1. Definition
Administer: means the direct application of a drug to the body of a patient by injection inhalation,
ingestion or other means.
Dispense: means preparing and packaging a prescription drug or device in a container and labeling
the container with required information. Filling or refilling drug containers with prescription drugs
for subsequent use by a patient is "dispensing." Providing quantities of unit dose prescription drugs
for subsequent administration is "dispensing."
Nonprescription Drug: (Also known as Over-the-Counter Drug) means drugs, not requiring
prescriptions, which are recognized among experts to be safe and effective for use.
Prescription drug: means a drug that under MOH law that must be dispensed only if the person
has an approved medical prescription from his physician.
2. Purpose
These guidelines are developed to provide guidance to HCPs in remote clinics. In addition to
complying with these guidelines, HCPs are encouraged to maintain an awareness of the standards
published by the profession, and relevant to their area of practice and category of registration as
per Saudi MOH.
All HCPs shall comply with these guidelines.
3. Scope
The scope of this guideline is to ensure the patient safety and to maintain the highest standard of
practice in dispensing drugs in remote areas.

4. Storage of drugs
Clinics are supplied with three categories of drugs:
Category 1: Nonprescription Drug.
Category 2: Prescription drug.
Category 3: Controlled drugs
Category 2 and 3 must be stored in secured cabinet with a lock and can be accessed only by
the healthcare provider.
The HCP shall run a daily inventory for category 3 drugs. Any abuse or missing drugs from
category 2 and 3 must be reported to WIRACU CNO
The HCP shall label all drugs in the clinic with expiry date using a thick marker. Drugs shall be stored
according to their expiry date.
5. Dispensing precaution
The HCP must take the necessary precaution to ensure that the dispensing medications are in
accordance with the prescription of topside Doctor for category 2 and 3. If the HCP has a minimum
doubt then he must contact the topside doctor and get the detailed confirmation about the
prescription.
In conforming to the above principle, dose, frequency and route of administration, duration of
treatment, the presence or absence of other medicines, the patient’s illness, medication history,
and other relevant circumstances need to be taken into account.
Chronic disease drugs will be prescribed only for short period and the patient shall purchase his
necessary drugs from town or get it through his treating doctor in hospitals under medical insurance
coverage. The reason behind this is to keep always enough quantities to support people on shortage
until they get their supply from town
WIRACU clinic will provide drugs for illnesses diagnosed on the site and those suffering from chronic
illnesses they are obliged to purchase their drugs from town and their supply is not the scope of
WIRACU clinics
Category 1 drugs can be prescribed by HCPs without referring to the topside Doctor a condition that
they must always consider past medical history, allergies and current medications and health status
of the employee.
One of the tasks of the HCP is to educate the patient about his treatment how to use it, when to use
and when he should stop it and when he must return immediately to the clinic if an adverse effect
appears.

All reasonable steps need to be taken to minimize the occurrence of errors. Good practice dictates
that there should be a systematic approach in dealing with errors and near misses so that lessons
can be learned from them and corrective action taken. All errors must be reported to the CNO and
an investigation must be carried out to find the roots of the errors to remediate and learn from
them.
