as guide to all Elementary and Secondary School Heads, Education Program
Supervisors, Public Schools District Supervisors and all members of School
Screening Committees in the evaluation of applicant's documents;
WHEREAS, DepEd Order No. 29, s. 2002 section IV par. 10 emphasized that in
upholding the principles of fairness and impartiality in the assessment of
candidates, the HRMPSB may initiate innovative schemes in evaluating the
documents of applicants to determine the best and most qualified; and
WHEREAS, to integrate equal employment opportunity principles (EEOP) in this
Division, Human Resource Merit Promotion and Selection Board have agreed to have
supplemental scoring guide in the appraisal of documents of applicants for Teaching,
Non-Teaching, Teaching-Related, School Principal and Head Teacher positions.
WHEREAS, for the purpose of evaluation and assessment of all applicants in
Teaching,
Non-Teaching, Teaching-Related, School Principal and Head Teacher positions (using
Republic
DIVISION
DepEd order No. 66, s. 2007, DepEd Order No. 42, s. 2007, DepEd Order No. 97, s.
2011 and Regional Memorandum No. 434, s. 201 7), the following supplemental scoring
guide shall be utilized, to wit:

2.3 Government Related Institution Award — awards given by Civil
Service Commission, Food and Nutrition Research Institute, other national
government agencies (NGAs) and government-owned and controlled corporations
(GOCCs).
2.4 Private Institution Award — awards given by private
institutions like Metrobank, Research Advocacy for Community
Empowerment, International Institute of Rural Reconstruction and other non-
government institutions. Awards given to applicant from private institution
shall be evaluated as "District Level" unless the applicant showed a
document that the award is higher than the district level.
3. The following awards shall not be considered as Outstanding Employee
Award:
3.1 Awards given to commend the membership, perfect
attendance and performance on auxiliary functions (e.g. Coordinator of special
programs and projects, Chairman/ Member of special organization);
3.2 Awards given through poll voting system;
3.3 On-the-spot awards not recognized by the Program on
Awards and
Incentives for Service Excellence (PRAISE) committee;
3.4 Loyalty and Service Awards; and
3.4 Others which are not covered by certain criteria and does not
undergo selection process.

WHEREAS, DepEd Order No. 29, s. 2002 entitled "Merit Selection Plan of the
Department of Education" aims to strictly adhere to the principles of merit,
competence, fitness and equality. Specifically, it aspires to establish a system that
characterized by strict observance of the principle of merit, competence and fitness
in the selection of employees for appointment to position in the career and non-
career service in all levels;
WHEREAS, this resolution does not intend to modify, change, or amend the
guidelines issued by the DepEd Central and Regional Office, instead, it shall serve
as guide to all Elementary and Secondary School Heads, Education Program
Supervisors, Public Schools District Supervisors and all members of School
Screening Committees in the evaluation of applicant's documents;
WHEREAS, DepEd Order No. 29, s, 2002 section IV par. 10 emphasized that in
upholding the principles of fairness and impartiality in the assessment of
candidates, the HRMPSB may initiate innovative schemes in evaluating the
documents of applicants to determine the best and most qualified; and
WHEREAS, to integrate equal employment opportunity principles (EEOP) in this
Division, Human Resource Merit Promotion and Selection Board have agreed to
