1. What is Trias? Trias is a Belgian development NGO that works with local organizations in 12 countries in Asia, Latin America, and Africa. Trias was initiated by the Belgian country-side movements and small business. Together with our many partner organizations, we improve the lives of poor farmers and microentrepreneurs. 2. What does Trias do in the Philippines? Trias strategy for 2011-2013 is Local Economic Development (LED). We support projects in Antique, Camarines Sur, and greater Manila. Our nine civil society partner organizations want farmers, fisherfolk and microentrepreneurs to earn a decent living. They encourage them to organize in membership organizations like

Coordination & complement ation

Chambers, POs, Cooperatives or Associations for mutual support and establishing a sector-voice. Partners give access to micro-finance, build entrepreneurial skills and assist in expanding market relations. Activities are coordinated with local stakeholders like other membership organizations, NGOs, LGUs and NGAs and the corporate sector. Partners cooperate and complement services. Trias supports them with funding, capacity building and management advice. 3. 4. What is the LED program in Camarines Sur? Overview: In Camarines Sur the LED program currently focuses strongly on micro-entrepreneur and farmer organizing. Entrepreneurs are assisted with provision of enterprise management and marketing services, farmers with the promotion and marketing of organic rice. Implementing partners: MNCCI and PDCI Partner plans: The Metro Naga Chamber of Commerce and Industries Inc. (MNCCI) is rolling out its Enterprise Development Training Institute (EDTI) in Naga to enhance the management capacity of micro and small entrepreneurs. It also helps them with their marketing efforts. All over Metro Naga it organizes entrepreneurs in Municipal Business Clubs and Councils to become the local voice of business. Any enterprise-oriented organization of entrepreneurs and farmers is encouraged to join MNCCI for advocacy and linking. The Pecuaria Development Cooperative Inc. (PDCI) promotes organic agriculture to other family farmers. PDCI consolidates and markets their organic rice production. Farmers are helped to unite. Cooperation between likeminded organic farming organizations will be strengthened towards developing a movement of organic farmers

in Cam Sur. MNCCI and PDCI meet frequently to coordinate efforts and build links with other development actors for better services and advocacy. Partnership development: Trias is developing new partnerships with one or two enterprise oriented cooperatives to broaden the agenda of uniting the farmers sector in Camarines Sur in complementation with PDCI. Likewise a cooperation agreement is in the planning stage for cooperative savings and credit cooperatives to provide savings and credit to farmers and micro-entrepreneurs to complement with the capability and market services of PDCI and MNCCI. Target group: 4200 small and microentrepreneurs in Metro Naga, 900 organic rice farmers; 50 % man and 50 % women. Target group membership organizations: MNCCI and its affiliates like Business clubs, Market Vendor Associations, PDCI, and other POs and cooperatives. 5. What is happening in Antique Province? Overview: Program activities in Antique province emphasize coordination and complementation among implementing partners, civil society and with government.

Micro-entrepreneurs, farmers and fisherfolk and rural women membership organizations are encouraged to grow to the next level. Micro-finance, Business Development Services (BDS) and market access services enhance enterprise activities. Implementing partners: ADF, AFON, ASHI, INSOL, PROCESS Partner Plans: The Antique Federation of NGOs (AFON) conducts dialogue and consultation among local stakeholders. AFON links organized civil society, like entrepreneurs associations, microfinance institutions and cooperatives, in particular AFCUI and its own members. Partnerships are built among each other and with other NGOs, LGUs, NGAs, academe, professional groups. Also, LED program implementing partners meet regularly as hosted by AFON.

INSOL Development Foundation works with micro-entrepreneurs with good business potential. Insol builds their management and production capacity. Planned growth of the business is helped by intermediating individual credit. Entrepreneurs organized in chapters cogovern the organization. Antique Development Foundation (ADF) helps handicrafts producers, eco-tourism providers, food processors, and other industries to deliver better product quality, penetrate wider range of market and thus increasing their sales. Target group: 55,000 livelihood and growth oriented micro-entrepreneurs and 6000 family farmers and fisherfolk; 41 % women.

PROCESS organized fisherfolk in managing their marine resources for more sustainable livelihoods

PROCESSs works with about 24 POs and cooperatives of rural women, farmers and fisher folk. It builds their PO enterprises and supports them on local advocacy, environmental management and access to public services. Ahon Sa Hirap Inc. (ASHI) will improve and expand its micro-finance services and social development activities for rural women. Credit for rice and Muscovado cropping will be piloted. ASHI joins in sectoral advocacy and capacity building

6. And in greater Manila? Overview: For Trias purposes, greater Manila is defined as the whole economic zone centered on the capital. It includes besides NCR also provinces like Cavite, Laguna and Rizal. Here the LED approach focuses on building cooperation networks starting from the strategy of ASHI, CSE, and INSOL. Program activities are in the fields of microentrepreneur organizing and mutual support, entrepreneurship motivation and representation, BDS and micro-finance. Implementing Partners: ASHI, CSE, INSOL, Ka-entrep Partner Plans: The Center of Small Entrepreneurs (CSE) builds the capabilities of micro-entrepreneurs through short-term and long-term training. Ka-entrep is a young organization of small and microentrepreneurs. They are establishing a metropolitan wide presence of responsible micro and small entrepreneurs. Members are motivated and encouraged to grow their business through motivational seminars, counseling and services from partner BDS and finance providers. Ka-entrep works towards being recognized as a legitimate spokesperson of responsible micro-and small micro-entrepreneurs. Activities of INSOL and ASHI in greater Manila are broadly similar as in Antique. ASHI will provide specific attention to lakeside communities at direct risk of climate change through a social housing program and disaster awareness preparation. Partnership development: Trias is developing new partnerships with one credit cooperative for adapted individual services to micro- and small entrepreneurs provided in complementation to other partners programs.

What is the role of Trias? Trias takes end-responsibility for program quality and coordination. Trias works with all partners on their organizational development (OD). It sets up a participatory program monitoring and evaluation system to ensure high impact. In the program areas, Trias facilitates coordination and cooperation among local economic development actors in cooperation with its partners. Trias also builds solidarity and exchange relations between Philippine and Belgian partners.
