Traffic congestion refers to the condition on roadways where the
volume of traffic is so high that it significantly impedes the smooth
flow of vehicles. It occurs when the demand for transportation
exceeds the available capacity of the road network, leading to a
slowdown or standstill in the movement of vehicles.
