1.0 SCOPE

This document defines the technical requirements for Surge Arrester


(SA) connected to TNB Transmission Grid System at 132kV, 275kV and
500kV.

SA furnished shall be complete with all accessories ready for mounting,


assembly, connection and immediate service suitable for outdoor
installations.

2.0 STANDARDS

shall conform to the following Standards:-

IEC 60099-4 Surge Arresters – Part 4: Metal-oxide Surge


Arresters without gaps for a.c systems including
Amendment No. 1
IEC 60099-5 Surge Arresters – Part 5: Selection and
application recommendations – section 1:
General including Amendment No. 1
NEMA CC1 Electric Power Connection for Substations

3.0 PERFORMANCE REQUIREMENTS

The Surge Arrester shall be designed and constructed for operation on a


3-phase, 50 Hertz, solidly earthed system under the environmental
conditions as stated in TTS-SS-GEN document without corrosion,
deterioration or degradation of performance characteristics.

The Surge Arrester shall be designed for operation at the primary system
voltages with the ratings and equipment as specified in schedule E of
Tender Document.

The required specific creepage distance shall be as specified in


schedule H of TNB Tender Document.

4.0 DESIGN AND CONSTRUCTION

4.1 GENERAL

The Surge Arresters shall be designed for outdoor service


conditions and the equipment shall be furnished with all field
connection hardware suitable for field mounting on lattice steel
supports and/or tubular structure as described in TTS-SS-GEN
document. All hardware shall be hot-dip galvanized or aluminum or
stainless steel.

The energized part shall be made of corrosion-resistant material


such as galvanized steel, aluminum or stainless steel.

4.2 Type

The Surge Arresters shall be of non-linear metal oxide without gaps


and self-supporting with base mounted, except stated otherwise in
Schedule H of the tender document.

4.3 Housing

The housing of the Surge Arrester shall be of polymer type and the
insulator shed shall be designed to minimize trapping of
contamination and of High Temperature Vulcanised HTV Silicone.
The polymer rubber shall have high resistance to ultraviolet
radiation with non tracking and hydrophobic properties and does
not deteriorate.

The design of polymeric housing shall integrate all components in a


single piece without glued interfaces and the housing must be void
free to prevent water and moisture ingress.

4.4 Line Terminal

The Surge Arrester shall be equipped with suitable terminal pads, in


accordance with the standard NEMA CC1 4 holes arrangement.

Copper alloy terminal pads shall be completely and uniformly hot
flowed electro-tinned with commercially pure tin to a minimum
thickness as specified in the standards.

4.5 Earthing Connections

Suitable size copper or insulated cable shall be used to connect the


grounding terminal of the Surge Arrester to ground through surge
counter cum leakage current meter. The mounting structure shall
also be suitably grounded to the substation earthing system.

Earthing arrangement and requirement shall be in accordance as


specified in TTS-SS-EARTHSYSTEM.

4.6 Surge/Discharge Counter

The Surge or Discharge counter shall be of the outdoor type with


mounting facility and designed to sense the surge current during
the operation of the Surge Arrester and to record the number of
discharges. It shall also be provided with ammeter to monitor
leakage current of the arrester. The defective surge counter shall
not create any discontinuity in the Surge Arrester earthing circuit.
The surge or discharge counter shall have a guaranteed minimum
counting current of 200 Amps for an 8/20 micro-sec wave shape.
The leakage current meter scaling shall be suitable for measuring
leakage current of arrester in normal conditions, rated accordingly.

4.7 Others Accessories

Each Surge Arrester shall be furnished complete with an insulating


base and directional aperture in accordance with the standard IEC
60099-4.

5.0 TESTS

5.1 Type and Routine Tests

The Surge Arresters shall be tested as specified under TTS-SS-


TEST specification document.

5.2 Test at Site

Where the contract includes the scopes of installation works, test


on completion of erection shall be carried out by the Contractor in
accordance with the requirements as specified under TTS-SS-TEST
specification document.

6.0 DRAWINGS

Relevant drawings and documents shall be submitted as per specified in


schedule D of the tender document.

7.0 SPECIAL TOOLS

The proposal shall include the special tools as specified in Schedule K of


Tender Document.
