TERMS OF REFERENCE FOR CONSULTING SERVICES


FOR DETAIL ENGINEERING DESIGN (DED) LABORATORY,
FARMERS AND CLUSTER PONDS

Background

1. The proposed Infrastructure Improvement for Shrimp Aquaculture Project (IISAP, the
“Project”) will help the Ministry of Marine Affairs and Fisheries (MMAF) in introducing
sustainable shrimp aquaculture and improving transparency, and traceability processes
towards increased productivity, quality, profitability, and environment sustainability of
smallholder's shrimp farming. The project will deliver an integrated investment addressing
upstream, production, and downstream processes through delivery of infrastructure, support
to improve farming practices and post-harvest systems, and value chain strengthening in
selected locations. The project will deliver three outputs: (i) Output 1: quality and
sustainability of inputs for shrimp production increased; (ii) Output 2: sustainable and climate
adaptive aquaculture infrastructure and services developed; and (iii) Output 3: shrimp
aquaculture value chain strengthened.
2. The project is aligned with the following impact: contribution of the fisheries sector to
the national economy and value added of aquaculture increased. The outcome is
productivity, profitability, and environment sustainability of shrimp aquaculture increased. 1

Output 1: Quality and sustainability of inputs for shrimp production increased. The
project will construct a modern broodstock center and two multiplication centers to provide
small-scale hatcheries with access to affordable and quality whiteleg shrimp broodstock.
The project will also facilitate the transfer of knowledge from the Ocean Institute of Hawaii
to MMAF to reduce reliance on imported broodstock. To control quality of broodstock and
juveniles and water quality in production facilities, the project will finance the construction
and equipment of climate- and disaster-proof laboratories under MMAF. 2 All facilities will
incorporate gender-responsive and inclusive features. 3 The project will train MMAF staff in
operating these facilities. 4 This output will also help small and medium-sized seed suppliers
to comply with broodstock breeding protocols, good hatchery practices, and biosecurity and
environmental monitoring procedures to increase the quality of broodstock. It will strengthen
farmers’ capacity to produce their own feed in accordance with the national fish feed self-
sufficiency program, Gerakan Pakan Mandiri (GERPARI) to reduce reliance on imported
feed.5
3. Output 2: Sustainable and climate adaptive aquaculture infrastructure and
services developed. The project will support the establishment and strengthening of
farmers’ groups, which will enable smallholders, including women farmers, to consolidate
their production facilities using a cluster approach. Local facilitators will help them to prepare
sustainable aquaculture development plans (SADPs), which will form the basis for
investment in their respective clusters. The SADPs will also help farmers to access credits

and explore partnerships with the private sector. The project will upgrade farmers’ ponds
and selected MMAF production facilities as demonstration sites using a sustainable
aquaculture model, which aims to increase production while minimizing its impact on the
ecosystem. 6 For each cluster, the project will rehabilitate or upgrade associated
infrastructure (canals, production roads, inlet reservoirs, and wastewater treatment
facilities,) and purchase equipment to support semi-intensive aquaculture production for
selected clusters.7 Farmers will plant and maintain mangrove trees in inlet and outlet canals
and along the shoreline to help improve water quality and reduce soil erosion. This output
will also support MMAF in establishing O&M guidelines and in developing an asset
management information system for infrastructure lifecycle management. The project will
strengthen the technical capacity of farmers, including women farmers, to adhere to the
INDOGAP guidelines for environmentally and economically sustainable shrimp production.

4. Output 3: Shrimp aquaculture supply chain strengthened. The project will build
the capacity of female and male farmers for food safety, handling and cold chain
management, processing, and marketing of shrimps. To improve transparency, the project
will facilitate the registration of broodstock and feed suppliers, farms, aggregators, and
processors in the INDOGAP system and the tracing of transactions in MMAF’s STELINA. In
support of a harmonized regulatory framework, the project will assist MMAF in preparing
quality standards, and in rationalizing regulations and incentive systems for sustainable
aquaculture.

5. Approach. The project will apply a sector lending approach in selecting subprojects
that are outside MMAF land. 8 To be financed under the project, these subprojects will need
to comply with the applicable selection criteria presented in the Project Administration
Manual (PAM). For each subproject, a Sustainable Aquaculture Development Plan (SADP)
will be prepared.

6. Project locations. The project will support traditional shrimp farming and upgrading of
MMAF facilities across Aceh, Bali, Banten, Lampung, Central Java, East Java, and South
Sulawesi Provinces. 9

7. Implementation arrangements MMAF through the Directorate General of


Aquaculture (DGA) will be the executing agency (EA). DGA will establish a project
management unit, responsible for project implementation, monitoring, and reporting. MMAF
Technical Implementation Units (UPTs) will be implementing agencies, under which project
implementation units (PIUs) will be established. Project activities will be coordinated with
District Fisheries Agencies. A steering committee, including BAPPENAS and concerned
sectoral ministries, will be set up to ensure (i) integration with regional development
priorities, and (ii) coordination with the Ministry of Public Works and Housing for the provision
of primary and secondary irrigation and drainage infrastructure.

ponds.
7 The project will promote fair water allocation among water users. Equipment includes wastewater equipment, water
pumps, paddle wheels, growers and finishers for shrimp feed, spiral and plastic hose, diluted oxygen and pH meters,
and refractor salinometers.

cluster of farmers within a hydraulic unit or tertiary block.

8. The consultants will be engaged in accordance with the ADB Procurement Policy
(2017, as amended from time to time) and Procurement Regulations for ADB Borrowers
(2017, as amended from time to time). It is mandatory requirement that all national experts
should have sufficient fluency in English. The implementing agency will assign counterparts
within the Government for each the consultant listed here to ensure collaboration, continuity
and knowledge sharing between the team of consultants and counterpart staff.

Farmers and Cluster Ponds

I. Objective of the Assignment


9. The DED Consultant for Laboratory; Farmers and Cluster Ponds (DLCP) will support
the MMAF through the Directorate General of Aquaculture (DGA) to prepare the DED and
the bidding documents for Laboratory and Farmer ponds as presented in Table 1. While
social safeguards document will be prepared by PMTC.

II. Scope
10. The consultant will assist the DGA to prepare (i) the comprehensive DED of
laboratories and farmers ponds in accordance with the government and international
standards; (ii) ensure compliance with environmental safeguards as per Asian Development
Bank (ADB) and government requirements; and (ii) the bidding documents (drawings, owner
estimations/bill of quantities (BOQ), administrative and technical specification, and etc.).
11. Laboratories. The DLCP will ensure that the DED of the laboratories (i) are climate-
and disaster-proof; (ii) incorporate gender-responsive and inclusive features; 10 (iii) apply
principals that are environmentally responsible and resource-efficient throughout a
building's life-cycle, i.e, planning, design, construction, operation, maintenance, renovation,
and demolition to minimize waste and energy usage, and as much as possible with lower
maintenance cost, including but not limited to:
a. Efficient use of energy, water, and other resources.
b. Inclusion of water conservation facilities.
c. Lower maintenance cost.
d. As much as possible, use of renewable energy, such as solar energy.
e. Pollution and waste reduction measures, and the enabling of re-use and recycling.
f. Use of materials that are non-toxic, ethical and sustainable.
g. Consideration of the environment conservation and natural disaster resilience in design,
construction and operation.
h. A design that enables adaptation to a changing environment including climate change,

III. Technical and Design Criteria and Considerations


A. General Criteria for Building Design
12. In designing the buildings for laboratories, the DLCP must consider the following
criteria:
a. Allocation and intensity requirements:
1) Ensure the building to be established under provisions of spatial and building set in the
regions concerned.
2) Ensure the building to be utilized in accordance with its function.
3) Ensure the safety of users, communities, and the environment.
4) The material used for the construction shall not be one forbidden in ADB Negative List
(i.e., unbonded asbestos fibers)
5) Comply to the principles of:
- Frugal, not fancy, efficient and in accordance with technical requirements.
- Directed and controlled in accordance with plans, programs/activities and functions.
- Maximizing utilization of domestic product by incorporating the ability/national
potential to the planning of the building.
b. Architectural and landscaping requirements:
1) Guarantee the building to be established under provisions of spatial and building set in
the regions concerned.
2) Guarantee the new building to be harmoniously standing with the existing building.
3) Ensure building to be built and used is without any negative aesthetic impacts and
natural landscape.

c. Building structure requirements:


1) Assure the strength of the building in carrying its own weight and external load that could
affect the usage life and durability of the building, such as earthquake, wind, live loads,
as well as other temporary external loads.
2) Assure the safety of the occupants. Occupants must be protected from accidents or
injuries caused by defective building structure or fire or other catastrophic failures.
3) Guarantee the protection from physical damage or disability due to the objects’ structure.
4) Ensure the protection of other property from physical damage caused by the failure of
the structure.
5) Ensure the endurance of the building against wreckage, damage, or regular usage
decay, that must be divided into three causes: 1) due to the occupants, 2) due to
substandard building material used during construction, and/or 3) due to inadequate
building maintenance which is failed to prevent the destructing effect of weather, termite,
rain.
d. Fire resistant requirement:
1) Guarantee the establishment of building to support any burden arising from natural and
human behavior.
2) Guarantee the establishment of building that is structurally stable during the fire:
- Sufficient time for occupants to evacuate safely.
- Sufficient time for firefighters to enter a location to extinguish the fire.
- Able to minimize damage to other property.
e. Entrance and exit facility requirements:
1) Guarantee the establishment of building that provide decent, yet safe and convenient
access to the buildings and facilities and services in it.
2) Guarantee sufficient protective measures from illness or injury during an evacuation in
an emergency to be available, occupant protection.
3) Ensure the availability of access for the disabled, especially in public area and social
facilities.
f. Entrance and exit accessibility requirement:
1) Ensure of adequate means of transport, safe, and comfortable in the building.
2) Ensure accessibility for the disabled, especially for public buildings and social facilities.
g. Emergency lighting, sign for exit direction, and hazard warning system requirements:
1) Ensure availability of early and informative signs in the building for emergency cases.
2) Ensure occupants to be able to evacuate easily and safely in case of emergencies.
h. Electrical installation, lightning arrester, building maintenance systems and communications
requirements:
1) Guarantee the installation of electrical installations are safe and supporting the
implementation of activities within the building according to its function.
2) Guarantee the security of the building and its occupants from danger caused by
lightning.
3) Ensure availability of adequate facilities to support the implementation of building
maintenance.
4) Ensure availability of adequate means of communication in supporting the
implementation of the activities inside the building in accordance with its function.
i. Gas installation requirements:

1) Ensure the availability of safe gas installations in supporting the implementation of


activities within the building according to its function.
2) Guarantee the safe and fair use of gas.
3) Ensure the sustainability of continuous gas supplies for the operation and maintenance
of equipment.
j. In building sanitation requirements:
1) Ensure availability of adequate sanitation facilities in supporting the implementation of
the activities inside the building in accordance with its function.

2) Guarantee the cleanliness, health and provide comfort for building occupants and the
environment.
3) Efforts to ensure the operation of equipment and sanitation supplies as well.
k. Ventilation and air conditioning requirements:
1) Ensure adequate air needs, whether natural or artificial in supporting the
implementation of activities in the buildings according to function.
2) Efforts to ensure the operation of air conditioner and supplies as well.
l. Lighting requirement:
1) Ensure adequate lighting needs, whether natural or artificial in supporting the
implementation of activities in the buildings according to function,
2) Efforts to ensure the operation of appliances and lighting fixtures as well.
m. Noise and vibration requirements:
1) Guarantee the protection of the occupants from undesirable noise and vibration to
provide a healthy working environment
2) Guarantee the prevention/protective procedure for noise and vibration producing
activities that have negative impacts on health and may contaminate and disturb the
environment balance.

Codes, Standards, and National and Local Regulation.

13. The design must comply with latest codes, standards, and national and local building
regulations. If the codes, standards, and national local building regulations as listed below
have been updated, the most updated versions shall be applied.
a. AV-41 (Algemener Voorwarden voor de uitvoering van openbare Werken - Kondisi
Pelaksanaan Pekerjaan Umum/Works Execution Conditions) in Indonesia.
b. Latest Standards and Codes for Building Design from Ministry of Public Works and
Housing, such as but not limited to:
1) SNI 6880-2016: Spesifikasi beton struktural.
2) SNI 4433-2016: Spesifikasi beton segar siap pakai (ASTM C94/C94M-14, IDT).
3) SNI 6751-2016: Spesifikasi bahan lapis penetrasi macadam (LAPEN).

15. Ponds. Farmer Clusters consists of ponds according to the planning determined by the
PMTC, including lining the embankment/ dikes and pond bottom with HDPE, constructing feed
warehouses, pump houses, logistics houses, installing electric poles, rehabilitation of pond
irrigation canals, construction of reservoir ponds and construction of WWTPs, water pumps,
paddle wheels, production inputs, production roads or access within the pond area and
mangrove planting. Farmer Pond including work on normalizing pond irrigation canals in selected
pond areas; constructing WWT; water pumps, paddle wheels, production inputs and mangrove
planting.

IV. Detailed tasks


A. Laboratory
19. The consultant will conduct site survey to confirm the site layout for buildings and
supporting facilities. The consultant shall perform the following tasks:

Surveys and investigation


- It shall be the responsibility of the DLCP to carry out all required surveys, investigation,
and test will include but not limited to the followings: (i) topographical, (ii) ground water,
(iii) physical verification of the site for assessing the scope of works, (iv) soil investigation
that covers minimum of drill in @ 10 m with SPT every 1.5 m, 5 soil sampling
(boring/sonder) with a capacity of 2.5 tons, making 10 sets of soil samples and testing
samples soil in the laboratory for each building, and (v) any required surveys,
investigation and tests to determine the design parameters.
- Prior to submitting the proposal, the prospective consulting firms should visit the
proposed site at its own costs to familiarize with the existing site conditions. A copy of the
sketch map of site will be provided for reference. When selected, a detailed survey should
be carried out to all the topographical features as may be required for the purpose of
design. Also, identification and surveying of appropriate water sources for the buildings
should be carried out.

Review to the Existing Preliminary Design (if any)


- Review and verify the selection of site plans, pre-building plans, building concepts, sub-
system structure and sub-electrical mechanical systems, and consulting with the local
government regarding regional regulations/building permits and re-evaluating the
planning concept that has been prepared.

Design Development Phase


- Prepare architectural plans, including development of image that explains the building
layout, floor plan, architectural views, cut and details the main, the program illustrates
room utilization by viewing the building as a single organization, including the
reconstructed hall and building landscape;
- Prepare the structure plan, together with the description of concepts and calculations,
soil investigation reports and plan for testing the soil that will be used as building
foundation;
- Prepare the utility plan, along with descriptions of concepts and calculations, including
the system of air circulation, lighting, electricity including generators data, plumbing,
clean water systems, fire hazard prevention and control, termite prevention, and others;
- Develop an outline of technical specifications that describe the type and characteristics
of materials used;
Detailed Design Phase includes
- detailed drawings for implementation of architectural, landscape, structure, hall space,
solar energy system, water treatment system, utilities and mechanical electrical in
accordance with the approved plan drawing;
- detailed structure analysis of the buildings and calculation;
- schedule of materials to be used for the project;

- detailed technical specifications (RKS);


- water supply scheme design for the respective buildings, offices, and other buildings from
the source including reservoir and intake tanks if needed.
- Design and specification of wastewater and hazardous waste treatment facilities such as
bio-tank and incinerator detailed cost estimates, Bill of Quantity (BOQ) and unit rate
analysis.
- complete sets of civil works bidding documents as per ADB guidelines;
- obtaining the building permit and the necessary approvals of the designs for construction
of the buildings from the authorities concerned;
- construction methods with respect to the existence of heritage buildings (if any);
- methods of installation of laboratory equipment;
- engineer’s cost estimate;
- report of architectural planning, structural, utilities, MEP, and other necessary element
calculations;
- a manual for the use of building equipment and its maintenance, including instructions
regarding mechanical-electrical equipment and building equipment.

1. Environmental safeguards
- Review of environmental requirements in the project implementation to ensure its
compliance and consistency with the ADB and Government’s regulations
- Review and update the draft IEE and EMP prepared under project preparation, and
update in case any major change of design and/or technology applied
- Incorporate environmental consideration in the design to reduce and mitigate potential
environmental impact due to the use of materials, equipment operation, and the
construction, including but not limited with regard to waste management, air quality and
noise, and occupational and community health and safety,
- Prepare a list of actions to be implemented by the contractor to manage and monitor the
risks that may arise.
- Include clauses on environmental management and monitoring in the bidding documents,
and require the contractor to prepare a Construction’s EMP (CEMP) prior to civil works.

B. Clusters Pond

1. Preparation and surveys

a.2. Surveys
1) Situation and Topography
a) Purpose and objectives
This survey activity is intended to make a situation map and detailed contours
to describe the existing condition of the canal and cross-building that will be
carried out for rehabilitation and/or construction. The goal is to obtain efficient
and optimal design results both from a technical and cost perspective.

b) Scope of work:
i. Setting up a work program;
ii. Prepare permits/ certifications as required for work in the field;
iii. Collection and evaluation of primary data (topography, tides, water
sources (river water discharge));

iv. Implementation of measurements/ surveys;


v. Collection and evaluation of secondary data (RTRW, rainfall, socio-
economic data, fishing activities);
vi. Depiction of measuring results;
vii. Data analysis and presentation;
viii. Compiling Reports.

c) Survey Implementation Procedures


i. Topographic Survey
This work includes measuring vertical and horizontal control points for the
detailed situation of setting a Bench Mark (BM) as a fixed point. Horizontal
and vertical coordinates (x, y, z) must refer to existing coordinates and/or
use the results of tide measurements and GPS with the approval of the
work service user.
Distance and angle measurements are carried out by means of a closed
polygon, namely by measuring distances and angles according to a
closed path and this is done every 1 km in length. Angle measurements
are made with double series readings (ordinary and extraordinary
circumstances), where the angle measure to be used is the average value
of the two readings.
The initial azimuth must be determined from a minimum of 2 BM data in
the field and this must be approved by the land owner. All buildings that
are cut must be included in the cross section.
- Measurement and drawing of a situation map of the work area/
location.
- The benchmarks are tied to the reference benchmarks (BM).
- Measurement and drawing of the cross section and length of the
trace channels and pond irrigation cross structures that have been
determined by DGA.
- Measuring and describing the situation of the planned rehabilitation
and/or construction of canals and cross structures.
ii. Reference Point
The measurement reference point is determined jointly by the Employer of
the work. In principle, if there is civil work at the work location that will be
integrated with the planned system, then it must be used with the same
reference system from the nearest BM location point.
iii. Installation of BM − Size and shape of BM (units in cm) according to the
picture:
BM is made and installed with the following conditions:

- Concrete quality 1:2:3;


- Minimum 2 BM units;
Given a BM identity sign, according to the picture

- Installed before measurement started;


- Mounted in a stable, secure, and easy-to-see location.
iv. Polygon Measurement
Polygon measurements are carried out with the following provisions:
- Conducted along the canal trace plan and cross-building;
- Wooden stakes are used with a distance of 50 m;
- Angle and distance readings were made twice round and round;
- The angular error is not more than 10√N, where N is the distance in km;
- The distance error is not more than 1 : 15,000.
v. Vertical Frame Measurement
Measurement of the vertical framework is carried out with the following
conditions:
- The reading of signs is done 2 times (double stand);
- Control reading 2BT = BA - BB;
- Performed in several closed networks with a maximum closing error of
10 √D, with D distance in km.
vi. Situation Measurement
Situation measurement is carried out under the following conditions:
- Performed to map the area along the canal trace and cross structures;

- Angles and distances are taken from the polygon points that were made
before.
vii. Measurement of Cross Section
Measurement of the cross section of the canal and existing cross-sectional
structures is carried out with the following provisions:
- The direction of the cross section is perpendicular to the axle of the
irrigation network;
- Taken at each average distance of 50 m for locations in the bend area
while for outside the bend location is 100 meters;
- 25 m wide cross section to the right and left of the pond channel.
viii. Depiction
The drawing is done using CAD software with the following scale format:
- Maximum Overview Map in 1:10,000 scale;
- Situation Map on a scale of 1: 10,000 and detailed Situation Map on a
scale of 1: 2,000;
- Longitudinal image with a flat scale of 1: 2,000, and an upright scale of 1:
100;
- Cross-sectional drawing with flat scale and 1: 100 vertical scale;
- Drawing of a cross section with a scale of 1: 100 and equipped with
longitudinal and transverse sections with a scale of 1: 25.
The results of the drawing are printed on A-3 paper size. Then it is submitted
to the Service User in 3 (three) copies and in the form of softcopy with file
extension *.dwg (autocad) using a hard disk.

2) Hydrology
The hydrological survey was carried out in order to collect the hydrological data
needed in the preparation of the DED, including:
- Tide
- ups and down Rainfall
- Irrigation canal debit
- History of floods
- Climate change projections
a.3. Hydrological Analysis
1) Mainstay Debit Analysis
Mainstay debit is the amount of debit available to meet water needs with a
calculated risk of failure. In planning water supply projects, a dependable
discharge must first be sought, the purpose of which is to determine the planned
discharge which is expected to always be available at the water source.
Mainstay discharge analysis is carried out to obtain discharge data required by
a pond area so that it can function optimally. The discharge requirement will be
met by a water source that flows through the pond channel.
Pond water needs are calculated by taking into account technical factors, among
others; water change requirements, water loss (evaporation and seepage). The
computation should consider rainfall and sea level rise from climate change
projections.

2) Tidal Analysis
Tidal measurements are intended to obtain the magnitude of the tidal component.
Based on the tidal component, the types of tides and important elevation datums
at the work location will be obtained, such as the water level at the highest,
average and lowest tides. This elevation datum will then be used as a reference
for mapping work or measuring the topography of the pond canal area.
Tidal observation method is carried out with the following conditions:
- For at least 15 days, for 24 hours per day;
- Recording of water level is done every hour;
- Performed at a location that is not affected by river flow and protected from
the influence of waves;
- Measuring tanks are still in the waters at the lowest ebb so that the water
level can still be read;
- The height scale must be tied to the BM used for topographical
measurements (a system with topographical measurement height systems);
- When the full moon must fall during the tidal measurement period;
- To ensure the accuracy of reading and recording, observers are divided into
at least 3 shifts and at night must be equipped with adequate lighting.
a.4. Hydraulic Analysis
Hydraulic analysis is used to obtain the most optimum pond channel shape and
dimensions. The applied hydraulic analysis is an open channel hydraulics analysis
considering climate change variability.

Detailed Engineering Design (DED)


21. The technical planning stages of pond channel design details and cross-building include:
1) Measurement and Data Collection:
- Topographical and situational maps;
- Tides, current patterns, waves and their influence on rivers and planned pond
channels;
- Disaster and climate risks
- Rainfall and climatology data;
- Flood information that occurred;
- Data on the dimensions of the pond and its channels;
- Spatial Plan (RTRW)
- Socioeconomic data
- Fishing activities
- Unit price of materials and local wages.
2) Technical Planning Pattern Analysis − Data analysis
This work in outline is divided into 2 (two) main activities, namely:
- Data analysis
- Detailed Engineering Design
a) Data analysis
Planning must be based on data analysis by taking into account the efficiency
factor which is adjusted to the availability of materials, manpower and existing
facilities. Analysis of the collected data, such as topographical data and other

general data, is then used as input material in determining the concept and design
calculations.

b) Detailed Engineering Design


After the irrigation network arrangement pattern has been determined, the
Consultant must then prepare a detailed technical plan with the following plan
drawings:
i. Pictures of the situation of the work location along with the layout of the
irrigation network and supports such as water gates, bridges, culverts, and
others. In the drawing, it must be clearly shown the channel and the location
of the proposed cross structures. The image is made at a scale of 1: 10,000.
ii. The longitudinal and transverse cross-sectional drawings of the pond
channel must be able to clearly show the cross-section of the plan channel,
the original land line drawing and the design water level elevation in a flat
scale of 1: 2,000, and a vertical scale of 1: 100.
iii. Cross building detail drawings must be made complete, such as cuts and
detailed drawings. The drawing must be accompanied by dimensions,
dimensions and complete information explaining the drawing, so that the
building drawing is easy to read without having to ask for an explanation
from the Planner. Drawing of a cross section with a scale of 1: 100 and
equipped with longitudinal and transverse sections with a scale of 1: 25.
iv. Design and specification of wastewater treatment facilities such aerated
lagoon with artificial constructed wetland/mangrove
v. Prepare Implementation Schedule and Cost Estimation. After the technical
planning can be completed and approved by the Service User, the
Consultant is required to prepare the volume of work, estimated
construction costs, technical specifications, implementation methods and
implementation schedules.
vi. The consultant must also prepare tender documents for construction work
for service users.

3) Provisions that need to be considered in planning:


a) The irrigation canal layout plan and cross-building can be in the form of an
existing original channel, simply rehabilitated or normalized according to the
dimensions of the plan, or the construction of a new channel;
b) Pond irrigation canal planning is prioritized so that it can enter and remove water
by utilizing gravity tides;
c) Flood water must be prevented from entering the pond canal, so that the canal
connection with the floodway must be avoided;
d) Try not to have dead spots in the channel, namely points where water cannot
change, only back and forth;
e) Irrigation canals must be able to meet the needs of water for cultivation activities;
f) Entry and discharge must be carried out perfectly at a certain time (local tidal
cycle);
g) Pond irrigation canal dimensions are based on flow velocity and bottom slope,
which are obtained through calculations and observations;

h) Technical matters that have not been regulated are asked to comply with the
technical provisions and standards that apply, provided that the service user's
approval must be obtained first.

Preparation of Budget Plans, Technical Specifications and Bidding Documents


22. The consultant shall prepares a budget plan and technical specifications taking into
account aspects of cost, quality and time. In preparing the budget plan and technical
specifications for each work item, the Consultant must refer to:
1) Relevant regulations apply.
2) Unit Prices for Materials, Wages and Tools use survey results directly at the job
site.
3) Materials and tools that are easily available on site.
4) complete sets of bidding documents as per ADB guidelines;

23. Environmental safeguards

a. Consulting Firm
26. The proposed composition of the consulting firm is shown in Table 02 below. It is
encouraged that positions be combined where specialists have the necessary professional
qualifications and experience so that one individual may cover more than one position. All
specialists shall contribute as appropriate to the preparation of reports and other
deliverables. The firm will administer workshops, seminars, surveys, and training. All
specialists are expected to be fluent in English language.

III. Terms of Reference of Specialists

1. Key Experts:

28. Team Leader/ Civil Engineer/ Aquaculture. The Team Leader should have a
Master’s degree in civil engineering or aquaculture, project management or equivalent, with
at least 5 years of experience in designing of the aquaculture project development. The
consultant must have Associate Expert Certificate and experience in project management
and managing large project teams. Experience with donor-funded project, particularly ADB
project would be an advantage. Good command of English and conversant Bahasa
Indonesia is a must. Working under the supervision of the UPTs, the consultant will undertake
the following:
a. Responsible for overall design of the ponds supported by the other experts;
b. Responsible for the collection of the necessary data and information, determining the
survey’s needs, organizing personnel, coordinating with the UPTs;
c. Responsible to preparing the all reports, providing recommendation of priority location
and designing of the pond’s irrigation networks;
d. Support the Project Manager in UPTs and CPMU in reporting to ADB; and
e. Take the lead in preparation of deliverables based on the contract.

29. Civil/ Structure Engineer Specialist. The specialist should have a Bachelor’s
degree in civil engineering or aquaculture, preferably with at least 3 years or of experience
in aquaculture project development and must have Junior Expert Certificate. Experience with
donor-funded projects, particularly ADB projects would be an advantage. Under the overall
guidance and supervision of the Team Leader, the consultant will undertake the following:
a. Prepare the design structure of the proposed laboratory, and issues of climate change
and disaster should be considered for all concept designs;
b. Together with other experts design the layout and proposed facilities of the laboratory;
c. Guide the CAD drafter to prepare the technical drawings of the proposed laboratory and
facilities; and
d. Support the Team Leader to compiling the required reports for the proposed laboratory
of the project.

30. Aquaculture Specialist. The specialist should have a Bachelor’s degree in


aquaculture or equivalent, with at least 3 years of experience in aquaculture project
development. Working under the supervision of the Team Leader, the consultant will
undertake the following:
a. Conduct surveys and assessing the potential ponds areas at the field;
b. Conduct studies to determine the appropriate layout of the pond’s irrigation networks
and wastewater treatment, and their effects on the surrounding environment, including
the mangrove forest if any.
c. Together with other experts determine the facilities required by the ponds; and
d. Support the Team Leader in compiling reports, providing recommendations for
determining required facilities for the designed ponds irrigation networks and wastewater
treatment improvement.

31. Water Building Engineer Specialist. The specialist should have a Bachelor’s degree
in civil engineering, or equivalent, with at least 3 years of experience in water engineering or

aquaculture project development and must have Junior Expert Certificate. Working under the
supervision of the Team Leader, the consultant will undertake the following:
a. Conduct hydrological analysis related to water availability and potential for flooding at
work site;
b. Conduct a study on the design of ponds irrigation networks and wastewater treatment,
and related effects on the surrounding environment, including the mangrove forest if
any;
c. Together with other experts, develop alternatives for determining the potential water
resources to obtain options as well as preparing recommendations for the design of
ponds irrigation networks; and
d. Support the Team Leader in compiling the reports, providing recommendations for
determining priority locations and designed ponds irrigation networks and wastewater
treatment improvement.

32. Architects Specialist. The specialist should have a Bachelor’s degree in


architecture with at least 3 years work experience in project design especially for the facilities
or building of aquaculture projects and must have Junior Expert Certificate. Under the overall
guidance and supervision of the Team Leader, the consultant will undertake the following:
a. Prepare the design planning of the laboratory in accordance with the criteria outlined in
this TOR, that is to meet the client’s requirements and adhering to all legal and
environmental guidelines.
b. Collaborate closely with other specialists to ensure feasibility of the project and can be
completed as planned
c. Guide the CAD drafter to prepare the technical drawings of the proposed laboratory and
facilities; and
d. Support the Team Leader to compiling the required reports for the proposed laboratory
of the project.

33. Geotechnical Specialist. The specialist should have a Bachelor’s degree in geotechnical
engineering, or equivalent, with at least 3 years working experience in project design especially
for the facilities, building or aquaculture project development and must have Junior Expert
Certificate. Working under the supervision of the Team Leader, the consultant will undertake the
following:
a. Take the lead in soil subsurface investigations, analyses of results and recommending
the appropriate foundations for the proposed laboratory, cluster pond and related
facilities;
b. Provide inputs on the layout and proposed facilities of the laboratory, cluster pond
facilities; and
c. Support the Team Leader to compiling the required reports for the proposed laboratory,
cluster pond of the project.

34. Electrical Specialist. The consultant will have at least a Bachelor’s degree in electrical
engineering or equivalent, with at least 3 years working experience in project design
especially for the facilities or building and must have Junior Expert Certificate. Under the
overall guidance and supervision of the Team Leader, the consultant will undertake the
following:

a. Provide the planning of electrical system of the proposed laboratory, cluster pond and
related facilities;

b. Provide inputs if necessary in the design layout and proposed facilities of the laboratory,
cluster pond facilities; and
c. Support the Team Leader to compiling the required reports for the proposed laboratory,
cluster pond of the project.

35. Hydrologist Specialist. The specialist will have a Bachelor’s degree in hydrology/
climate change engineering or a related field, with at least 3 years working experience in
water engineering or aquaculture project development and must have Junior Expert
Certificate. Under the overall guidance and supervision of the Team Leader, the consultant
will undertake the following:
a. Provide the planning of mechanical installations for the proposed facilities of the
laboratory, and cluster pond in accordance with the criteria in this TOR;
b. Provide inputs in the layout and proposed facilities of the laboratory, cluster pond and
c. Support the Team Leader to compiling the required reports for the proposed laboratory
and cluster pond of the project.

36. Safety Construction Specialist. The specialist should have a Bachelor’s degree in civil
engineering, or equivalent, with at least 3 years of experience in water engineering or aquaculture
project development and must have Junior Expert Certificate. Working under the supervision of
the Team Leader, the consultant will undertake the following:
a. Implementing statutory provisions related to safety construction.
b. Reviewing contract documents and work methods that comply with OSH principles.
c. Planning and compiling the company's K3 program.
d. Create procedures and work instructions for implementing K3
e. Conduct socialization, implementation and supervision of the implementation of
programs, procedures and work instructions.
f. Evaluating and compiling reports on the implementation of SMK3 and its technical
guidelines.
g. Propose improvements to K3-based work methods if necessary.
h. Handling work accidents, work-related illnesses, and emergencies.

37. Procurement Specialist. The specialist should have a Bachelor’s degree in civil
engineering, or equivalent, with at least 3 years of experience in procurement for aquaculture
project development and must have Certificate of Procurement expertise. Working under the
supervision of the Team Leader, the consultant will undertake the following:
a. Assist the PMO/ Pokja to prepare bidding documents for the designed structures;
b. Assist in the procurement of the designed works;
c. Assist in reporting the procurement status to MMAF and ADB;
d. Communicate and consult with relevant persons and ADB in resolving procurement
issues.
e. Assist the PMO/ Pokja in finalizing contract documents.

38. Environment Specialist. The specialist should have a Bachelor’s degree in


environment or equivalent, with at least 3 years of experience in similar project development
and must have Junior Expert Certificate. Working under the supervision of the Team Leader,
the consultant will undertake the following:
a. Review of environmental requirements in the project implementation to ensure its
compliance and consistency with the ADB and Government’s regulations

b. Review and update the draft IEE and EMP prepared under project preparation, and update
in case any major change of design and/or technology applied
c. Incorporate environmental consideration in the design to reduce and mitigate potential
environmental impact due to the use of materials, equipment operation, and the
construction, including but not limited with regard to waste management, air quality and
noise, and occupational and community health and safety,
d. Prepare a list of actions to be implemented by the contractor to manage and monitor the
risks that may arise.
e. Include clauses on environmental management and monitoring in the bidding documents,
and require the contractor to prepare a Construction’s EMP (CEMP) prior to civil works.

2. Supporting Personnel:

39. Laboratory Asisstant. S/he should have graduated from at least Bachelor degree in
biology, aquaculture, or veterinarian and about 3 years of relevant work experience in the
laboratory management. S/he will assist Civil Engineer in designing laboratory. The major
duties of the Laboratory Asisstant will be the following:
a. Implement communication during work implementation;
b. Planning the use of spatial layout and BSL-2 laboratory materials;
c. Planning the flow of in and out of the room and placement of lab equipment; And
d. Support to prepare reports.
40. Cost Estimator. The cost estimator should have graduate Bachelor’s degree with 3
years in preparing bill of quantities of the project. The major duties of the Cost Estimator will
be the following:
a. Support the design of ponds and all related facilities by preparing bill of quantities (BOQ)
for each proposed activity; and
b. Prepared draft of specifications and engineering estimates for the proposed works.

41. Surveyor. The surveyor should have graduate or bachelor’s degree with 2 years’
experience in civil works or aquaculture. The major duties of the Surveyor will be the
following:
a. Support the engineers for the detailed surveying in the field either using drone surveys
for system layout maps or all station instruments that will be used for structure surveys
and strip maps combined with long sections of the canal and cross sections;
b. Prepare the results of surveying and coordinating with CAD Drafter to provide the
drawing of the surveying; and
c. Coordinate with the Cost Estimator to verify the estimation of budgeting for proposed
infrastructure as collected during the surveys in the field.

42. CAD Drafter. CAD drafter should have graduate or bachelor’s degree with 2 years’
experience in drawing application in ponds, channel profile, and buildings in AUTOCAD. The
major duties of the CAD drafter will be the following:
a. Provide AUTOCAD drawings of concept designs for the ponds and detailed designs for
the all-related facilities;
b. Provide guidance to any Contractor on the as-constructed drawings of works
undertaken;
c. Coordinate with the engineers to get the concept design for the proposed infrastructure;
and

d. Coordinate with the surveyors in the field to get the proposed design.

43. Administrator. The administrator should have a graduate or bachelor’s degree with
2 years’ experience in administration of the project. The major duties of the Administrator will
be the following:
a. Support the administration and financial needs of the project;
b. Support the Team Leader to prepare the reports as prepared by the related experts

IV. Client’s Input and Counterpart Personnel


45. The Client shall provide the following:

a. All available documents, reports, data and all other information related to the proposed
assignment;
b. Counterpart staff in the Directorate General of Aquaculture, Ministry of Marine Affair and
Fisheries to work with the Consultant (this will be identified at the time of contract
negotiations or contract implementation), and
c. Provide any letters or assistance required by the consultants in obtaining all necessary
permits and authorizations for carrying out the services.

46. The Consultant shall note the following in preparing for its financial proposal:
a. The Consultant shall establish a site office. All required furniture, hardware, software,
internet/phone connections, office supplies, etc. shall be provided by the Consultant. The
Consultant shall include necessary transportation costs at the project site including
vehicles rental and in their cost of operation. The cost associated to this provision should
be included in the financial proposal, as part of the competitive component.
b. Cost for workshop, surveys, meetings and presentation will be financed by a provisional
sum budget allocation on an 'at-cost' reimbursable basis. The consulting firm's costs in
arranging those activities (e.g. administrative costs in organizing and managing
workshops, and participation of firm's experts in workshops) must be included in the
competitive component of firm's financial proposal.

47. The contingency budget allocation that may be included in the contract will be a non-
competitive cost. A non-competitive provisional sum will also be allocated under the contract to
finance surveys, investigations and studies implemented by Sub-consultants, as needed by the
project. The tentative list is below:

b. Water quality testing (Parameters i.e. temperature, salinity, pH, dissolved oxygen,
