1.0 SCOPE
This SEC Transmission Material Standard Specification (TMSS) specifies the minimum
technical requirements for design, engineering, manufacture, inspection, testing and
performance of PVC Conduits and Fittings intended to be used in the underground cables
system of Saudi Electricity Company, Saudi Arabia.
2.0 CROSS-REFERENCES
This Material Standard Specification shall be read in conjunction with the latest revision of
SEC General Specification No. 01-TMSS-01, titled "General Requirements for All
Transmission Equipment/Materials" which shall be considered as an integral part of this
TMSS.
This TMSS shall also be read in conjunction with SEC Purchase Order or Contract
Schedules for project, as applicable.
The latest amendments/revision of the following Code and Standard shall be applicable for
the equipment/material covered in this TMSS. In case of conflict, the vendor/manufacturer
may propose equipment/material conforming to Industry Code and Standard other than that
quoted hereunder without jeopardizing the requirements of this TMSS.
3.3 ASTM D4396 Standard Specification for Rigid Poly (Vinyl Chloride)
(PVC) and Chlorinated Poly (Vinyl Chloride) (CPVC)
Compounds for Plastice Pipe and Fittings Used in
Nonpressure Applications.
3.5 ASTM F656 Standard Specification for Primers for Use in Solvent
Cements Joints of Poly(Vinyl Chloride) (PVC) Plastic
Pipe and Fittings.
3.7 NEMA TC 3 Polyvinyl Chloride (PVC) Fittings for Use with Rigid
PVC Conduit and Tubing.
4.1 General
4.1.1 The PVC conduits and fittings shall be of manufacturer’s standard design and
shall meet or exceed the requirements of this specification in all respects.
4.2.1 A maximum soil ambient temperature of 40ºC shall be regarded as the basic
temperature with service conditions referenced in 01-TMSS-01.
4.2.2 The types of extra-strength rigid plastic utility duct for installation of
underground communication and electrical wire and cable shall be as
follows:
a. Type DB: PVC conduit and fitting designed for direct burial in
underground trenches without requirement for encasement
in concrete.
b. Type EB: PVC conduit and fitting designed for encased burial in
concrete inside or outside buildings and substations.
4.3 Rating
4.3.1 Rated voltage of the power cables shall be 69 kV, 110 kV, 115 kV, 132 kV,
230 kV or 380 kV.
4.3.2 PVC conduits and fittings shall withstand the continuous operating
temperature of the power cables at 90ºC as per UL 651.
4.3.3 PVC conduits and fittings shall withstand the maximum emergency
connductor overloading temperature mentioned in SEC material specification
# 11-TMSS-02, Rev.0 clause# 4.2.3 (for 1500 hours during the life of cable).
4.3.4 PVC conduits and fittings rating data shall be as specified in Table 1 and 2,
respectively.
4.4 Material
4.4.1 Plastic conduits shall be made from rigid PVC plastic compound that meets
the minimum cell classification of PVC 12154 as defined in ASTM D4396
and shown in Table 1.
4.4.2 Plastic fittings shall be made from rigid PVC plastic compound that meets the
minimum cell classification of PVC 11232 as defined in ASTM D4396 and
shown in Table 2.
4.4.3 Color
4.4.5 Joints
Joints shall be made with either fittings or integral belled ends. The PVC
solvent-cemented type joining system shall be used.
4.4.6 PVC corrugated flexible tubing (subduct) for communication Fiber Optic
Cable application shall meet the following requirements:
b. Highly flexible tube shall be oil and chemical resistant and crush
resistant.
4.5 Fabrication
4.5.1 PVC plastic conduits and fittings shall be homogeneous throughout and free
from visible cracks, holes , burrs, foreign inclusion, or other defects that
could damage insulated wires or cables.
4.5.2 Overall PVC conduit length including the integral bell or coupling shall be
6.10m ± 0.03m or (20ft ± 1in).
4.5.3 Dimensions of conduits shall be as per clause 4.6 and dimensions of fittings
shall be as per attached figures 2 to 11 and tables 7 to 24.
4.6.1 The dimensions of each size of conduit shall be in accordance with Tables 3
(as per NEMA TC 2) and Table 4 (as per NEMA TC 6 & 8).
4.6.2 The PVC conduits may have belled ends. Dimension of integral belled-ends
or integral couplings of each size of conduit shall be in accordance with the
Table 5 (as per NEMA TC 2) for EPC-40-PVC type and Table 6 (as per
NEMA TC 6 & 8) for EB and DB types. Figure 1 shows the integral belled-
end conduit.
4.6.3 Except for trade sizes, all dimensions in Tables 1 to 26 are in millimeters.
4.6.4 Metal circular Go/No-Go plug machined to the minimum and maximum
inside diameters may be used to check dimension A (Socket Entrance) and B
(Socket Bottom).

5.0 MARKINGS
5.1 All required markings shall be legible and so applied as to remain legible under
handling and installation practices.
5.2 The PVC conduit and fitting shall be marked with the following:
5.3 Each shipping box shall be printed with the following information:
a. Conduits and fittings type DB, EB, EPC-40-PVC or PVC corrugated flexible
tubing.
b. Nominal overall diameter and length.
c. Type of material.
d. Manufacturer's name and country of origin.
e. SEC address and order number.
f. SEC stock number in 100 mm high bold numerals.
6.0 TESTS
All test results shall be provided for review and acceptance by SEC.
6.1 The PVC plastic conduits and fittings shall be tested in accordance with NEMA or
equivalent Standards referenced to in this specification.
6.2 Deflection resistance test for EPC-40-PVC Conduit shall be made according to
NEMA TC 2 Table 4-1.
6.3 Impact resistance test for EPC-40-PVC Conduit shall be made according to NEMA
TC 2 Table 4-2 and for EB & DB PVC Conduit shall be made as per NEMA TC 6 &
8 Table 4-1.
6.4 Duct Stiffness test for EB & DB PVC Conduit shall be made according to NEMA
TC 6 & 8 Table 4-2.
6.5 The PVC plastic conduit shall be tested as per UL 651 for 90ºC continuous
operation.
6.6 Resisitance to Spcific Reagents shall be made for PVC plastic conduits according to
UL 651 Clause 17.
