METHODOLOGICAL STATEMENT

UPGRADING OF NZERA CENTER ROADS (1.0 KM) TO DOUBLE SURFACE


DRESSING BITUMEN STANDARD

TENDER NO: AE/092/2022/2023/GTA/W/67

Immediately after signing the contract, we shall provide and install project signboards
after registering the project with CRB/OSHA and at the same time organize with our
bank and/ or insurance company for the sureties and insurance cover respectively.
Mobilization and site establishment
Personnel: Key positions are all well experienced in road and drainage construction
works.
The Bidder intends to use all locals as labourers with the first taking up the major part of
the work force on site. On average 20 local staff per month will be employed for the
execution of the works.

Mobilization of Equipment: Most of major construction equipment will be mobilized to


site in 7 to 14 days’ time as per work program and progress requirement.
The updated schedule for mobilization of construction equipment will be given once we
are awarded the contract.

Establishment of Contractor’s Camp: We have a plan to have an office at site which


shall be used for all pre-casting and centre of operations coordination. However, we
intend to set up a construction camp for the execution of works and materials delivery.
The camps’ set up is based on the best convenience and minimum delay for carrying out
the works on site.

Supply of Material
 Cement used for structures will be purchased from local cement manufacturers
depending on availability and requirement.
 Consumables such as Fuel, Lubes and other materials will be purchased locally
 Reinforcements for structures: will be Imported/purchased locally depending on
availability.
 Sand for concrete structures: same sand source will be used as provided in the
materials report in the bidding document.

We will import necessary materials early enough to go through the approval application
process to avoid any delay caused by the lack of materials.

CONSTRUCTION METHOD OF MAJOR WORKS
Construction Survey: After the Contractor has received Project drawings and all
relevant information such as the benchmarks, the contractor’s survey team shall identify
them on the ground and shall set out the works. The Contractor will survey existing
original ground levels and submit all data to the Engineer for approval.
The survey will include Construction Pre-survey, Control Survey and Completion survey.
A qualified Land Surveyor equipped with relevant surveying equipment will perform this
task.

Construction of any pavement layer such as road base will be re-surveyed after
constructing it to ascertain its correctness and if it strictly conforms to the requirements
before constructing the next layer.

The Engineer will appoint a qualified representative to be present during all relevant
survey works to witness and certify the correctness of all measurements. Only after the
Contractor gets the verification and approval from the Engineer for the survey data, will
commencement of any activity start.

Earth work roads Construction


Borrow Pit: Borrow pits shall be located, sampled and tested so that the material from it
(borrow pit) meet minimum requirement of the contract specification. Excavated soils shall
be pre-determined for their suitability for re use to backfill as, fill materials, G15, G25, and
G45. The overburdens of the borrow areas shall be stripped off by appropriate equipment.
Any contaminated materials or unsuitable materials shall be disposed away.

Clearing and Grubbing: Excavator and or grader will remove the bushes, trees and
vegetation within the specified area. All material removed from such operation shall be
disposed of properly and all the construction procedures shall be in accordance with
contract Specifications and drawings.
Removal and Stockpile of topsoil and Common Excavation to Spoil; excavator, tippers
will be used for this operation. The contractor as directed by the Engineer shall dispose
of inferior material.

Removal of existing structures, trees and pavement layers will be done by an excavator
and tippers to haul the material for spoiling.

G3/G15/G25/G45, whichever is appropriate, layer construction will be strictly according


to the requirement of the Specification. The material will be from the approved source.

In order to control the level and compaction strength, the roadside stakes will be marked
indicating each layer’s compaction thickness. Special care will be taken for checking the

moisture content before the compaction of any layer. The Contractor will use competent
Vibrating compactors to ensure the compaction strength is reached.

Only when the compaction strength of each layer has met the requirement of the Contract
and all test results have been approved, can the next layer be started.

The Contractor will arrange, excavator, motor grader, dump trucks, vibrating roller and
water tanker for the construction of these activities.

Wearing course Construction: This work includes construction of sub-base and base
course.

Natural gravel materials for this purpose shall mainly come from the approved borrow pit.
Samples shall be taken for testing and the test results shall be submitted to the Engineer
for approval before opening of the borrow pit and extraction of the material.

Extraction of approved materials, hauling, dumping, spreading, mixing with Portland


cement, leveling, watering and compaction to the required level and tolerance shall be
completed in accordance with contract specifications and drawings.

The same construction method and equipment as for the above-mentioned works will be
adopted for construction base course layer (C1 layers) to ensure the quality of the work.

Heated bitumen MC 30 shall be shall be applies on a dust free base course followed by
a curing period so as to seal the water proof.

Surface dressing.

The Contractor would submit to the Engineer full details of the construction plant he
proposes to use and the procedures he proposes to adopt for carrying out the permanent
works in a form of detailed construction plan. All construction plant used in the mixing,
transportation, laying and compaction of bituminous material would be of adequate rated
capacity, in good working condition.

Drainage works: Installation of new pipe culverts and concreting works shall be carried
out concurrently with earth works so as to efficiently utilize allocated contract period of 6
months. Installation of service ducts of PVC if so required shall be installed at approved
locations.

Construction of grouted stone pitching will start immediately after MC-30 and shall run
parallel with installation duct marker blocks, galvanized gabions for road protect and
landscaping.

Thermoplastic road marking shall commence at the same time grassing will be done and
other road ancillary works prior to site handover.

Safety and Environment: Given the nature of works and its location, we are obliged to
implement a sound traffic management programme so as not to disrupt the flow of traffic
and at the same time ensure continuous work execution and safety to persons on the
construction team. Therefore, during execution of this project, safety standards will be
ensured in accordance with the company safety plan. Furthermore, we shall take care of
the environmental influencing factors and implement the required measures in order to
save the environment around the works.

Quality control and checking procedure, cross checking, sampling and supervision will
be performed at each work as approved by the project manager. Each work process shall
be checked as directed to ensure quality that meet the standards.

General overview: As an experience and prudent contractors, considering the physical
site requirement and specifications issued by the client, we shall ensure that all the works
executed under this contract meet the required standards. Particular quality management
system shall be analyzed and put in place on site in order to make the working
environment safe and bring out a qualitative output. All the sections of the works shall be
provided with enough barricading setup to highlight critical activities. It shall be ensured
that the traffic is not interrupted due to the ongoing construction activities. Optimum care
shall be taken that no construction wastage or any debris remains on site or adjacent
area and hinders the traffic. All and any works executed on the site shall be approved by
the Engineer and if needed rectified as per instructions.
