Rajasthan has been evaluated across seven Reform Areas that have a significant contribution towards
propelling the startup ecosystem in the State. The State has shown remarkable performance through ‘Capacity
Building for Enablers’. The range of impact generated through ‘Institutional Support’ is also noticeable.
Detailed analysis with insights into the initiatives taken by the State to promote its startup ecosystem are
discussed in the subsequent sections.

Rajasthan Startup Ecosystem
1.1 Introduction
The State introduced the iStart Rajasthan program to foster innovation and support startups. The iStart
Rajasthan program is among the most successful

startup programs running in the country and has been
conferred with a silver award for “Excellence in
Adopting Emerging Technologies” at National
eGovernance Awards 2019. iStart Rajasthan through its
mentors, third-party evaluators, and pool of experts is
working towards the promotion of startups and

The Government of Rajasthan has undertaken several initiatives to boost more than 300 registered startups
in the State (refer to Figure D for the impact of initiatives undertaken by the Government of Rajasthan).
Institutional Support focuses on the execution and facilitation of the State/UT’s startup policy through a
comprehensive portal and specific incentives provided by various Government stakeholders. This Reform Area
focuses on the access to information for startups on the State-supported initiatives. It analyzes whether a
particular State/UT has a functional startup portal offering single window solutions for all startup ecosystem
stakeholders. A holistic startup portal offers services ranging from startup registration to an efficient
grievance redressal mechanism in making information accessible and inclusive through the functionality of
local languages. A special focus has been drawn towards women-led startups with specially tailored incentives
and schemes to ensure equitable implementation. The Reform Area also emphasizes on institutionalized
support provided to the startups from various State/UT Government departments.
The program is further strengthened by the Government of Rajasthan’s Startup Council and State Level
Implementation Committee (SLIC) for the startup ecosystem which includes experts from the Government,
industry, academia, and investors.
The State Government has given importance to supporting women-led startups through several kinds of
incentives. The State has identified women-led enterprises as one owned and controlled by women having a
minimum financial interest of 51% of capital and giving at least 51% of employment generated in the enterprise
for women. Women-led startups are those with a woman as Founder or Co-Founder or CXO.
According to the State’s MSME Policy, which is also applicable to startups, the State Government has
introduced the following specific incentives for women-led startups:

More than 50 startups benefited from the multiple schemes offered by the State Government. These
startups have gained benefits such as:
In addition to the Nodal Department, 8 other State departments have been providing support to startups in
the State.
The Finance Department of Rajasthan has come forward with specific incentives for startups through its
“Rajasthan Investment Promotion Scheme – 2019”. According to this scheme, a startup set-up by an
enterprise or agro-cooperative or producer organization or special purpose vehicle making an investment
equal to, or above INR 25 lakhs will be granted 25% additional investment subsidy on State tax , due and
deposited, for 7 years.
The State may prioritize actions in four categories to further strengthen the startup ecosystem, viz. Policy
Intervention, Digital Infrastructure, Handholding Support, and Capacity Development.
Digital Infrastructure2
The State Government may further enhance its startup portal by including information on the State
departments providing institutional support to startups. Such information will allow startups to avail
the support provided by various departments.
The State Government could continue to enhance the translation of the State Startup Portal into Hindi.
This will enable wider participation from startups across the State.
The State Government may consider developing a grievance redressal system on the State Startup
Portal. Grievance redressal is an important part of a seamless startup experience and startups will
benefit from having a simple way to register their issues. The portal can be upgraded to include a
mechanism for startups to submit requests or grievances on topics such as incubation support,
intellectual property rights, regulatory issues, etc. Users can also be provided with the option to track
the issues they have raised through their dashboard, by email, or by a ticket ID.

2.2 Fostering Innovation and Entrepreneurship
Fostering Innovation and Entrepreneurship seeks to encourage the spirit of innovation among aspiring
students and rural entrepreneurs. It focuses not only on the assessment of the total number of registered
startups in each State/UT, which is a direct result of the State/UT support but also on the regulatory reforms
undertaken to support startups in disruptive sectors. This Reform Area assesses the extent to which Higher
Educational Institutes (HEIs) have been engaged in providing support to student entrepreneurs. It also
highlights the value of innovation through disruption and promotes State-supported technological disruption
to help drive innovation.

The State departments may come up with respective policies to support the relevant disruptive
technologies to support the startup ecosystem. The State can work on the inclusion of disruptive areas
such as the Internet of Things, Artificial Intelligence, Robotics, Machine Learning, and Blockchain in its
policy development.
The State can look at providing a “digital upscaling subsidy” to facilitate startups with the adoption of
disruptive technologies. The State can provide a one-time subsidy for the procurement and up-
gradation of high-end electronic equipment.
This Reform Area seeks to encourage the State/UT Government to ease participation in the public
procurement process for startups and become an enabler in connecting startups with private stakeholders.
The States/UTs are evaluated based on the support provided by them to startups through the organization of
showcase opportunities such as Demo-Day, Buyer-Seller Meet, National and International Events, and
relaxation in rules for Government work orders. The aim is to steadily increase the number of work orders
awarded to startups by helping them be at par with the established players in their respective sectors.
The Government of Rajasthan has amended the Rajasthan Transparency Public Procurement Act (RTPP) to
increase the participation of startups in public procurement activities. The Government of Rajasthan has
ensured relaxations on prior experience, prior turnover, and Earnest Money Deposit (EMD) submission for
startups with work orders for a minimum of INR 1 Crore. Procurement of goods/services from Government
Departments without any bid process has been facilitated through the amendments in the RTPP Act.
The State has conducted more than 10 programs and workshops to encourage the participation of startups
in public procurement activities and provide showcase opportunities to startups. The programs include demo
days, exhibitions, and demand days. Some of these programs are:

In addition to events organized by the State for creating market access for the startups, iStart
Rajasthan may organize additional events or programs with a focus on international markets and
opportunities.
The State of Rajasthan can organize activities or programs to assist in COVID 19 relief measures by
sourcing from startups. Highlighting such startups and activities would encourage others to enter and
innovate in the field of health and health technology.
Policy Intervention
The State Government may consider introducing unconditional relaxations for startups to increase
their participation in public procurement.
Incubation support is provided in the form of financial and infrastructural support to startups and State-
supported incubators. The State/UT Governments have been supporting incubators to set up or upgrade
existing facilities through funds and incentives to enhance the incubation infrastructure. This Reform Area
also aims at ensuring proportionate utilization of the incubation capacity of the State-supported incubators.
The support provided by the State/UT to the incubators through programs and incentives will in turn help
startups in scaling up and thereby, contribute to the growth of the State/UT startup ecosystem.
The Government of Rajasthan aims to promote new-age startups, enhance entrepreneurship across the State
and drive economic growth through innovation. In this regard, more than 130 startups in Rajasthan have
received incubation support. The State supported incubators have the seating capacity of more than 700
startups.
iStart Rajasthan supported associated organizations such as Startup Oasis, Banasthali Vidyapith Incubation
Centre, and IIM Udaipur which have been actively involved in curating acceleration programs for the startups
of Rajasthan. The State has conducted more than 5 acceleration programs through which startups have
received support in terms of mentoring, capacity building, technical support, and corporate innovation. Some
of the acceleration programs are:
Startup Oasis, a State-funded programme, in collaboration with CIIE & TIE Rajasthan has established
this acceleration initiative. The program is focused on supporting startups building tech solutions for
Rajasthan and the world in emerging and regionally relevant sectors. Startups that have developed a
Proof of Concept (POC) or have a Minimum Viable Product (MVP) ready and are looking for mentoring
from sector and domain experts can apply. Selected startups also get the chance to pitch to Startup
Oasis/CIIE for grants from INR 4-7 Lakhs and seed funding support from INR 25 Lakhs to INR 100 Lakh
and more through co-funding by interested angels. Startups with social impact also get a chance of an
additional INR 15 Lakh funding through SAP India CSR.
The State may prioritize actions based on the suggestions mentioned below to further strengthen the startup
ecosystem.

The State may enrol more startups in acceleration programs to provide startups with the opportunity
to connect with investors, engage in skill development and obtain knowledge support.
The State may leverage the virtual format for holding seminars and discussions. In this way, the State
could take advantage of this opportunity to connect with stakeholders outside the State as well as
outside the country.
The State may provide a special focus on capacity utilization in the incubation centres for the startups.
The existing incubators could be upgraded to further increase their capacity. Within each incubator,
more seats could be reserved for startups.

2.5 Funding Support
All startups require timely availability of funding for their growth. This Reform Area encourages various
State/UT Governments to establish either Seed or Venture funds or Fund of Funds for startups. It also focuses
on the access to these funds established by the State/UT Government. A special focus has been given to
initiatives and programs undertaken for connecting startups with private investors through workshops,
networking events, pitching sessions, and investor networking events.
The State Government has created a startup fund: 'Techno Fund'. Techno Fund has been introduced to provide
a sky of opportunities to potential startups of the State. The fund would be utilized for the growth and overall
development of the startups and will thus levitate the startup community of Rajasthan to the highest pinnacle
in the country.
More than 50 startups have received financial assistance from the State worth more than INR 2.5 Crore
Startup Grind Jaipur in partnership with iStart Rajasthan hosted its first event, 'Startup to Scaleup – An
Angel Investors Perspective', on 02 November 2019 at Techno Hub, Jaipur. Angel investors fill in the gap
between the small-scale financing provided by family and friends and venture capitalists. Startup grind
organized this event to make startups aware of angel investing and insights. This event was specially
designed to educate, inspire, and connect idea-stage and early-stage startups, as well as aspiring and
established entrepreneurs.
The State may prioritize actions based on the suggestions mentioned below to further strengthen the startup
ecosystem.
Policy Intervention
The State may develop an online mechanism for the disbursement of funds ensuring transparency and
easing the process of tracking the transactions.
The State may introduce a funding scheme focused on startups in disruptive sectors. This will boost
the startup ecosystem in the State and bring in more engagement from startups innovating in different
sectors such as Electric vehicles, Cloud Computing, E-commerce, and 3D Printing.
Mentorship support provided by States/UTs is a crucial factor in the growth of startups that do not have the
means and network to find such guidance on their own. Mentors can be from business schools providing
support in terms of marketing, finances, product, international expansion, fundraising, legal, etc. They can
also be founders of established businesses or academic researchers. The Reform Area measures efforts by
the State/UT Government in facilitating mentorship to startups. This has been assessed by the number of
startups benefitting from the State’s/UT’s network of mentors and the time spent by the startups with
mentors.
The State has acknowledged the importance of mentorship in developing the startup ecosystem. iStart
Rajasthan provided mentoring through the following mediums:

Handholding Support
The State may develop the iStart portal in a way where startups can connect with mentors through the
State Startup Portal.
The State has an established network of mentors in the State. They may further engage and connect
with mentors outside the State, at the national as well as international level.
The option for virtual mentorship through video calls could be explored to learn from other national
and international experiences.
Capacity building of key stakeholders and enablers is essential for driving the growth of the entire startup
ecosystem. It is vital to provide necessary information to the key ecosystem facilitators to enable startups
with the opportunity to contribute to Government initiatives. This Reform Area assesses sensitization
workshops, programs conducted for Government officials, and workshops conducted to train State-supported
incubators. It also focuses on the capacity development of potential private investors to encourage local
private investments.
An incubator undergoes multiple phases during its journey from inception to growth and long-term
sustainability. iStart Rajasthan understands the value of Incubation support provided to startups and capacity
building of incubation managers and support staff.
The State of Rajasthan has conducted more than 5 sensitization workshops for officials of State Government
departments on the startup ecosystem of India.
The training program was conducted in December 2020. The major objective of the training programme
was to upgrade the knowledge and skills of the Government officials on entrepreneurship, so that they will
be able to guide and counsel the startups of the State.
The Startup Rajasthan Cell has also conducted several capacity development programmes and workshops for
the State supported incubators. The topics of the workshop included:
For potential investors, the State conducted workshops that included angel investor workshops. The
workshops included knowledge-based sessions on the basics of angel investing.
Highlighting the importance of term sheets, a webinar was conducted for potential investors in October
2019. The workshop revolved around the basic knowledge of valuation/term sheets. Startups were
interested in knowing the Dos and Don’ts for the startup valuation and term sheet for the upcoming
activities. This activity helped them with the preparation of valuation sheets as well as connecting with
investors.

ecosystem of Rajasthan.
Capacity Building8
The State may increase the reach of the various workshops in terms of the number of districts covered.
With the pandemic offering the opportunity for virtual programs, this route can be explored by the
State to reach out to all the districts of the State.
The State may train State-supported incubators through capacity development workshops by
collaborating with incubators from other States to explore mutual learning opportunities. The State
may collaborate with Incubators from other States as well.
