11th TAP & DRILL SKILLS OLYMPICS

IMPLEMENTING GUIDELINES

I. Institutional Participation
a) Provincial/ City Level
Participants from different water districts who are winners at Water District
Level Competition. All skilled employees aged 18 years old and above.
b) Regional Level
Contestants are winners of provincial/city level competition.

II. Schedule of Competition


The skills competition, Philippine Association of Water Districts (PAWD) National Level, will
be conducted on February 27, 2024, 8:00AM- 2:00 PM at the Ground Floor, Davao City
WD Office Parking Bldg. Gen. Douglas MacArthur Highway, Matina, Davao City. There will
be a briefing of contestants and coaches on February 26, 2024, 2 P.M. at the 6th Floor,
Davao City Water District Office Bldg, Gen. Douglas MacArthur Highway, Matina, Davao
City.

III. Trade Area


The trade area of the competition shall be applicable only to tap and drill contest.
It also includes assembly of service connection with meter stand.

IV. Contestant’s Qualifications


All participants/contestants must be permanent/casual employees of the Water District
and holding the position of at least Water Maintenance Man (A, B or C).

V. Documentary Requirements
A standard entry form for all official competitors must be accomplished by each water district
contestant and to be submitted thru email to the PAWD Office (office@pawd.org.ph) on or
before February 16, 2024.
The following supporting documents should be attached to said entry form, viz:
a) Photocopy of CSC appointment paper
b) Photocopy of Birth Certificate
c) Two pcs 1 x 1 Picture

VI. Participation Fee


There will be no participation fee. It shall be funded by PAWD.

VII. Test Package and Contest Rules & Regulations


All participating water districts will be provided in advance, copies of the scope of the
competition with the contest rules and regulations of the trade area. The Technical
Committee shall prepare the test package based on ISO Standards.

Following is the contest rules and regulations, viz:


1. The contestant is required to perform tap and drill (from distribution pipe to meter stand)
based on a prepared plan and schematic diagram.
2. There will be drawing of lots for specific location of each contestant.
3. The total allotted time to perform said set is only one (1) hour.
4. Each contestant must wear long pants and appropriate shoes. Official contest t-shirts will
be provided by the committee and will serve as official uniform during the contest. Wearing
of short pants, sando, slippers, and/or sandals is strictly prohibited. All contestants must
wear hand gloves as their protection during the contest.
5. The materials to be used during the contest will be provided by the committee. No
additional materials shall be used except when defects are found on them. In such manner,
the contestant shall call the attention of any of the working committee.
6. All contestants shall provide their own hand tools. Before the start of the contest, the
contestants are required to inspect their respective hand tools and materials.
7. Borrowing of tools from fellow contestants is strictly prohibited.
8. Contestants are prohibited from smoking while the competition is in progress.
9. The committee shall provide supply of water for drinking and/or as coolants.
10. Non-observance of the above rules and regulations shall disqualify the contestants from
the competition.

VIII. Coaching Restrictions


Coaches are allowed to confer with their respective contestants before the start of the
competition proper. They can no longer coach nor confer any matters with their
contestants during the progress of the competition. All communication equipment shall not
be allowed to be brought by the contestants during the competition proper. Audience are
also strictly prohibited from coaching.

IX. Finalization of the Contest Rules and Regulations


There shall be a final meeting of all coaches and/or the contestants before the start of the
competition for purposes of briefing, clarifications on the test package, finalization of the
contest rules and regulations, and other matters regarding the holding of the event. Absent
parties during the aforesaid meeting are presumed to have waived their right to complain
and/or air their comments and queries anent the said over-all administration of the event.
X. Measurement and Leak Test Check
Measurement will be checked on the finished assemblage as per sketch hereto attached.
The operating pressure to check for leaks is 40psi. Any leak due to a defect in the fitting
shall not be considered a demerit.

XI. Assessment
The completed work shall be assessed as follows:

The Marking Sheets hereto presented should be certified true and correct by the judges
and/or the testing officers administering the contest.

XIII. Tie Breakers


In case of a tie, the following parameters, in chronological order of application will be used
to break the same: lesser number of leaks, first to finish against the other (speed), higher
score at measurement, and more in number of perfect scores.

XIV. Mode of Judging/Assessment


During the assessment and/or judging, it is preferred that the contestants together with
the coaches must be present so that any complaints may be entertained right away before
a decision is made on the finished work.

XV. Protest and Complaints


Protests and complaints shall only be entertained and be disposed of immediately before
entry of final decision on the results of the contest. It shall be lodged to the testing officers
and/or judges during the assessment and/or judging period of the completed works.

XVI. Announcement of Results


The results of the competition shall be announced within two (2) hours after the end of the
contest. The decision of the judges shall be final and irrevocable.
XVII. Awards and Prizes
Winners are awarded with the following prizes:

Champion: Php 30,000.00

2 Runner-up: Php 15,000.00
Consolation Prizes: Php 5,000.00

XVIII. Panel of Arbitrators


Unresolved protests and/or complaints shall be lodged to the Technical Committee as the
ultimate panel of arbitrators for final disposition thereof. This shall be done before the
entry of final declaration of winners of the contest.
