Whereas, Republic Act 10121 of 2010, defines a solid institutional and legal foundation for disaster risk
reduction and management in the nation and supports the development of plans and policies, as well as the
execution of actions and measures related to all facets of these fields, including good governance, risk
assessment, early warning systems, knowledge-building and awareness-raising, and lowering barriers to
effective response and early recovery;

Whereas, a contingency plan must also be conducted in accordance with RA 10121. Specifically, as per
Rule 6, Section 4, Paragraph 3 of the law's Implementing Rules and Regulation (IRR), "All DRRMCs at all
levels, in coordination with concern agencies and instrumentalities shall facilitate and support risk assessments
and contingency planning activities at the local levels."

Whereas, understanding the purpose of contingency planning as stipulated on the same law in Section 3
(g), it is management process that analyzes specific potential events or emerging situations that might threaten
society or the environment and establishes arrangements in advance to enable timely, effective and appropriate
responses to such events and situations;

Whereas, the SDRRM Contingency Plan 2023 for Earthquake, clearly outlines the mechanism in the event
that a crisis emerges to ensure the security and safety of its clienteles and community as well;

Whereas, the SDRRM Council of Buenavista Elementary School, after careful study and deliberation of
the plan presented, deemed it appropriate to adopting the Resolution No. 1, s. 2024, the Contingency Plan for
Earthquake.

Now therefore, on motion of the lead of the SDRRM Council, seconded by all the present, be it…

Resolved, as it is by resolved, to adopting the Contingency Plan 2023 for Earthquake of Buenavista
Elementary School of Barangay Buenavista, Mexico, Pampanga.

Resolved Further, that copies of this resolution be furnished to all authorities concerned for information
and appropriate action.

Unanimously approved, this 2nd day of January 2023 at Buenavista, Mexico, Pampanga.

I hereby certify the correctness of the above quoted resolution.
