Sub: Prevention of cock fights and betting-west Godavari District -
Narsapur Division- Preventive measures to control social evils such as
Cock fights, betting's and casino, etc., in all Mandals orders issued _
Preparation of further action plan - Regarding.

2016 in W.P. (PIL) No. 177 of 2016 of the Hon,ble High Court of
Judicature for the state of reiangana and for the state of Andhra
Pradesh at Hyderabad/Amaravathi.

Attention of all Tahsildars and Station House Officers in the Division are drawn
to the subject and references cited, it is to infcrm that the Revenue Divisional officer and
Sub Divisional Magistrate, Narasapur has issued instructions to initiate preventive
measures in all Maldals of the Division to curb the social evils such as cock-fight,
bettings, Gundata, casino, cards, Kothata (Andhar-Bahar), illegal sale of liquor, on
the occasion of forth coming 2024 Sankranthi Festival and to take stringent action
on each these social evils.

In this connection aI1 the Tahsildars in Narsapur Division are directed to issue
orders under section 144 cr.P.c as and when it is required in their jurisdiction to
curb social evils on the occasion of SanAranthi festival, 2024.

The station House officers are directed to bind over all previous
offenders/ expected offenders under sec. 110(e) cr.p.c. with maximum amount of
Rs.2,00,000/- to be levied and initiate a stringent action to arrest the culprits U/s 3
& 4 and section 9 and 10 of A.p. Gaming Act, 1974 to curb the cockfights,
unauthorized Gaming such as Gundata, casino, cards, Kothata (Andhar Bahar)
-
etc. The Joint Inspection Teams are directed to identify and take immediate steps
to
make the Playgrounds/Cockpits into the condition of its non utilization and prevent
using of the same to organize cocklights and aforesaid illegal activities.

The Station House Offrcer and Tahsildar'of the concerned Mandal are directed
co-ordinate each other to ensure no cock fights by giving wide announcements and
publicity in the form of beat of rom-Tom, announcement, News papers and displaying
Banners/Flexies in the prominent places of the villages to create awareness among
General Public on the Prevention of cruelty to Animals Act, i960 and the A.p.
Gaming Act,7974, and there would be random checks on this.
 Hence, A11 Tahsildars, and all Station House Officers in Narsapur Division
are directed to comply the above instructions and strictly implement the orders to
prevent the Cock Fights, betting the sale of illicit liquor, gambling and other illegal
activities for ensuing the forth coming Sankranti Festival- 2024 for the period from
O1.O1.2O24 to 31.01.2024. They are also further directed to submit the details of
the Joint inspection teams and compliance reports to this oflice for onward
submission to the District Collector, West Godavari, Bhimavaram.

The above matter has to be treated as top priority and strictly followed without
anv deviation.
