BRIEFER ON THE LOCAL PUBLIC TRANSPORT ROUTE PLAN OF BUTUA N CITY

I. Background

Pursuant to DOTr-Department Order No. 2017-011 or the Omnibus Franchising


Guidelines (OFG) and the DILG-DOTr Joint Memorandum Circular No. 001 Series of 2017,
Local Government Units (LGUs) shall be responsible for the identification of intra-LGU
PUV routes through the preparation of the Local Public Transport Route Plan (LPTRP).

The LPTRP is a plan detailing the route network, mode, and required number of units
per mode for delivering land transport service, which shall be the minimum
requirement prescribed for the issuance of PUV franchises. It is also one of the
requirements of the Government Financial Institutions (GFIs), like the Landbank of the
Philippines (LBP) and the Development Bank of the Philippines (DBP), for the
processing and approval of the loans of PUV operators to finance their fleet
modernization in line with the PUV Modernization Program (PUVMP) of the National
Government.

The City Government of Butuan (CGB) submitted the draft 3.3 of its LPTRP to the
Department of Transportation (DOTr) for evaluation last August 03, 2023. The same
was recommended for approval and endorsed to the Land Transportation Franchising
and Regulatory Board (LTFRB) last August 04, 2023 for final evaluation. Subsequently,
the CGB presented the LPTRP to the Board in a virtual meeting held via Zoom last
October 04, 2023.

Last November 30, 2023, the LTFRB en banc issued Board Resolution No. 099 series of
2023, which resolved to issue the Notice of Compliance (NOC) for the LPTRP submitted
by the City of Butuan, pursuant to the recommendation of the evaluating team DOTr and
their LTFRB counterparts. The NOC will be awarded by the LTFRB - Regional
Franchising and Regulatory Office to the CGB today, December 19, 2023.

II. Routes and Number of Units

There are seven (7) rationalized PUJ routes consisting of four hundred sixty-five (465)
units under the approved LPTRP of Butuan City. These routes are as follows:

III. Ways Forward

After the issuance of the NOC, the LGU will enact an ordinance adopting and approving
the LPTRP. The said ordinance will be endorsed to the LTFRB, which will be used as the
basis for the issuance of an LTFRB Memorandum Circular officially opening the routes
under the LPTRP for application for franchise issuance.

Meanwhile, the LGU may update the LPTRP three (3) years after its approval.
