Empower SOE with Added Tools

to Improve Voter Roll Accuracy

Current Situation:
• Florida has an unacceptable number of deceased and out-of-state movers on our voter rolls.
The risk of an impersonator voting for a deceased or out-of-state mover is high - the
legitimate voter is unlikely to know and flaws in our signature verification process may
enable processing of a forged signature.
• It takes at least 4 years (2 election cycles) to remove out-of-state movers from the voter
roll if they are detected using standard voter roll maintenance procedures and the voter does
not make a written request to be removed.
• If requires a death certificate to remove a deceased person from the voter roll if standard
health department procedures do not detect a death – typically due to an out-of-state death or
a death that occurred prior to implementation of intra-government data sharing.
• Because Florida’s voter registration process is largely an honor system, there are loopholes
that allow non-citizens or fictitious persons to register to vote without a driver license,
state ID, or social security number.
• The DMV system had been changing voter’s party to NPA if a party was not selected in the
license/ID renewal process, precluding them from voting in Primary Elections.

Proposed Solution:
• Identify out-of-state movers on the voter roll quarterly using DMV custom reports on persons
who have surrendered their driver license or state ID to another state and empower supervisor
to remove registrants from the voter roll based on DMV surrendered driver license status.

• Identify deceased on the voter roll quarterly using DMV custom reports on persons who are
classified as deceased in the DMV database and empower supervisor to remove registrants from
the voter roll if they are classified as deceased in the DMV database. (SB1602)
• Require proof of qualification for any “exemption” from standard voter registration
documentation requirements - e.g., if you claim you are exempt from documentation because
you are military, provide a copy of your military ID. (SB1602)
• Require proof of residency if a person applies to register to vote without a driver license or
state ID. (SB1602)
• Ensure party affiliation & other voter information is not changed without voter’s consent.
