Invitation for Expression of Interest (EOI)

Gada Special Economic Zone Authority has been established to trigger economic
transformation in Oromia National Regional State as well as in Ethiopia via attracting
foreign direct investment (FDI), mainly in the manufacturing sector to increase exports
and generate employment.

GSEZA now invites wax-sealed Expressions of Interest (EOI) from local consultancy firms
(or an electronic version bearing an official stamp on each page from international
consultancy firms) that will review the existing GSEZ Situation and develop a robust
Market Analysis and Marketing Strategy; and Business Plan for developing 1067 hectare
of land. The Consultancy service is for 6 months, with a possibility of extension.

This Expression of Interest (EOI) is not an offer by the Gada Special Economic
Zone Authority (GSEZA), the government of Oromia National Regional State or the
government of Ethiopia, but is an invitation to receive an offer from interested local or
international consulting firms aimed at accomplishing the purpose stated above. No
contractual obligation whatsoever shall arise from this EOI process unless and until a
formal contract is signed and executed by GSEZ with the selected consulting firm. This is
a broad scope of work.

The detailed scope of work will be provided at the time of request for proposal (RFP)
submission or once the formal contractual terms and conditions are set and agreed upon
with the selected firm.

Terms and Conditions are as follows.

1. The interested national/international consulting firm should have cutting-edge

knowledge and understanding of special economic zones (SEZs) planning, design,
development, operation; overall management, and legal context under which SEZs
operate.
2. The interested national/international consulting firm should have a minimum
experience of Ten (10) years of SEZ development in an international setting.
3. The sealed envelope (or electronic version) containing a detailed technical proposal
should be superscribed as "EOI for GSEZ Development" and the Final date and time of
submission should be stated on the Ethiopian Herald newspaper issued November 7, 2023
4. EOI received beyond the scheduled date and time shall not be entertained.
5. The consulting firm has to strictly follow the laws, directives, guidelines, regulations,
and others, as deemed necessary, in Oromia National Regional State, in Ethiopia, and
other International Standards.
6. The interested international consulting firm should provide multilingual staff
(preferably English /Afan Oromo/ Amharic.
7. Only consulting firms that have scored 80% or more in this EOI shall be empaneled
and allowed to submit their offer in response to the request for proposal (RFP).
8. GSEZA maintains the right to cancel this EOI and/or amend the Terms and
Conditions of this EOI at any point in time. There will not be any financial implication
toward GSEZA for submission of this EOI.
9. Respondents are required to identify and disclose any actual or potential conflict of
Interest.
10. Respondents are solely obligated to pay for any costs, which may be incurred by the
bidder or any third parties, in connection with the Response. All responses and
supporting documentation shall become the property of GSEZ, subject to claims of
confidentiality in respect of the response and supporting documentation, which have
been clearly marked confidential by the bidder
11. The duty station of the Consulting firm shall be Finfine/Addis Ababa with frequent
travel to the GSEZ headquarters in Adama city.
