Service

Proposed by:
Bachelor of Science in Business and Administration
Operations Management Section 1-B
I. ☑️ Project Location

Barangay Concepcion, Iloilo City Proper

Barangay Concepcion is a household area where most residents are living under
cemented houses. There are daycare centers, gymnasiums, commercial buildings, and many
more. There is an abandoned garden located beside the road that is still usable but lacking in
maintenance. It is a place where buildings outpace the natural world. We decided to widen our
scope and to not focus solely on daycare centers but in the entire community. This initiative aims
to engage students from West Visayas State University – La Paz Campus in the refurbishment of
an abandoned communal garden, rendering it accessible to all. Urban life, markedly different
from provincial living, offers fewer green spaces and more infrastructure. By building a
vegetable farm using recyclable materials in the city, it will help them to lessen their financial
burden and it will become an eco-friendly community.

BENEFICIARIES:

● Barangay Concepcion Residents: They benefit by having access to sustainable food

sources and a thriving ecosystem, promoting self-sufficiency.
● Local Government Units: They benefit from improved community sustainability, reduced
waste, and repurposing of abandoned spaces, enhancing environmental well-being.
● Department of Environmental and Natural Resources: They benefit from the promotion
of eco-friendly practices, reduced plastic waste, and the utilization of recycled materials,
aligning with environmental conservation goals.
II. ☑️ Project Description & Rationale

An action to help maintain our environment sustainable by using sustainable materials

holds significant importance in today's world, where environmental sustainability is a pressing
concern. Hence, to be part of this sustainable development, the students of BSBA-Operations
Management 1-B enthusiastically proposed the idea for this Community Project, which focuses
on creating a sustainable vegetable garden for the community of Barangay Concepcion, Iloilo
City Proper, as part of a requirement for the subject NSTP-Civic Welfare Training Service. A
vegetable garden as not only a source of fresh and healthy produce, but it also serves as a
window into sustainable practices. By using sustainable materials, we can create a garden that
not only nurtures our bodies but also cares for our environment. Furthermore, the class intends to
make this project an effective solution to address several concerns such as the access to a
healthier food source, and strengthening the essence of sustainability within the community by
filling up empty spaces into a sustainable vegetable garden specifically in the area of Barangay
Concepcion. This ensures a more reliable food supply for the community, including those facing
problems of accessing healthier but cheaper produce. This could also help reduce waste
production of the community as we aim to utilize used materials for this project.

In the end, we firmly believe that all of this will only be possible through the
community’s involvement and participation especially on maintaining the project for a long run.
However, since we will be focusing on a particular community when initiating this initiative, the
advantages may only be seen directly by a small percentage of the population, but we can
guarantee that this sustainable action could be of help and leave a valuable influence to others to
do the same and be part of sustainability as well.
III. ☑️ Objectives

The main objective of this project is to create a sustainable and environmentally

conscious community through the establishment of vegetable farms utilizing recycled materials,
thereby fostering resilience, resourcefulness, and self-sufficiency within Barangay Concepcion.
The following are the specific objectives this project aims to achieve;

1. Cultivating Vegetables with Recycled Materials

- Establishing a farm that prioritizes sustainability by exclusively utilizing recycled

materials in order to contribute for environmental well-being but also provides available
resources for the community. This helps minimize ecological impact and also provides a
foundation for a thriving ecosystem, ensuring a more resilient and resourceful environment for
the residents of Barangay Concepcion.

2. Reducing Plastic Bottle Waste

- For a sustainable future, reducing the quantity of plastic bottles by actively recycling
and reusing them, helps prevent pollution and diminishes potential harm to the environment.

3. Reclaiming Abandoned Spaces into Community Gardens

- By using abandoned buildings as an opportunity to transform into functional farms

dedicated to growing vegetables, in order to provide a more sustainable food source for
underprivileged communities. This is designed not just address the lack of food consumption but
also helps offer a platform for self-sufficiency and growth for the community
IV. ☑️ Project Framework and Design
V. ☑️ Strategies of Implementation

In this section, a chronological sequence of implementation strategies is outlined and

listed below to provide comprehensive descriptions and relevant details crucial for the project's
success.
1. Division of Roles and Responsibilities
Among the 37 students, responsibilities will be divided into three committees, yet all
students are expected to pay the project fee and actively participate in the project's
implementation, irrespective of their committee assignments.
a)Planning and Management Committee (7 Members)
Engaged actively in the formulation of the proposal, leading the oversight of administrative
tasks, and accountable for upholding high-quality standards across all committees. This
committee oversees the delegation of tasks across various groups within Operations, compiling
the recorded performance data and resource information sourced from the Resource and Auditing
Committee.
b)Resource and Auditing Committee (8 Members)
This committee is tasked with recording and overseeing the allocation of resources and finances
throughout the project's implementation. Their responsibility lies in ensuring efficient resource
utilization, preventing wastage, and optimizing operational performance while adhering to
budgetary constraints.
c)Operations Committee (20+ Members)
This committee holds complete responsibility for executing plans and strategies, entirely focused
on physically implementing the project and achieving its goals. They primarily engage in
hands-on activities rather than paperwork or management tasks, constituting the backbone of the
project and significantly contributing to its success.
2. Allocation of Resources
The materials and the assigned people in the project will be divided into multiple groups
so that the team will finish the desired quota efficiently and effectively. The allocation of these
resources will be assigned by the Resource and Auditing Committee and these materials are
managed by group leaders within the Operational Group, divided into specific teams like
Beautification, Greenthumbs, and Construction, each assigned to different activities and each are
allocated with their needed resources to fulfill such obligations.

a)Greenthumbs (7 members)
Their responsibility lies in planting vegetable crops and maintaining the garden, utilizing
resources such as soil, plant seeds, and plastic bottle pots crafted by the Crafts group and
designed by the Beautification Group.

b)Beautification (7 members)
Their role involves the aesthetic enhancement of the garden, encompassing tasks like
painting, decoration, and overall beautification. Their resources encompass paint, recycled
materials for decorations, and more.

c)Construction and Crafts (7 members)

Their primary role involves the construction of the garden, encompassing heavy-lifting
tasks and attending to errands and emergencies across different groups. They manage resources
like plain plastic bottles, used tires, and various raw or recycled materials and turn them into the
desired plastic bottle pots and decors utilized by other groups for their designs and use.
3. Monitoring and Evaluation
The Planning and Management committee will supervise the progress and effectiveness
of other groups, ensuring adherence to schedules. The strategies outlined below detail the
methods for monitoring and evaluating the performance of the various committees and
subgroups within the operations committee.

a)Work Quota(Quantitative Data)

These performance reports record numerical data of individuals’ contributions, workload,
and outputs within their respective groups, serving as evaluations conducted by the Evaluators of
the Planning and Management committee, primarily for the Operational Committee.

Mode of Evaluation: Excel Sheet or Digitalized Reports

An assigned Evaluator will oversee each committee and its subgroups, responsible for
documenting quantitative data regarding the performance of individual group members. They are
allowed to use Excel, laptops, or phones for documenting reports as handwritten reports are
prohibited due to their inefficiency in transferring data easily.

b)Surveys & Feedback forms

This evaluation method extends to all committees, primarily serving as the main source
for the Planning and Management and Resource and Auditing Committees. Each member rates
their peers based on predetermined criteria, the feedback gathered to ensure quality performance.

Mode of Evaluation: Google Forms

For easier access, there will be Google forms for Group performance surveys of each
subgroup and committee. Using Google Forms for collecting feedback and survey forms is
highly recommended because of its survey summary reports feature, which streamlines data
analysis.
4. Adaptation and Flexibility
The Planning and Management Committee is responsible for devising contingency plans
for unforeseen events. The following list are examples on how the project team will adapt to
these event;
● Notify the Resources and Auditing Committee for additional funding and resources to
address any arising problems.
● Both committees will inform the Operations team of the solutions and keep them on
standby.
● The Resources and Auditing Committee should maintain emergency funds for immediate
expenses, ensuring updated financial records and receipts are promptly recorded for
seamless emergency transactions.
● Emerging issues must be promptly discussed and resolved through scheduled meetings
where attendance is mandatory for all committee members and leaders to ensure the
project's efficient execution.

The success of the project hinges on the seamless integration of these four strategies.
Division of roles and responsibilities ensures a structured approach, maximizing individual
contributions and accountability. Proper resource allocation guarantees that essential materials
and manpower are directed precisely where needed, optimizing efficiency. Monitoring and
evaluation provide a pulse on progress, allowing for timely adjustments and quality control. The
adaptability and flexibility inherent in the approach enable the project to navigate unforeseen
hurdles, ensuring resilience and the ability to evolve in response to changing circumstances,
ultimately leading to the project's success.
