Required

Building Cost. Includes all costs of construction within five feet of the building line, all items
required by codes and items normally found in buildings regardless of type.
A. Building Cost
Accommodation: area per person x No. of persons= Area of unit x No. of units= total area
Grossing factor= Efficiency ratio + 1
Net area= Total area x grossing factor
Building cost= net area x cost per sq.m.
Net Assigned Area. Includes the sum of all functional spaces required to serve the basic
program
Unassignable areas. Consists of all other spaces in the building, specifically circulation
area, mechanical areas, general toilets, janitor closets, walls and partitions.
Gross area. Represents essentially the sum of assignable and unassignable areas.
Efficiency ratio. The ratio of net assigned area to Unassignable areas expressed as
percentages of the gross area.
Grossing factor. Relates to the rentable square footage, which includes common area
space such as hallways, common bathrooms and possibly lobbies.
Fixed Equipment: Includes all equipment items which may be installed before completion of
the building and which are part of the construction contract, such as lockers, food service
equipment, fixed seating, fixed medical equipment, security equipment, stage equipment,
lighting etc.
Site Development. Includes all work required which lies within the boundary i.e. grading and
fill, fencing, electronic perimeter system, roads and parking, utilities, landscape development,
athletic fields, walkways, site lighting, street furniture, site graphics on-site sewage treatment
plant, unusual foundation conditions.

2. Parking. Computed as per NBC
3. Roadways. Costs per lineal meters
4. Sidewalks and Terraces. 1-7% of building costs
5. Walls and Screens- 0.5- 2.5% 0f building costs
6. Outdoor Sports Facilities
7. On-site Utilities. 1-3% of building costs
8. Storm drainage. 0.5-2.5% of building costs
9. Landscaping. 1-2% of building costs
10. Outdoor Equipment
11. Outdoor Lighting. 1-2% of building costs
Low level development- 5% of building costs
Medium level development- 10- 20% of building costs
Extraordinary conditions (rock excavation, very steep slopes and intensive development
requirements)- 30% of building costs
Total Construction. This represents the total budget for construction, usually the contract
documents base bid.
Site Acquisition and/or Demolition. Money budgeted for purchasing the project site and/or
demolition of existing structure.
Movable Equipment. This category includes a movable equipment and furniture items, but
does not include operational equipment (i.e. microscopes, library books, etc. purchased from
operating funds).
Fees. Costs of architectural and engineering services and of consultant services.
Contingency. A percentage of the total construction cost is included to serve as a planning
contingency, bidding contingency, and construction reserve (change orders, etc)
Administrative Costs. Items the owner is responsible for during the planning process, i.e. legal
fees, site survey, soil testing, insurance, material testing.
Total Budget Required. This represents the total budget required to occupy the new facility
and/or renovated areas.

Maintenance Cost= 5% of Total Building cost


Operation Cost= 3% of Total Building Cost
Life- Cycle Cost= 5% of total Building Cost
