1 GENERAL CONDITIONS AND SYSTEM INFORMATION
1.1 Instructions/ Information to the Bidder

1.1.1 Terms and conditions

1.1.1.1 The bidders shall submit duly complete and signed package details with price
proposals appropriately.

1.1.1.2 Government taxes shall be separately provided.

1.1.1.3 All the information requested in the specification shall be furnished with the
offer.

1.1.1.4 Failure to furnish the above-mentioned documents and details may result in
the offer being rejected.

1.1.1.5 This offer is subjected to full compliance and acceptance of the conditions
contained in the bid document.

1.1.1.6 LECO may accept any or all items of the offers.

1.1.2 Quotation validity period

As per Tender Document
1.1.3 Delivery of Central Dispatcher Unit and the Camera Units
The materials/software should be delivered to Head Office of Lanka Electricity
Company (Private) Limited, situated at no 411, Galle Road, Colombo 03.

1.1.4 Expected Delivery Schedule

Bidder shall deliver all the camera units and the Dispatcher unit software installed
on the servers provided by LECO within 8 weeks of the letter of award.

1.1.5 Expected Mounting Facility

The unit shall be available for mounting the unit in any of the horizontal or angled
flat surfaces of the body of any of the vehicle types by means of a magnetic base.
Charging facility that is noted as technical particulars for the same shall be supplied
with the unit and length of the charger cable shall be at least five meters.

1.1.6 Payment terms

Payment for the base procurement as per Tender Document.

2.1 Scope
Vehicle mounted PTZ cameras shall be complied with to communicate and forward real-
time video stream over LTE mobile network and Wi-Fi to a central server. In the electricity
distribution system, mission critical activities such as maintenance operations and
emergency breakdown management are expected to be monitored using these units, using a
real-time video stream and the units shall be capable of being operated through the main
dispatcher unit in LECO Control Center, or another nearby mobile equipment via Wi-Fi. The
camera may be equipped with other intelligent capabilities as well. The specification of the
vehicle mounted camera unit is provided under Section 3.

2.1.1 Vehicle Mounted PTZ Camera Units

As mentioned in the Scope, the camera shall be supported for use in Mission Critical
activities and the camera unit shall include Camera, Rechargeable battery, Battery Charger,
Mounting Bracket/Tri pod, and all other required accessories. The camera shall be
supported for storing recordings on SD cards for later use and to access recordings and real
time remotely from a Central Dispatcher Unit. Vehicle mounted cameras shall be capable of
connecting with the central dispatching unit over LTE network and via Wi-Fi network.

2.1.2 Central Dispatcher Unit

Central Dispatcher Unit includes the required dispatching/controlling software platform

with one-time license to connect all the camera devices and the Network Keyboard to
perform PTZ functionalities and video playback on the cameras from the LECO Control
Center.
The bidder should mention the required server specifications for the central dispatcher
application and the database in the offer.

2.2 Evaluation Criteria

An evaluation will be carried out considering the technical acceptability of the total package
on LECO and considering the compliance of the required technical specification and the
total cost of package.
LECO will reserve the right to purchase any number of camera units at any time per year as
per LECO requirement.

Please note that failure to submit any of the following shall result in rejection of the
offer.
1. Authorization letter

2. Certificate of incorporation
Legal Status defining the constitution or place of registration and principal place of
business of the Bidder.

3. Duly Signed Price schedules as in Bid Document

4. Technical Particulars
The technical particulars of the product shall be submitted with the offer by
completing the schedules in section 3 of this document. The technical schedule on the
offered item shall be duly completed and signed by the bidder.

5. Complete Technical Literature including

a) Complete technical catalogue on main item and the accessories
b) Product Catalogue describing the operational features of the camera.
c) Details on possibilities and availability on mounting to the vehicles and on
ground as required.
d) Capabilities and features of the dispatcher software and the network link
with camera devices.
e) Product catalogue describing the operational features of the Network
Keyboard.
