SUMMARY

Executive summary: This document proposes to keep section A1.7 of the annex to the
Standard specification for shipboard incinerators as it is as the
amendments in MEPC.1/Circ.793 do not have any implications
hereon because section A1.7 is recommendatory for passenger and
cruise ships with a total incinerator capacity of more than 1,500 kW
often operating in very sensitive coastal areas

Introduction

1 MEPC 62 agreed to include an unplanned output on revision of the Standard


specification for shipboard incinerators (resolution MEPC.76(40)) as a high-priority item in
the work programme of the DE Sub-Committee with 2012 as the target completion year.

2 DE 56 considered the proposal in document MEPC 62/20, in particular whether an


upper limit of the incinerator capacity was needed or whether the scope of the resolution
should be extended so that it would apply to incinerator plants with a capacity higher than the
existing 1,500 kW. The proposal was discussed in depth in a working group.

3 The working group agreed that the capacity limit for shipboard incinerators should
be increased from 1,500 kW to 4,000 kW and that such an increase would not have any
direct impact on the existing standard specification and invited the Sub-Committee (DE 56) to
invite MEPC 64 to recommend Member States to make it possible to type-approve

incinerators with a capacity greater than 1,500 kW and up to 4,000 kW in accordance with
the existing Standard specification for shipboard incinerators (resolution MEPC.76(40)).

4 In reviewing resolution MEPC.76(40), as amended by resolution MEPC.93(45), the


working group agreed that further consideration was needed regarding section A1.7 of the
annex to the Standard specification for shipboard incinerators as the group was unsure
whether the capacity increase would have any implications on this section. The group further
agreed on the need to update the definition section as well as references to the MARPOL
and SOLAS Conventions and the IEC Standards.

5 Having considered the part of the report of the working group (DE 56/WP.5) dealing
with this agenda item, DE 56 endorsed the view of the group that the capacity limit for
shipboard incinerators should be increased from 1,500 kW to 4,000 kW and invited MEPC 64
to recommend Member States to make it possible to type-approve incinerators with a
capacity greater than 1,500 kW and up to 4,000 kW under the existing Standard specification
for shipboard incinerators (resolution MEPC.76(40)), as amended by resolution
MEPC.93(45)).

6 Concerning the further work on the revision of the Standard specification for
shipboard incinerators, DE 56 invited Member States and international organizations to
submit comments and proposals to DE 57 to progress the matter.

7 Based on this recommendation, MEPC 64 issued MEPC.1/Circ.793, Type Approval


of Shipboard Incinerators.

Issue

8 Resolution MEPC.76(40), section A1.7, reads as follows:

"A1.7 PASSENGER/CRUISE SHIPS WITH INCINERATOR INSTALLATIONS


HAVING A TOTAL CAPACITY OF MORE THAN 1,500 kW

A1.7.1 On board this type of vessel, the following conditions will probably exist:

.1 Generation of huge amounts of burnable waste with a high content of


plastic and synthetic materials;

.2 Incinerating plant with a high capacity operating continuously over long


periods; and

.3 This type of vessel will often be operating in very sensitive coastal areas.

A1.7.2 In view of the fuel related emission from a plant with such a high capacity,
installation of a flue gas seawater scrubber should be considered. This installation
can perform an efficient after-cleaning of the flue gases, thus minimizing the content
of:

HCl
SOx
PARTICULATE MATTER

A1.7.3 Any restriction on NITROGEN OXIDE (NOx) should only be considered in


connection with possible future regulations on pollution from the vessel's total
pollution, i.e. main and auxiliary machinery, boilers, etc."

9 Part A1.7 of resolution MEPC.76(40) is only a recommendation as the wording "will",


"should" and "can" is used in the section, and because the section further specifically
addresses passenger ships and cruise ships with a total incinerator capacity of more
than 1,500 kW which often operate in very sensitive coastal areas, we do not find that the
agreed amendments to resolution MEPC.76(40), as amended by resolution MEPC.93(45),
set out in MEPC.1/Circ.793, have any implications on section A1.7 and, thus, the section
need not be amended.

Proposal

10 It is proposed to keep section A1.7 of the annex to the Standard specification for
shipboard incinerators as is as the amendments in MEPC.1/Circ.793 do not have any
implications hereon because section A1.7 is recommendatory for passenger and cruise ships
with a total incinerator capacity of more than 1,500 kW often operating in very sensitive
coastal areas.

Action requested of the Sub-Committee

11 The Sub-Committee is invited to consider the proposal in paragraph 10 and take


action as appropriate.
