The Monitoring Committee, meeting in Strasbourg on 23 March 2011 with Lars O. MOLIN, Sweden (L, EPP/CD), the President of the Committee, in the Chair:

OPENING OF THE MEETING had a brief account of the previous meeting held on 17 February 2011 in Strasbourg;

AGENDA adopted the draft Agenda;

SYNOPSIS OF THE PREVIOUS MEETING adopted the Synopsis of its previous meeting held on 17 February 2011 in Strasbourg (Synopsis No. 2011/02);

ELECTION OF VICE PRESIDENTS elected Gudrun Mosler-Trnstrm (first vice-president), Francis Lec (second vice-president) and Alexander Uss (third vice-president) ;

WORK PROGRAMME 2011 - 2012 adopted the revised version of the work programme [CG/MON(20)2]; FOLLOW-UP OF RECOMMENDATION 280(2010) was informed about the exchange of views of the Chair, as Congress Rapporteur on human rights, with the Committee of Ministers Rapporteur Group (GR-H) on 17 March 2011, on the Congress Recommendation 280 (2010); took note of the proposal by the Dutch delegation to the Congress, to render a visit to Leyla Gven, Mayor of Viranehir and Congress member in detention in Turkey, and agreed to submit this proposal to the Bureau at its next meeting;

heard information by members on recent developments concerning local and regional authorities in France, Sweden, Ukraine, Portugal and Latvia;

20 SESSION OF THE CONGRESS received information from the Chair on the programme and highlights of the Congress session;

ACTIVITIES OF THE CONGRESS, OTHER COUNCIL OF EUROPE BODIES AND EXTERNAL PARTNERS took note of information given by the Chair on the seminar organised by the Committee of Regions and the D.G. Enlargement of the European Commission, in which the Chair participated, and which held on 15 March 2011 in Brussels, took note of information on the Venice Commission Plenary Session and the Council for Democratic Elections to be held on 25 and 26 March 2011 took note of the upcoming meeting of the President of the Congress and the Chairs of the Committees on Governance and Monitoring with Minister Manuel Chaves in Madrid on 27 April 2011;

PLACE AND DATE OF UPCOMING MEETINGS was informed that the next two meetings of the Monitoring Committee are respectively scheduled for 4 July 2011 (Izmir, Turkey) and October 2011 during the Congress session in Strasbourg.
