Background Information

NPCC as part of its charge from the NERC ERO must develop Regional Standards as outlined in
the NERC\ERO 2009-2011 Workplan. Comments are being sought on the Draft of NPCC’s
Disturbance Monitoring Standard that is now posted for comment. This version has incorporated
comments received from the initial postings.

The purpose of this Standard is to establish requirements for recording and reporting Sequence of
Events (SOE) data, fault recording data, and dynamic disturbance recording (DDR) data to
facilitate analysis of disturbances.

All references to equipment and facilities in the Standard unless otherwise noted are to the Bulk
Power System as defined in NPCC Criteria A-10 Classification of Bulk Power System Elements.

For various requirements, the Drafting Team has selected generating unit and plant capacity
thresholds based on information received from various NPCC Working Groups, and existing
NPCC documents.
