The CBMS shall serve as an economic and social
tool towards the formulation and implementation

of poverty alleviation and development programs
which are specific, targeted, and responsive to
the basic needs of each sector of the community.

In this regard, the PSA is mandated to release

poverty statistics at the city and municipal level

Recognizing the comprehensiveness of the CBMS

and the different dimensions of poverty, the CBMS
PSA Complex
will be generating statistics on key indicators. East Avenue, Diliman,
Quezon City,
Section 3 of the Act defines the information to be Metro Manila 1101
generated by the CBMS which includes the
compendium of localized facts, figures, and maps
on the different dimensions of poverty such as cbss.staff@psa.gov.ph
health, nutrition, water, sanitation, shelter,
education, income, employment, security, and
participation.

COMMUNITY-BASED
MONITORING SYSTEM
THE PSA-LED CBMS
The Community-Based Monitorinig System (CBMS)
as defined by Republic Act (RA) No. 11315 or the
CBMS Act, refers to an organized technology-
based system of collecting, processing, and
validating necessary disaggegated data that may
be used for planning, program implementation, and
impact monitoring at the local level while
empowering communities to participate in the
process. The CBMS involves generation of data at
the local level which serves as a basis in targeting
households for government programs geared
towards poverty alleviation and economic
development.
The CBMS, as a statistical activity, entails a census
of households undertaken by the local government
units (LGUs) with the participation of the
community using accelerated poverty profiling
systems in the data. Data that will be generated by
the CBMS are the compendium of localized facts,
figures, and maps on the different dimensions of
poverty such as health, nutrition, water, sanitation,
shelter, education, income, employment, security,
and participation.

MAIN OBJECTIVES
To generate updated and disaggregated data
necessary for targeting beneficiaries
To conduct more comprehensive poverty
analysis and needs prioritization, and
To provide information that will enable a system
of public spending that warrants government
allocation on areas and populace that are most
wanting.
DATA PRIVACY AND SECURITY
The right to privacy of every respondent remains
inviolable. The citizen participating in the data
collection shall be fully informed of the nature and
extent of processing intended for his or her personal
data.
Appropriate security measures
are being done to protect the
data. The CBMS adheres to
the following pertinent laws

THE CBMS
COUNCIL
A tripartite interagency body with the intention of
realizing the objectives and provisions per the
CBMS Act.
The Council is composed of the Philippine
Statistics Authority (PSA) as the chair, the
Department of the Interior and Local Government
(DILG), and the Department of Information and
Communications Technology (DICT) as member
agencies.
LGU's INVOLVEMENT IN THE
CBMS IMPLEMENTATION
Each LGU plays a vital role in
this statistical activity. Per the
Implementing Rules and
Regulations of the CBMS Act,
the cities and municipalities
shall be the primary data
collecting authority following the established
statistical standards, guidelines, and procedures.
The collected data in the locality shall be utilized in
local government processes such as but not limited
to local planning, budgeting, program
identification and implementation, as well as
disaster risk reduction, and management measure.
The cities and municipalities are allowed to
maintain their own CBMS database for use in local
level planning and program implementation. The
PSA shall receive and store all aggregated data
gathered by the cities and municipalities to create
a national CBMS databank of collated
information.
