PRE – FEASIBILITY REPORT

1. INTRODUCTION

M/s. Sakthi Mineral & Chemical Co is a private - owned company headquartered in


Salem, Tamil Nadu. Sakthi Chemicals has 24 years of experience in Mining. The existing
mine lease area for the production of limestone in an area of 4.72.0 Ha at S.F. Nos.
370/1 & 370/2 in Melapaguthi Village, Kulithalai Taluk, Karur District, Tamil Nadu.

The applicant M/s. Sakthi Mineral & Chemical Co., private sector has already obtained for
grant of Mining lease to Limestone Mine over an extent of 4.72.0 Ha in S.F. No. 370/1 &
370/2 in Melapaguthi Village, Kulithalai Taluk, Karur District, Tamil Nadu.

Fresh mining lease for this area was granted for Five years in G.O.Ms.No.25 Industries
(MMA-2) Department dated 22.01.1993 for over an extent of 6.42.0 Ha 5 years only.
Please refer Annexure – IV for G.O. Copy.

The lease deed was executed on 04.06.1993 for a period of 04.06.1993 to 03.06.1998
Five years only. Mining Operation is commenced on 27.06.1993. The lease expired on
03.06.1998. Please refer Annexure – XIV for Execution Deed.

The Fresh Mining Plan was approved for the said area for 7.14.5 Ha vide Indian Bureau
of Mines in letter No.TN/TCR/MP/L.st-526 MDS dated 30.12.1991 before the grant of
Mining Lease. State Government was granted only 6.42.0 Ha. out of 7.14.5 Ha. Please
refer Annexure-IV for G.O. Copy.

The Lessee has submitted Renewal of mining lease application (Form-J) only for 4.72.0
Ha out of total area 6.42.0 Ha. Because deleting the barren area of 1.70.0 Ha in State
Government on 01.06.97 for before one year period of the lease expiry date.

Till now mine working for deemed extension. Please refer Annexure – VII for State
Government Deemed Extension Letter.

As the lessee has submitted Renewal Application only for 4.72.0 Ha. The Mining Plan has
been prepared for 4.72.0 Ha. and approved by IBM, Chennai vide letter
No.TN/KRR/MP/L.st-1088-Mds dated 04.05.98.

This Mining Plan and Progressive Mine Closure Plan are prepared for Renewal of Mining
Lease and based on the memorandum from State Government in letter No. Rc.
D/3144/98 dated 14.02.2008. (Please refer Annexure- VIII) as per guide lines issued by
Chief Controller of Mines, Indian Bureau of Mines, Nagpur and circulated by Regional
Controller of Mines, Chennai vide letter No.278 (2)/87-MDS Vol-VI dated 05.03.97 and
as per Rule 23B of MCDR, 1988.

So Lessee again submitted Renewal of Mining Plan in 16.09.2008 based on State


Government Letter No. Rc. D/3144/98 dated 14.02.2008.

Renewal of Mining Plan was approved by Indian Bureau of Mines, Bangalore in letter
No.TN/KRR/MP/Lst-1685-MDS dated 16.09.2008.

The Limestone Mine grant lease over an extent of 4.72.0 Ha in S.F. No. 370/1 & 370/2 in
Melapaguthi Village, Kulithalai Taluk, Karur District, Tamil Nadu and requested. M/s.
Sakthi Mineral & Chemical Co., to submit to the approved Scheme of Mining through the
Indian Bureau of Mines, Chennai and also obtain Environmental Clearance from SEIAA.

The Scheme of Mining was also approved by the Indian Bureau of Mines vide letter No.
TN/ KRR/ LST/ MS-952.MDS dated 06.03.2014. However as per the recent MMDR
Amendment Act 2015, the validity of the Mining Lease is extended up to 03.06.2043.
The Scheme of Mining over an extent of 4.72.0 Ha in S.F. No. 370/1 & 370/2 in
Melapaguthi Village, Kulithalai Taluk, Karur District, Tamil Nadu. (Copy of Scheme of
Mining approval letter enclosed).

M/s. Sakthi Mineral & Chemical Co., propose to Mine Limestone for 9544 Tonnes/year
(2013-14 to 2017-18) from the Existing mine lease area by open cast semi - mechanized
mining technique. This feasibility report is prepared towards obtaining the Environmental
Clearance.

As per MOEF O.M. No. L - 11011/ 47/ 2011–A.II (M) dated 18th May 2012, leases of
Major minerals also require environmental clearance. For getting environmental
clearance, depending on the nature magnitude and capacity, the projects are categorized
as “A” Category & “B” Category. “A” Category projects have to be cleared by MOEF while
“B” Category by the State Environmental Impact Assessment Agency (SEIAA). This being
a small mine of just 4.72.0 Ha (< 25 Ha) it can be treated as B-2 category.

However as per the recent MMDR Amendment Act 2015, the validity of the Mining Lease is
Extended up to 03.06.2043.

As per MoEFCC Notification S.O.804 (E) dated 14.3.2017, our project is considered as
violation since we are operating mine without obtaining prior EC. In order to obtain EC

we are applying to EAC, MoEFCC to get EC as per the procedure prescribed in


Notification dated 12.03.2017.

Accordingly the lessee has to evaluate the possible environmental aspects and their
associated impacts that will be raised due to the production of Limestone and to
delineate the management plan to prevent, control, mitigate or minimize the adverse
environmental impacts envisaged. In this regard, the applicant has appointed M/s. ABC
Techno Labs India Private Limited, Chennai, who is accredited by National
Accreditation Board for Education and Training (NABET), Quality Council of India (QCI),
New Delhi to prepare Environmental Impact Assessment (EIA) report including
Environmental Management Plan to mitigate any adverse impacts to the Environment.

2. DETAILS ABOUT THE MINE

M/s. Sakthi Mineral & Chemical Co., mine lease (4.72.0 ha) is a Private Patta Land at
S.F. Nos. 370/1 & 370/2 in Melapaguthi Village, Kulithalai Taluk, Karur District,
Tamilnadu State. Melapaguthi Limestone mining method is semi mechanized open cast -
drilling and blasting method.

The applied area is about 2.5 km-NW, away from Melapaguthi Village. Mine lease area is
well connected with roadways, the nearest roadway is Palayam - Trichy Road, 2.0 km
South. Nearest Railway station is Palayam Junction which is located about 7.0 km SW,
from the mine lease area. Air Port is available in Tirucharapalli International Airport of
about 58 km E from the mine lease area. Nearest sea Port is Nagapattinam at a distance
of 185 km E. The applied area is easily accessible by means of roadways (Lorries and
trucks). The lease area comes in SOI, Toposheet No. 58 J/2. The detailed Google Image

3. NEED FOR THE PROJECT AND ITS IMPORTANCE

Lime stone is very important chemical mineral and is the principal raw material for the
production of soda ash and clinker for cement etc. The need for mining of the chemical
grade limestone from the project (mine lease area) has arisen to meet the current
situation of demand supply gap faced by company. Limestone is used in the
constructions industries and road projects. The smaller domestic sales will also bring
good returns financially to state governmental and central governmental in the form of
taxes, cesses, duties, etc.

As the Limestone mining operations in the proposed mine will employ about 18 persons
directly and about 100 persons on indirect basis through allied opportunities in logistics,
trading, repining works etc good employment potential will arise in this internal rural
backward area, which will provide a great fillip for raising income levels and standards of
living in the area.

As per EIA notification 2006 project proponent is submitting the proposal to get
Environmental Clearance for Limestone mining with production capacity of 9544
Tonnes/Year from Environmental Appraisal Committee constituted by MoEFCC, GOI for
the purpose of grant of Environmental clearance.

4. LAND USE SPLIT UP

Melapaguthi mine lease area is a Private Patta land with total land area of 4.72.0 ha. The

The Limestone extracted with the help of machineries for digging, excavation, over
burden and mine reject. All operations of mining, including drilling, blasting, excavation,
loading & transportation on single shift basis shall form the complete mining operation.

5. NEED FOR THE PROJECT AND ITS IMPORTANCE TO THE COUNTRY AND OR
REGION.

Chemical grade limestone has high, specific levels of Calcium Oxide (Cao), Magnesium
Oxide (MgO), or both. Additionally, chemical grade limestone has a high level of purity in
that it contains very low levels of residuals typically found in limestone composites such
as, silica, clay, organic matter, iron oxide, and siliceous skeletal fragments.

The optimum chemistry and purity of chemical grade limestone makes it ideal for Flue
gas desulphurization, Cement industries, soda-ash, Iron & Steel industries are the major
consumers of limestone.

It is also consumed in chemical industries like calcium carbide, bleaching powder, soda-
ash, precipitated calcium carbonate, etc. As the Limestone mining operations in the
proposed mine will employ about 18 persons directly and about 100 persons on indirect

6. DEMAND SUPPLY GAP

Limestone is the main raw material for cement production; the demand is always there
with that of cement. The mine produces good grade limestone leading to conservation of
mineral resources. The cement market has growth due to the central government
liberalization policies and new schemes for housing, road projects. The cement demand
growth is anticipated to increase on infrastructure development and the higher demand
from the housing sector & industrial projects.

7. INDIGENOUS PRODUCTION

There is no import of Limestone at present in India. India especially the southern India
has good resource of Limestone and has a great demand in the international super
market. Indigenous Limestone almost shares more than 50% requirement in the world.

8. EXPORT POSSIBILITY

Not envisaged.

9. DOMESTIC/EXPORT MARKETS

Karur District is bestowed with abundance of Limestone deposits as such the state has
enriched in production of Limestone. The mine lease area is 26 km from the district
headquarter Karur and the proposed site is easily accessible through roadways to the
various places and Limestone marketing will not be a problem.

10. EMPLOYMENT GENERATION (DIRECT AND INDIRECT) DUE TO THE


PROJECT

The mine will have a potential of direct employment comprising of managerial, skilled,
semiskilled and unskilled staff. Due to proximity of villages near the mine lease area
there is not much problem about the labor forces for mining operation such as loading
and other associated jobs. The existing employment potential status is given below.

Total manpower on site is 18 on direct basis. Indirectly more than 100 persons can
derive benefits in allied services like logistics, polishing, loading/ unloading repair works
trading etc.

PROJECT DESCRIPTION

i) Type of project including Interlinked and Interdependent project, if any.

The project is Limestone mining by opencast method in the lease hold area of 4.72.0 Ha.
The project meeting the Limestone requirement for production of soda ash and clinker
for cement etc, for various applications at Melapaguthi Village, Kulithalai Taluk, Karur
District, Tamil Nadu.

ii) Location (map showing general location, specific location, and project
boundary & project site layout) with coordinates.

The mining lease area is located at S.F. No. 370/1 & 370/2 in Melapaguthi Village,
Kulithalai Taluk, Karur District, Tamilnadu and the entire mining lease area falls in
Private patta land with flat terrain. The mine lease area is covered in parts of Survey of
India Toposheet No. 58 J/2 and having elevation of 182 m AMSL and located at Latitude
of 10°44’35.47”N & Longitude of 78°11’13.72”E. Detailed Topo map & Site Layout is
enclosed Annexure.

iii) Details of alternate sites considered and the basis of selecting the proposed
site, particularly the environmental consideration gone into should be
highlighted.

The occurrence of mineral is site specific and the mining/exploitation is to be taken up to


that particular location only therefore no alternative sites were required to be explored.

iv) Size or magnitude of operation.

The mining of Limestone will be carried out from the leasehold area of 4.72.0 Ha. It has
been observed from the Geological Plan that the topography of the area is flat
topography.

a. GEOLOGY OF THE AREA :


The rock formation in the area is of metamorphic crystalline varieties of archaean age.
The chief rock types found in the area are limestone, calc-gneisses, biotite gneiss and
pegmatites, limestone bands are noticed with prominent outcrops. The area is covered
by thin layer of top soil to a depth of about 1.0 m. In the Lease area, the Limestone is
found as hummocky exposures in the field and can be easily traceable. Amidst the
limestone outcrops, solution cawities are present in which red soil is noted. The trend of
the Limestone body in the lease area is almost in E-W direction with vertical dip.

The limestone in the area under consideration is fine grained crystalline limestone and is
mainly made up of aggregates of calcite with sub-ordinates amount of quartz and silicate
minerals. Based on the works carried out so far, the following geological sequence has
been established for the region.

Recent - Reddish soil

Archaean - Limestone

- Calc-gneiss younger intrusives of pegmatites


- Biotite – gneiss
This limestone belt has undergone intensive tectonic changes. A number of small
and isolated occurrence of limestone are reported from various villages of this taluk.

The Physical limit of the band which occur in the area applied for lease are given

Colour of Limestone is white-pink, massive in form, rhombohedral in cleavage, medium-


fine crystalline in nature, Hardness-3, specific gravity 2.6, streak is white, vitreous in
lusture.

b. RESERVES

The lease area is an existing limestone mine. The geological and mineable reserves are
estimated by cross sectional method. The geological reserves are estimated as 903240
tonnes by area cross sectional method.

c. SELECTION OF MINE BOUNDARY:

The mine boundary is demarcated in line with the following conditions / stipulations laid
down by the Scheme of Mining was also approved the Indian Bureau of Mines vide letter
No.TN/KRR/LST/MS-952/MDS dated 06.03.2014. (Copy of Scheme of Mining approval
letter enclosed).

Proposed rate of Production and expected life of the Mine:

The mineable reserves is estimated by cross-sectional method having considered the


recovery factor, depth of mining, safety barriers etc., The mineable reserves is estimated
903240 Tonnes and the recoverable reserves is 541944 Tonnes.

The life of the mine is computed as Five Years at a production rate of 9544 Tonnes per
annum. The wastes are generated during the mining period is 37611 Tonnes shall be
proposed to Dumping in the all side of the 7.5m boundary barrier of the lease area.

Physiography

The area is flat terrain. The Mining Lease area is approximately at Latitude of
10°44’35.47”N & Longitude of 78°11’13.72”E and is represented by Topo Sheet
No.58 J/2 of Survey of India.

The area applied for mining lease by the lessee is almost a flat terrain. Strike
direction is W to E with 90° vertical dip. Except some thorny bushes, no trees or thick
vegetation is found. Outcrops of limestone are visible in some areas.

Geology

The area is covered by thin layer of top soil to a depth of about 1.0 m. Since there is
heavy intrusion of country rock recovery percentage will not be more than 60%.

The order of super position is:

Biotite-gneiss
Calc-gneiss

The Limestone bands are intruded by biotite-gneiss. Colour of Limestone is white-pink,


massive in form, rhombohedral in cleavage, medium-fine crystalline in nature, Hardness-
3, specific gravity 2.6, streak is white, vitreous in lusture.

i. Method of Mining

Open cast semi mechanized method of mining is adopted for exploitation of Limestone
from this area. The development and production of mining operations will confine to this
area for the next Five year. In top soil a bench is formed with 1.0m height and width and
with 45° slope. There will be two benches in limestone with 2.5m height and width and
at 60° slope for the next five years with Jack-hammer drilling. The advancement of the
pit will be from South West to South Eastern side for the next five years.

Conceptual position of the mining, there will be four benches in limestone with 2.5m
height and width and at 60° slope. The approach road has been made in the continent
place in the lease area.

Foot paths and ramps and roads is suitably formed for easy movement of men and
material. Haul roads will be made at a gradient of 1:10 to 1:16. The mineral locked up
in the boundary barrier, permission will be obtained from DGMS under Reg.111 of MMR
1961.

The overburden and waste rejects will be dumped in all sides of the the lease area and
advancement of the pit will be from South West to South Eastern side for the next five
years.

Average annual production is about 9544 Tonnes/years of Limestone Mining with 250
working days in a Year.

BENCH DESIGN PARAMETERS:

Limestone benches will be formed to a height of 2.5 m and width not less than 2.5 for
movement of machineries and slope shall not be more than 60º for waste bench and
therefore the working face is designed to a height of 6m and the width not less than 5 -
10m and the working slope will be vertical, however the final slope will be 45º while
abutting the ultimate pit limit. Construction of parapet as a fencing around such ultimate
pit limit on top of opencast workings will be arranged to safeguard the mine from
inadvertent entry and hazards.

Chemical Specifications:

The limestone in this mine of CaO 45.94 %, SiO₂ 14.97% and MgO 2.60%. The
average grade of the limestone is Cement and Refractory Grade brief description of the

Colour of Limestone is grey to brown in colour, massive in form, hardness-3, specific

There is no requirement of any Raw Material for the production of Limestone from this
project except the explosives required for blasting, diesel for movement of machinery
and electricity.

viii) Availability of water its source, Energy / power requirement and source
should be given.

The quantity of water required for the mine lease area of 4.72.0 ha is estimated to be
3.5 m3/day. Drinking water is available from well & tube well near the project site which
is potable and will fulfill the requirement of drinking water at site.

Power Requirement - As already mentioned the simple methods adopted and the
limited scale of activities involved in Limestone dimensional stone mining does not
require high- tension electric power. The mining work is restricted to one general shift
during daytime only. No electricity is needed for Mine operations etc as mainly diesel
operated mining machinery are used for Mining However, the power requirement of the
administrative buildings, roads etc can be met from state grid. Besides, standby
generator will be available to meet the emergency power requirement of the mines.

ix) Quantity of waste to be generated (liquid and solid) and scheme for their
Management /disposal.

The wastes are generated during the mining period is 37611 Tonnes shall be proposed to
Dumped on all the sides of the 7.5m boundary barrier of the lease area.

Waste water:

There will not be any process effluent generation from the mine lease area. Domestic
effluent from the mine office is discharged in septic tank and soak pit. There is no toxic
effluent expected to generate in the form of solid liquid and gases and the no
requirement of treatment of waste.

11. SITE ANALYSIS

i) Connectivity.

The area is approachable by well-developed road network. The road connectivity map for
the mine lease area is given below.

ii) Land use and Land ownership.

Melapaguthi Limestone Mine deposit nearly measuring an area of 4.72.0 Ha of patta


Land. The mine lease area is Private Patta land.

iii) Topography (along with map).

The topography of the lease area is Flat terrain. Strike direction is W to E with 90°
vertical dip. Except some thorny bushes, no trees or thick vegetation is found. Outcrops
of limestone are visible in some areas. The detailed Topo map of the site is given as
Annexure.

iv) Existing land use pattern (agriculture, non-agriculture, forest, water bodies
(including area under CRZ), shortest distances from the periphery of the
project to periphery of the forest, national park, wild life sanctuary, eco
sensitive areas, water bodies (distance from the HFL of the river), CRZ. In case
of notified industrial area, a copy of the Gazette notification should be given.

The mining lease of 4.72.0 Ha is categorized as Private Patta land has been used for
extraction of the Limestone. The detailed site surrounding features are given in Topo
map which is enclosed as Annexure. Significant features in 10 Km radius (aerial
distance) of the project are tabular below.

v) Existing Infrastructure

Approach road is available from the village road up to the mining Lease Area. Office
Shed containing basic facilities such as Office, store room, First Aid Station, Rest Shed,
Toilet etc. as per Mines Rules, 1960 are available within the lease hold area.

vi) Soil classification

The Topsoil is in red colour and thickness of the soil is 5796 Tonnes and followed by
Limestone.

vii) Climatic data from secondary sources.

The area receives rain during NE monsoon. Wind direction is NE to SW and vice-versa.
The temperature in summer rises above 38°C and fall down to 25°C in winter months.
The average amount of rainfall is about 400 mm per annum. There are no national
monuments, places of worship or archaeological interest, public buildings, permanent
structures near the area. There is no river, tank or reservoir, sanctuary or forest near
the area. There is no reserve forest or places of Archaeological interest or national
monument within a radius of 5 km. from this area.

12. PLANNING BRIEF

i) Planning Concept (type of Industries, facilities, transportation etc) Town and

Open cast semi mechanized method of mining is adopted for exploitation of Limestone
from this area. Transportation and commodities infrastructure facilities are locally
available near the project site. The mining of Limestone is transported from mine head
to processing plant by tippers.

Transportation

The mining of Limestone is transported from mine head to processing by tippers. The
entire mine out mineral is being sold in domestic market and to industries nearby the
lease area.

ii) Population Projection

There are few villages located in the 5 km radius of mining site and approximate
distance and population are given below.

Basic human welfare needs such as schools, communications facilities and commercial
centers etc are available at Karur located at a distance of 26 km from the North West
side of the mining area. The basic Facilities are available at Palayam Town on west from
the project site.

iii) Land use planning (breakup along with green belt etc.)

Green belt will be developed in the safety zone area etc, and at all possible places. Local
trees like Casuarinas, Eucalyptus, Neem, acacia, Tamarind etc will be planted along the
eastern side lease boundary and avenues as well as over Non- active dumps at a rate of
40 trees per annum with interval 5m in between. The rate of survival expected to be
80% in this area

iv). Assessment of Infrastructure Demand (physical & social).

The existing roads facilities are already available which shall be used and maintained.
The labors requires to operate the mine is drawn from the nearest villages.

V) Amenities/Facilities.

Associated buildings like mine office, store, First Aid Station, Canteen, rest shelter,
Toilets, staff quarter etc. as per Mine Rules 1960 are available within the leasehold area.

13. PROPOSED INFRASTRUCTURE

i) Industrial area (processing area).

No Mineral Processing is involved

ii) Residential Area (Non processing Area).

No Residential area are envisaged

iii) Green Belt.

7.5 m safety distance on the eastern side is selected for green belt development by
planting and maintaining native species of Casuarinas, Eucalyptus, Neem, acacia,
Tamarind etc will be planted along the eastern side lease boundary and avenues as well
as over Non- active dumps at a rate of 40 trees per annum with interval 5m in between
in a area of 0.20.0 ha.

iv) Social Infrastructure.

Social infrastructure like primary school at Melapaguthi secondary schools, banks and
hospitals are located at District headquarters Karur. Since the mine site is located near

to Palayam Town and it has all the essential facilities like school, hospitals and medical
facilities etc and Karur City is well connected with roadways.

v) Connectivity (Traffic and Transportation Road/Rail/Metro/Water ways etc.)

Adequate road facility is available from the mine lease area.

vi) Drinking Water management (Source & Supply of water)

Drinking water is available from well & tube well near the proposed site which is potable
and will fulfill the requirement of drinking water at site. Source – Bore well

vii) Sewerage System

The sewage generated in the mine lease area is treated through septic tank followed by
soak pit.

viii) Industrial Waste Management.

No industrial waste will be generated from the project.

ix) Solid Waste Management.

The proposed Limestone mine anticipated waste during the present scheme period is
about 37,611 Tonnes (31,815 @ 40% of mineral rejects + 5,796 Tonnes of over
burden)

x) Power Requirement & Supply / Source.

There is no rehabilitation and resettlement is involved. The deployed labors will be


insured as per government norms.

15. PROJECT SCHEDULE & COST ESTIMATES

The total project cost is Rs. 35,00,000/- for deployment of machinery and creation of
infrastructural facilities like approach road, Mine office / Workers Shed, First Aid Room
etc.., including electrifications and water supply.

16. ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS)

i) Financial and social benefits with special emphasis on the benefit to the local
people including tribal population, if any, in the area.

The project is been giving direct and indirect benefits to the peoples in around the
project site, beside the government. As the Limestone mining operations in the project
mine has employed with 18 persons on direct and about 100 persons on indirect basis
through allied opportunities in logistics, trading, repining works etc good employment
potential will arise in this internal rural backward area, which will provide a great fillip for
raising income levels and standards of living in the area.

The socio- Economic conditions of the village and distance has enhanced due to the
project, hence, the project should be allowed after considering all the parameters. The
detail furnished in this scheme of mining is based on information provided by the State
Government and the lessee.
