In the event that any problems are experienced, including those, which might be caused by the interconnecting piping, the compressor vendors shall take the lead in defining the problem and advising the solution. «At the COMPANY request, perform a dynamic simulation study of the compression process system. 4.7.4 Electrical CONTRACTOR shall as a minimum perform/complete/prepare/develop and provide the electrical part of the WORK as follows, based upon the Technical Drawings and Documents contained in Section 6: * An overall power generation and power distribution philosophy. This shall include sections detailing the new and existing control for main, standby and emergency power systems, load shedding and load sharing philosophies; and implementation of control through a Power Management System. + System fault level calculations (short circuits, earth faults) + Transient stability studies (motor starting, loss of generator, short circuit clearance and load shedding) * Protection Relay Co-ordination Study and relay setting schedule. Specific Items of Work The following items of work are specific requirements that CONTRACTOR shall comply with during the WORK. + System studies shall be performed using commercially available software. The software shall use iterative methods of calculation, using a Newton-Raphson method. Maximum and minimum values of these faults shall be calculated for all practical operating configurations). * Voltage and load profile during fault, MV motor starting and normal operation, * Load shedding study following the tripping of one generator * Relay selection & co-ordination study (this is for the modifications to the system and the existing system including work required to upgrade the protection system for Ebocha Oil Centre, the distribution to Ebocha Oil Centre and sub-distribution at Ebocha Oil Centre). : © Earth test records are not available and the CONTRACTOR is responsible for verification and testing of this existing system which is to be interconnected to the new plant earth system, * The standard for lighting is defined by COMPANY Specifications 05219. VAR.ELE.PRG and 20209. VAR.ELE.SDS. CONTRACTOR shell note that the Technical Drawings and Documents contained in Section 6 exclude any power factor correction equipment. CONTRACTOR shall make allowances in the WORK and CONTRACT PRICE for the provision of power factor correction equipment, as required, pursuant to Power Factor Correction Study. CONTRACTOR shall note that the preferred isolation between field instruments and control systems located in a safe area is EEx'd’. Where EEX'd devices are not available, EEX’ devises may be used. CONTRACTOR shall also note the following specific requirements for field devices; © Analogue field devises shall be based SMART using 4-20 mA signal for control purposes. © Control valve positioners shall be SMART. © A facility to capture, in the future, digital information via the HART protocol shall be taken into consideration during detailed design. © Digital inputs and outputs are required to be 110VAC. + Provide additional F&G field detectors for new process areas. + Interface the new F&G detectors with the existing F&G systems. + Specifications and data sheets for all instrumentation and control equipment, items and materials. + Issue inquires, requisitions, bid evaluation, factory acceptance of instrumentation and control systems. + Review, comment and approve package vendor documents. © A complete Instrument list, providing all necessary and applicable parameters and /O Data. * Provide a database capturing all key information relating to instrumentation and control systems. Provide updated control system block diagrams. Specific Items of Work The following items of work are specific requirements CONTRACTOR shall comply with during the WORK. CONTRACTOR shall specify, procure and install all cables from field and equipment/packages to their respective control cabin, including tronch excavation or tray laying where necessary. CONTRACTOR shall specify, procure and install all instrumentation and control equipment and matorials supplied loose cither by CONTRACTOR others. CONTRACTOR shall ensure thet all new software required for the extended DCS, ESD and Fire and Gas Systems are fully compatible with the EXISTING PLANT systems. CONTRACTOR shall obtain from COMPANY a copy of EXISTING PLANT software for full integration and testing with new software. COMPANY shall be invited to witness SUPPLIER/VENDOR factory acceptance test, prior to release from SUPPLIER/VENDOR. ‘Telecommunications, General Alarms & Public Address System CONTRACTOR shall as a minimum perform/complete/prepare/develop and provide the Telecommunications part of the WORK as follows, in accordance with the Technical Documents and Drawings contained in Section 6. System architecture drawing with interconnection between components. Cabinets and panels interconnecting diagram. Logic diagrams Data sheets. Layout cabinets. CONTRACTOR is responsible for all aspects of the Telecommunications part of the WORK including the detailed design and engineering, supply, installation, commissioning and testing of the Telecommunications General Alarms and Public Address system. This will involve full functionality of the system as follows: Liase with Other Parties performing associated work regarding the realignment of the system antennas Provide a functional system whore Ob/Ob Gas Plant is a node of tho NAOC TELESTAR 2 telecommunication system Provide trunk radios for area communications at Ob/Ob Gas Plant Provide a system supporting DCS control data The CONTRACTOR is responsible for all aspects of general upgrade work associated with General Alarm/Public Address (GA/PA) including the detailed design and engineering supply, installing, commissioning and testing of the GA/PA system. & =e * Contract No 4500070762/000 (S) Naoc Swamp Aros Gas Gatnoring —T4/T5 EPC Contract for the revamping of OB/OB Gas Plant ATT Di General Scope of Work Rev 0 Page 58 of 146 ‘The CONTRACTOR shall supply equipment of the same type and manufacturer as already installed at EXISTING PLANT. The CONTRACTOR shall liase with NAOC to chtain a copy of the GA/PA software as installed at EXISTING PLANT. This shall be used as a working database for the upgrade. The new integrated software shall be fully tested prior to installation to minimise disruption at WORKSITE when installed. Health, Safety and Environmental (HSE) CONTRACTOR shall as a minimum perform/complete/prepare/develop/and provide the HSE part of the WORK as follows, based upon the Technical Drawings and Documents contained in Section 6: * Propare a Health, Safety ahd Environment (HSE) plan for design, engineering, procurement, construction, installation, and commissioning, detailing all safety studies and reviews to be undertaken, their scheduling and relevant responsibilities. © Develop and document design philosophies for general safety and environmental design aspects (e.g. layout), fire and gas detection and fire protection (active and passive). The document(s) shall clearly define the basis for the detailed design of the safety aspects of all the new facilities. * Develop the hazardous inventory schedule to include all process and utility systems in the new facilities, the nature of the materials (toxicity, flammability etc) and the appropriate quantities, in order to input to fire and explosion hazard assessment studies. + Perform a fire and explosion hazard assessmont, to establish the impact of credible accidents involving the new facilities, in particular the impact on safe areas and emergency response facilities, in order that appropriate protection measures are identified in terms of fire and/or blast resistance ikl ‘Contrast No 46000707627000 Swamp Area Gas Gathering - T4/T5- Naoc EPC Cerra tera raping of O50 fas Pat Di- Gereral Scope of Work Flav 0 Page 59 of 146 Establish the requirements for passive fire protection measures in the new facilities, following the documented fire protection philosophy. Passive fire protection requirements shall be established following recognised international codes and a review of the fire hazards and risks in all areas of the new facilities, Equipment and structures requiring passive protection shall be detailed in schedules and on layout drawings. Details shall also be indicated on structural drawings. Establish the requirement for active fire protection in the new facilities, e.g. hydrants, monitors ete following the fire protection philosophy, with hydraulic analysis of the extended distribution system and preparation of P&ID’s ete where required. The WORK shall include modification tofextension of the existing ring main with provision for all new fire fighting equipment. The design shall be in accordance with applicable intérnational (NFPA) codes and identified Nigerian regulations. CONTRACTOR shall perform a Safety Integrity Level (SIL) review study, in accordance with IEC 61508, on the instrumentation associated with the new process facilities. The mothodology to be employed shall be approved by the COMPANY prior to the study. CONTRACTOR shall invite the COMPANY to attend. ‘The WORK shall include implementation of study actions where required to meet the defined risk criteria. Perform flare radiation, noise and smoke dispersion studies for prevailing wind, flare location, future extensions and relationship with other facilities. Perform full and detailed HAZOP studies to verify the safety and operability of CONTRACTOR'S design of the new facilities and interfaces with existing facilities, including the design of SUB- CONTRACTORS, SUPPLIERS and VENDORS. All findings from the HAZOP shall be incorporated into the AFC P&ID's and other AFC deliverables. CONTRACTOR shall include in the WORK, undertaking HAZOP studies by an independent (third party) chairman and by Contract No 4500010762000 Naoc Soe EPC Contract for the revamping of OB/OB Gas Plant D1= General Scope of Work Rev 0 Page 69 of 146 implementation of the HAZOP studies recommendations and actions. COMPANY shall be invited to attend the HAZOP studies. The methodology shall be approved by the COMPANY and shall detail not only the HAZOP study method but also the procedure for follow up and close out actions. Included within the work shall be the implementation of HAZOP actions. Additionally it shall include implementation of all outstanding HAZOP actions from the basic engineering, close out of which shall be fully documented. The new process equipment and other facilities will be installed within an existing gas plant, which will remain operational during construction. CONTRACTOR shal! therefore perform a hazard identification (HAZID) study of the new facilities. The study shall be comprehensive of natural, process and construction ‘hazards, in order that both the design and the construction safety plan consider all relevant issues. The HAZID study team shall comprise members of the CONTRACTOR'S project team as appropriate. COMPANY shall approve the methodology to be employed prior to the study and shall be invited to attend the study. Undertake the classification of hazardous areas including preparation of hazardous area drawings (plan and elevations) and schedule to show all hazardous sources, including of vents, piping conveying hydrocarbons, ventilation air inlets/outlets, ete. Develop the existing fire and gas cause and effect charts for the plant to include the new fire and gas detection devices and control room logic, The new devises and logic are to be integrated into the existing fire and gas system. Prepare fire and gas (F&G) detector layout drawings, showing the types and locations of sensors per fire zone, including fire alarm push buttons and control alarm panels, based on the fire and gas detection philosophy developed and documented. & 2 al ‘Contract No 45000107 62/000 a Swamp Aroa Gas Gatharing - T4775 ra Naoc EPC Contract for the revamping of OB/OB Gas Pant 4.78 47.9 Di— Genaral Scope of Work Rev 0 Page 61 of 146 ‘© Develop escape route layout drawings to ensure that adequate means of escape are available from new areas, in accordance with plant safety requirements, Corrosion Management CONTRACTOR shall as a minimum perform/complete/prepare/develop and provide the Corrosion Management part of the WORK as follows, based upon the Technical Drawings and Documents contained in Seetion 6: * Review of the corrosion monitoring points and develop detailed requirements and Specifications for In-Line Corrosion Monitoring Facilities. * Corrosion Monitoring and Inhibition philosophy. * Corrosion Monitoring Plan. « ’ Design, specify, procure and install the necesdary equipment/materials, preparing all necessary data sheets. * Painting and other protective coats, to include hot insulation, as applicable, based on COMPANY Specifications and Standards. Civil / Structural As a minimum, CONTRACTOR shall perforavcomplete/prepare/develop and provide the Civil/Structural part of the WORK as follows, based upon the Technical Drawings and Documents contained in Section 6: ‘+ After the topsoil has been removed, in order to eliminate the surface vegetation and, in any case, for a minimum thickness of 20cm, the design elevation of the process plant areas shall be obtained through general excavation and fill where necessary. The topsoil shall be distributed in the green areas where necessary and surplus shall be disposed of by CONTRACTOR jin accordance with Nigerian regulations and COMPANY agreement. Excavations shall take into account road and tank formations. et | ‘Contract No 4500070762/000 Naoc Snampaae Ges Gatorng -TaTS EPC Contract for the revamping of OB/OB Gas Plant DI1— General Scope of Work Rev 0 Page 62 of 146 + New pipe racks shall be provided, to support pipes and electrical/instrumentation cable trays (pipe racks could alternatively be of reinforced concrete construction). * Some of the existing pipe racks will have additional piping loads and their capacity will need to be checked during the detailed design and levels added if necessary along with any strengthening works required. + Sheds for equipment shall be constructed as steel open structures (painted) and the roofing shall be made of galvanised corrugated sheet steel. ‘* Steel Structures shall be connected to the concrete foundation by means of foundation bolts. * Anew MP Compressor shelter shall be provided. + In addition the existing generator house is to be extended and the travel of the existing bridge crane increased to cover the new generator. Also, the existing Sales Gas Compressor House is to be extended to house the new compressors and new bridge crane. * Steel structures shall be provided for the MP Compressor and for the after-coolers for the Sales Gas Compressors. * Asteelwork tower shall be provided to laterally support the new flare. The WORK and materials shall be in accordance with COMPANY Specification 07570.VAR.CIV.SPC. Foundation Design: + The foundations for the main equipment, compressor houses, generator house, flare tower and pipe racks shall be supported by piles. + The number of piles and their depth shall be determined on the basis of the recommendations contained in the final Soils Report. + Reinforced concrete foundations for equipment, machinery and steel structures + The foundations for equipment, machinery and steel structures shall be made of reinforeed concrete utilising Portland Cement (er alternative ‘Z Bis ‘Contract No 45000107 62/000 Naoc See aneng tars EPC Contract for the revamping of OB/OB Gas Piant D1 General Scope of Work Rev 0 Page 63 of 146 equivalent cement subject to prior COMPANY approval). * The design shall be made taking into account the allowable ground bearing capacity (considering piles), the loads and the allowable stresses of the materials used. + The equipment shalll be fixed to the foundations by means of anchor bolts embedded in the concrete, or anchor bolts grouted into pockets previously formed in the foundations. + The top surfaces and/or pockets shall be levelled and/or filled by means of grout. * Non-shrinking grouting (EMACO or alternative equivalent subject to prior COMPANY approval) should be used for all machinery equipment. + All reinforcement concrete in contact with earth shall be painted with two layers of bituminous paint. Roads,& Paving (Plants) ‘ «The road embankments shall be executed in compliance with COMPANY Specifications 07550.VAR.CIV SPC and 07551.VAR.CIV.SPC while road foundations and paving shall be carried out in compliance with COMPANY Specification 07557.ROD.CIV.SPC. CONTRACTOR shall foresee the paving of all areas where new equipment is to be installed. Storm water and oily water drain system: © The roads shall be drained of rainwater by channels located at the roadside. Storm water shall be discharged directly to the outfall. « Kerb areas beneath equipment and facilities liable to cause contamination of water shall be drained into the oily water drain system. © The civil works of the oily water drain system shall include the following: © Trench excavation for the lying of steel pipes and relative filling with material from excavation (unless designated unsuitable by COMPANY) after the lying of pipes. Reinforced concrete manholes shall be complete with cast iron covers and painted from the outside with two coats of bitumen; min. wall thickness 20 cm. External reinforced concrete paving: CONTRACTOR shall allow for paving as necessary around all items of equipment, structures, pipe racks etc. The paved areas subject to vehicle traffic shall be at least 15 cm thick, reinforced with welded wire mesh (min. ¢8 mm/15 cm, in two directions). Paved areas not subject to vehicle traffic shall be at least 10 cm thick, reinforced with appropriate welded wire mesh (min 9 6-mm/15 cm, in two directions). Expansion joints and contraction joints shell be provided for reinforced concrete paving, filled and sealed with oil resistant material (all materials shall be subject to prior approval by COMPANY). ‘The foundation layer in granular material shall be at least 15 em thick. Concrete paving shall be separated from all foundation piers projecting above grade, by 1.5 em thick resilient jointing material and they shall be sealed with oil resistant compound (all materials shall be subject to prior approval by COMPANY). ‘The civil works regarding underground networks for electric and instrument cables, including foundations for lighting masts, shall consist of the following: ‘Trench excavation Sand bed, 10 cm thick, at the bottom of the excavation for the laying of cables Sand bed, 10 cm thick, to cover the cables after their laying Red concrete tile covering or brick Backfilling trench excavation 9 Contract No 4500070627000 Naoc ‘Swamp-Ares Gee Gathering -T4/T5 EPC Contract tor the revamping of OB/OB Gas Plant D1~ General Scope of Work Rev 0 Page 65 of 146 ‘+ Reinforced concrete draw pits shall be provided for the electric and instrumentation cables, and properly dimensioned reinforced concrete footings shall be provided for the lighting mast. Underground network for fire fighting system: * The civil works for the fire fighting system shall consist of a trench excavation for laying the pipes and the relevant refilling. The pipes shall be covered with fine sand 10 cm below and 10 cm above. * Reinforced concrete foundations shall be provided for the hydrants. * Reinforced concrete valve pits shall be provided. Fencing: + New fencing shall be provided for the new flare, slug catcher and pig receiver. * The WORK and materials shall be in accordance with COMPANY , Specification 07569. VAR.CIV.SPC. * New fencing where necessary, shall be in accordance with the EXISTING PLANT fence typology. Sleepers and Fixed Points: * Reinforced conerete fixed sleepers are to be designed as pipe supports. ‘They shall be dimensioned in accordance with the horizontal and vertical loads, taking into account the allowable ground bearing capacity and the allowable material stresses + Steel T-profiles, anchored by means of steel rods, shall be used in order to allow the sliding of the pipes. Electrical and Instrumentation cable road crossings: © The road crossings for electrical and instrumentation cables shall be provided using PVC pipes embedded in mass concrete of appropriate dimensions. Dykes: © High earth dykes shall be provided around the new flare, The dykes shall be 0.8 to 1.0 m wide at the top. The slopes shall be 1 to 1.5. Existing flare burn pit is to be repaired/upgraded. Existing pit needs to be surveyed to determine extent/eause of damage to refractive walls and repairs, modifications carried out to meet project requirements. CONTRACTOR shall issue the following documents: * Calculation reports for steel structures * Loads on foundations, baseplates, anchor bolts * Construction drawings for steel structures © Bill of quantity for steel structures © Construction drawings of major works of reinforced concrete, eg. Building foundations, Pipe rack foundations, Compressor foundations and equipment foundations * Construction drawings for minor works of reinforced concrete such as foundations for pipe supports, and pits + Plot plan for underground networks * General Arrangement drawings for foundations © Bill of quantity of civil works * As Built Drawings as per 4.3.3.11 and COMPANY Co-ordination and Control Procedure (Appendix E) CONTRACTOR shall include within the WORK allowances for the actual soil conditions being different from the Soils Report, and for the existence of any underground services, foundations or obstructions whether or not shown on COMPANY documents and drawings. In the event of any underground services, foundation or obstructions, CONTRACTOR shall notify COMPANY immediately and make recommendations for COMPANY review and approval prior to implementation/farther action. Receipt analysis and evaluation of bids. Obtaining COMPANY approvals, proparing and placing orders. Liasing with SUPPLIERS/VENDORS during bidding, manufacture, site construction and commissioning. CONTRACTOR Scope and LLI Assignment The CONTRACTOR shall identify all equipment and materials that form part of the permanent works, construction materials, temporary works, camps and offices. This shall include workshop equipment. The CONTRACTOR shall supply all Materials and Equipment (both temporary and permanent), and special tools necessary to complete the Work. The CONTRACTOR may propose, for COMPANY review, an option to use existing support structures for pipe racks, cable runs, etc., where appropriate. However, this shall be subject to design review and final acceptance by the COMPANY. é- 2 eee Contract No 4500010762000 Nao Cc ‘Swamp Area Gas Gathering - T4/TS, EPC Contract for the revamping of OB/08 Ges Plant D1~ General Scope of Werk Rav 0 Page 82 of 146 With the exception of the “Long Lead Items”, procured by COMPANY, the CONTRACTOR shall include provision for the procurement of all equipment and materials required for incorporation within the WORK in their Lump Sum Price, together with provision for all procurement activities detailed herein. Those items identified as “Long Lead Items”, and for which the COMPANY has placed or is going to place Purchase Orders are: + 2 off LP-MP Compressor Packages + 2off HP Compressor Packages + LoffGas Turbine Generator Package Documents contained within this TENDER form the inquiry packages for, the ‘Long Lead Items’ which have been issued by COMPANY. CONTRACTOR shall review these documents and shall take over responsibility for the “Long Lead Items’, For these “Long Lead Items’ it is the COMPANY'S intention that the Purchase Orders shall be assigned to the CONTRACTOR. The CONTRACTOR shall take full responsibility for these packages at a date to be mutually agreed by the COMPANY and the CONTRACTOR but in any event no later than thirty (30) calendar days from CONTRACT award. Assignment of the ‘Long Lead Items” shall be implemented by the completion and signature, by COMPANY, CONTRACTOR and the ‘Long Lead Item” SUPPLIER/VENDOR, of an assignment agreement generally in the form of the Assignment Agreement contained within Appendix C. After the assignment, the CONTRACTOR shall take full responsibility for the “Long Lead Items" Purchase Orders as though they had been placed by the CONTRACTOR himself. The responsibilities of the SUPPLIERS/VENDORS of the “Long Lead Items” are fully detailed in the copies of the documentation attached herein (Part C of this Appendix D). Interskid piping design, supply, fabrication and installation with associated supports, etc. are within the CONTRACTOR'S scope. The Terms and Conditions of Purchase to be used by the CONTRACTOR shall be the COMPANY'S “General Conditions for Supply contract” and Special Conditions” as detailed in the “Long Lead Item” Enquiry Packages. The delivery terms for the “Long Lead Items” shall C.LF. to Onne/Okpokiri free zone port Nigeria. The “Long Lead Item” SUPPLIERS/VENDORS shall be responsible for packing, loading out and for providing certified lifting beams slings, etc. to enable the items to be loaded and unloaded by a single point lift. The CONTRACTOR shell be responsible for transportation from free zone port and for uploading at, the Job site in Nigeria. Approved SUPPLIERS/VENDORS A SUPPLIER/VENDOR List for COMPANY approved bidders for specific equipment and material items, is included in Section 7.3. ‘The CONTRACTOR shall provide under this Scope of Work a recommended SUPPLIER/VENDOR List for materials/equipment not covered by the COMPANY'S SUPPLIER/VENDOR List for review and approval by the COMPANY. After approval by the COMPANY, the COMPANY and CONTRACTOR supplied SUPPLIER/VENDOR Lists shall be incorporated into the COMPANY Approved SUPPLIER/VENDOR List. All equipment and materials for the WORK shall only be supplied from SUPPLIERS/VENDORS on the COMPANY Approved SUPPLIER/ VENDOR List. If, after issue of the Letter of Award, the CONTRACTOR wishos to propose the supply of equipment from a SUPPLIER/VENDOR who is not included in the COMPANY Approved SUPPLIER/VENDOR List, they shall submit full and comprehensive details on that SUPPLIER/VENDOR for the COMPANY to review and approve. The submission to qualify an alternative SUPPLIER/VENDOR shall include as a minimum: * Justification for the deviation, including a clear indication of the benefits to the COMPANY (based on life cycle cost considerations); + Technical description of the proposed equipment; * Confirmation of the SUPPLIER'S/VENDOR'S compliance with the specifications in the CONTRACT; * Past experience with the proposed equipment, including a references list with other companies using the same equipment, its year of supply and a list of user company staff who may be contacted for reference; * Details of major components or systems supplied by external manufacturers including the names thereof: © Details of the alternative SUPPLIER’S/VENDOR'S quality management systems, including evidence of any external certification, if available; + Details of the alternative SUPPLIER'S/VENDOR'S sound financial status, including turnover data and annual reports as available; COMPANY reserves the right to accept or reject any such proposals from the CONTRACTOR within fifteen (15) working days of receipt. For materials/equipment requiring spare parts, a priced spare parts quotation shall be obtained at the same time as the original material/equipment quotation. This list shall include spares recommended for the commissioning and start-up period, Capital (insurance) spares and operational/maintenance spares and special tools required for the first two years of operation. SUPPLIERS/VENDORS shall be asked to state delivery and confirm that the spare parts bid is valid at least six (6) months after the date of placing the Purchase Order for the equipment/material. The CONTRACTOR shall indicate on all enquiries whether or not the equipment/material is subject to inspection and/or approval by relevant Nigerian statutory regulations. The CONTRACTOR shall ensure that all queries from SUPPLIERS/VENDORS during the quotation stage are satisfactorily and expeditiously replied to in writing. Copies of these replies shall be sent to the COMPANY. In the event of a query raised by a SUPPLIER/VENDOR which affects the basis of the enquiry or results in revised/ clarified information being given, then such information shall be sent to all recipients of the enquiry. All deviations to COMPANY specifications require approval by COMPANY pricr to placement of purchase order. All meetings with the SUPPLIERS/VENDORS shall be arranged with prior Knowledge and approval of the COMPANY who reserves the right to be represented at such meetings. All such meetings shall be minuted by the CONTRACTOR for technical and commercial historical record and copies issued to COMPANY within three (3) working days, The CONTRACTOR shall give the COMPANY at least five (5) working days notice of such meetings. Bid Analysis No Purchase Order for tagged items of equipment/material shall be placed by the CONTRACTOR without the prior submission to the COMPANY of a comprehensive Joint Recommendation (JR) signed by CONTRACTOR'S Procurement Manager. The COMPANY shall approve or reject, giving reasons for this rejection, the Joint Recommendation within a period of ten (10) working days. The Joint Recommendation shall show the following information as a minimum: + Equipment/Teg number Short description of equipment/ materials, * Quantity. + Name(s) of SUPPLIER (S)/VENDOR (S) who did not quote, with reasons. © Price basis (firm prices/escalation terms/etc.). © Comparison of promised delivery with date needed on site. OBIGE Gas Pant Br Di— General Scope of Work Rev 0 Page 87 of 146, © Technical evaluations of quotations, to include any deviations from specification. * QAevaluation of quotations and SUPPLIER (S)/VENDOR (S). + Economical evaluation of quotations (life cycle cost, calculations and conclusions). + Recommendation of SUPPLIER (S/VENDOR(S) by the CONTRACTOR. © Country of Origin. © Date of recaipt of quotations. « Signature of the CONTRACTOR. * Space for comments and signature by the COMPANY. Unless otherwise agreed by the COMPANY, the CONTRACTOR shall perform a detailed bid analysis in accordance with the CONTRACT on a minirium of three (3) bids, which conform to the‘requirements of the CONTRACT. Purchase Orders All Purchase Orders shall be issued in the CONTRACTOR'S name and shall be sent directly to the selected SUPPLIER/VENDOR complete with specifications and relevant documents. Purchase Order Terms and Conditions shall provide for the assignment to COMPANY of the Purchase Order in the event of default by the CONTRACTOR. The Terms and Conditions shall be consistent with the COMPANY'S ‘General Conditions” and “Special Conditions”, All Purchase Orders shall be approved by the COMPANY prior to issue to the selected SUPPLIER/VENDOR. The CONTRACTOR shall ensure that equipment/materials used by SUPPLIER/VENDOR are purchased only from SUPPLIERS/VENDORS on the Project SUPPLIER/VENDOR List and that all requirements of the Project specification are complied with. ‘Contraot No 4500010762/000 (i) Naoc ‘Swamp Area Gas Gathering — TA/TS EPC Contract for the revamping of OB/OB Gas Plant Di— General Scope of Work Rev 0 Page 88 of 145 ‘The CONTRACTOR shall clearly indicate in each Purchase Order whether the equipment/ material is subject to inspection by their own independent representative, inspection agency and/or is subject to requirements of statutory local regulations, material certificates, etc. Tho Purchase Order shalll include, where appropriate, a statement that the equipment concerned may be subject to inspection by COMPANY or their nominee and that access shall be available to SUPPLIER’S/VENDOR’S and sub-vendor’s premises at all reasonable times during all stages of manufacturing and testing. The Purchase Order shall state, as it is required for engineering documents, which drawings, cross sectional drawings, fabrication drawings, caleulations, certificates, data instruction books, operating! maintenance manuels, spare parts lists and other documents are asked of SUPPLIER/VENDOR as well as the date by which they shall be sent to the CONTRACTOR. The CONTRACTOR shell ensure that the Purchase Order includes provision of SUPPLIER/VENDOR specialists who can advise and supervise when and where required and necessary, during the erection, installation, testing, commissioning and start-up of the equipment and/or material and that the cost is included in the lump sum. ‘The cost of attendance of SUPPLIER/VENDOR specialists during the guarantee period is also the responsibility of the CONTRACTOR and is to be included within the CONTRACTOR'S lump sum. The CONTRACTOR should also request per diem rate(s) for the attendance of the SUPPLIER’S/VENDOR'S specialist at Site on behalf of the COMPANY for a period of twelve (12) months following the end of the guarantee period. &
