SECTION 012700
METHOD OF MEASUREMENT
STANDARD NOTES ON MEASUREMENT
1. These notes are intended as a guide only to the method adopted in the preparation of
the Bill of Quantities and the measurement of the Works. Contractors must note that
rates for items must include furnishing and everything necessary for the proper
execution, erection, completion and maintenance of each item and that all auxiliary
work is included unless specifically otherwise stated, measured or excluded in writing by
the Engineer.
2. All items are measured net as fixed in position.
3. Rates must include work at all levels, furnishing, transportation and installation,
materials and goods, scaffolding and testing where applicable. Each item includes also,
unless otherwise specifically stated, all labor in making, materials, goods and all costs in
connection therewith (e.g. conveyance, delivery, unloading, storing, unpacking,
returning packing, handling, hoisting, lowering and the like), fitting, setting and fixing
materials and goods in position, all square raking and curved cutting, waste of and laps
in materials, use of plant, temporary works, patterns, models, templates, samples and
establishment and overhead charges and profit.
4. Quantities are billed to the nearest whole unit. Fractions of a unit less than half are
disregarded and all other fractions are regarded as whole units.
5. All quantities are quoted in metric (S.I.) units of measurement.
6. All rates shall be quoted in Local Currency.
7. Attention is also directed to the Specifications and Drawings, which contain further
notes on all work, required and which are deemed to be included in rates quoted in
attached Bills of Quantities.
8. Rates include supplies, transportation, installation, dismantling and removal of

materials, temporary facilities, and machineries, hand tools, which are provided by the
Contractor at the site.
9. Rates include cost of removal of rubbish and debris from the site.
10. Full payment for any equipment shall not be made until the equipment has successfully
passed acceptance testing. After installation, but prior to successful testing, each
equipment shall be paid for at 80 percent of the unit price stated in the BOQ.
The Engineer shall withhold full payment on any equipment deemed unsatisfactory due
to any defect until such defect has been corrected in accordance with the intent of
Contract Documents.
If within the Defects Liability Period, any equipment, although originally accepted, is
actually not acceptable due to subsequent defect, the Contractor shall repair or replace
the defected equipment at his sole expense, and the Defect Liability Period with respect

to that piece or equipment shall be extended accordingly.
Rates for all equipment include for testing at manufacturer's premises and for all spare
parts needed during the Defects Liability Period.

12. Rates shall represent full compensation for all plant, materials, transport, labor,
equipment, temporary works, establishment, overhead, profit, and tax charges required
to complete the work described in this sub-section of the specification and/or on the
drawings.
13. Rates shall include all facilities and equipment for testing and inspection by the
Employer's representatives, including transportation.
14 Rates for all equipment including locally testing at manufacturer’s premises and for all
spare parts needed during the Defects Liability Period.
15 Any item that is required for a specific task and does not have a special corresponding
item in the BOQ is considered included in the price of this task.
16 Rates shall include wiring to and from equipment, cables, cable trays, conduits, panels
and all accessories.

CONCRETE

tapes, steel reinforcement, steel beams, tying wire, spacers, bolsters,

sealants, water-stops, curing compounds and sleeves for embedded
articles.
 Design and erection of formwork, strutting, fixing at various levels, boxing
out, forming construction joints, and the like, chamfering of exposed
corners and edges, fixing sleeves for all embedded articles, fixing of water-
stops, forming holes blocking, boxing, ribs, props, fillets, cleaning and
everything necessary for fixing and removal of forms.
 Making and testing concrete cubes.
 Transferring and casting concrete, compaction, grading, trowelling,
forming channels, grooves, chases, rebates, construction and control
joints and the like, all kinds of grouting, working around obstructions and
curing.
 Curing of different cast elements.
 Testing of all ingredient materials of concrete, and testing of concrete.
 Removal of forms and finishing of concrete surfaces.
 Testing of concrete elements including, but not limited to core testing.
 Steel Reinforcement cutting reinforcing bars and steel mesh to length,
bending, splicing, cleaning, placing in position fixing of all spacers and
accessories and tying of wire.
 No reduction from the measurement shall be made in respect of:
 Any purpose made hole or opening which has an average cross-
section area less than 0.2 m2.
 Volume occupied by any reinforcement, and the like embedded into
concrete.

Concrete Slabs-on-grade
m2/m3 Classified according to thickness of slab.
Measured in sq m for concrete layers up to 200 mm thick and in cu m for

concrete over 200 mm thick.
