Introduction
The Tax Parcel Editing template is an ArcMap editing map that has been authored for local government parcel editors. It is a multi-scale editing map that organizes the survey framework (PLSS and control), subdivisions, lots, tax parcels and encumbrances in a fabric data model that can be used with the Parcel Editor toolbar at ArcGIS 10. This template includes the following: A multi-scale ArcMap document designed for editing A Parcel Editor Add-In that streamlines editing functions A python script to create published representations of the parcel data for visualization and analysis The Local Government geodatabase with sample data from Bloomfield Township, Michigan

Tax Parcel Editing Map showing Platted and Un-Platted lands The Parcel Editor Add-In includes a series of tools that improve specific parcel editing workflows and optimize parcel data youve migrated to a fabric information model. These tools can be added to the Parcel Editor Toolbar and will help you: Manage parcel attributes and feature linked annotation Optimize parcel boundary data in the fabric data model Load traverse information from external sources Manage attachments associated with fabric classes

As an initial step, we suggest you follow the instructions below to install and use the Tax Parcel Editing template on your own.

Software Environment
The following software must be installed: ArcGIS Desktop 10.0 w/ SP1 ArcInfo or ArcEditor ArcGIS Desktop 10.0 w/ SP1 Ma plex Labeling Extension

Note: If you plan to set up an enterprise geodatabase, you will need ArcGIS Server Standard and an appropriate license for your database platform.

Configure the Tax Parcel Editing Template


You can configure the Tax Parcel Editing Template in your environment using the sample data provided by Bloomfield Township, Michigan. In doing so, youll learn how to manage subdivision, lot and tax parcel data using ArcGIS Desktop and your organizations data. To complete the configuration, you will need experience with Parcel Editor workflows in ArcMap.

Implementation Steps
1. Unzip the Tax Parcel Editing Download you downloaded from the Resource Center and place the contents of the zip file on your computer. 2. Install the Parcel Editor Utilities and Attribute Assistant Add-ins on your computer. Close any ArcGIS applications that are open or running Using Windows Explorer, navigate to folder with the unzipped contents: Double-click on ParcelEditorUtils Add-In Select > Install Add in Double-click on Attribute Assistant Add-in Select > Install Add in

Note: You can delete the Parcel Editor Utilities and Attribute Assistant Add-Ins by using the Add-In Manager in ArcMap. 3. Open ArcMap and configure the editing environment. Double-click on TaxParcelEditing.mxd and then do the following: Turn on the Parcel Editor: Navigate to Customize>Toolbars>Parcel Editor, or Right-click in the title area of ArcMap and select Parcel Editor from the alphabetical list of toolbars Turn on the Parcel Editor Utilities: Navigate to Customize>Toolbars>Parcel Editor Utilities, or Right-click in the title area of ArcMap and select Parcel Editor Utilities from the alphabetical list of toolbars Turn on the Attribute Assistant: Navigate to Customize>Customize Mode>Commands>Attribute Assistant Drag the Attribute Assistant button on to a visible toolbar in your ArcMap session. This button can be used to turn on/off the Attribute Assistant.

Note: The Attribute Assistant requires the Dynamic Value table be in the ArcMap do cument to function properly. This table is used to define a series of methods that automatically populate attributes for you when updating and/or adding new features to the geodatabase. Additional information can be found here. 4. Begin using the toolbar. To learn how to use the Tax Parcel Editing map and Parcel Editor Toolbar, watch the web video named How to use the Tax Parcel Editing Template found on the Local Government Resource Center.

Note: The Tax Parcel Editing Map requires the Maplex Labeling Extension be turned on before opening the map document. When youre ready to start using the Tax Parcel Editing map with your data, start by downloading the Local Government Information Model schema-only layer package. It can be used to create the empty geodatabase youll need to migrate your data.

Release Notes
The April 25, 2011 release of the Tax Parcel Editing template for ArcGIS 10 addresses the following: New Functionality 1. Added the ParcelPublishing.py script to assist with the creation of the ParcelPublishing Feature Dataset contained in the Local Government Information Model 2. Added a new tool to the Parcel Editor Utilities toolbar to remove duplicate annotation from a selected set of parcels 3. Added a new tool to the Parcel Editor Utilities toolbar to annotate the lines of a selected set of parcels using a related feature-linked annotation class. 4. Added the CartoLineType attribute to the Parcel Fabric Lines layer in the Tax Parcel Editing map and modified the label expression and SQL Query on the ParcelDimension feature class so property dimensions are properly annotated and formatted. Resolved Problems 1. Resolved an issue with the Parcel Editor Utilities toolbar that would cause ArcMap to crash 2. Resolved several issues with the Getting Started and Parcel Editor Utilities documentation Known Issues N/A
