I did my project In their upcoming shopping complex project in Kochi which had an estimated size
of 9000square feet .works carried out in the site at my time of visit were mainly are Welding ,

holidays every month for every employee.

and welfare at construction sites

out this should include: After studying these websites I went on to conduct a detailed inspection of the worksite and also
 sources of information consulted; inquired with workers whether they are facing any difficulty during work and through this enquiry I
 who you spoke to; and made an assumption about how well the workers were aware of company health and safety

Moral, general legal and financial arguments for all actions

Moral, general legal and financial NORA have been well respected and reputed organisation over the nation for the importance and
arguments priority they show in developing and maintaining a good health and safety culture at their
workplaces. Everyone individuals stepping on the site has family and a home to return to safely
without any injury or harm from the workplace thus NORA always believed that it was their
responsibility towards Workersprovide and ensure a safe working condition is available. Pain and
sufferings are only for workers and their family in case of any accident occurring. Thus organisation
always conducts every necessary training section and also provide best safety environment
necessary in order to keep the workers safe from every harm and hazards.
Looking into the financial aspects it is also beneficial for an organisation to provide adequate safety
at worksites having accidents or incidents can really disrupt the harmony of good working and lead
to a negative culture.

Accident at worksite will be leading to valuable loss in production time along with property damage
and other expenditures. There are expenses such as first aid treatment facility to injured employee,
sick pay to the injured employee such expenses can’t be even included in the insurance section as
they are indirect costs which management are responsible to pay. Along with the good will and
brand name, loss or reputed image build by the company over the past few years, loss of staff
Morale slowing down the work rate, along with training and recruiting a new staff in place of injured
worker are all loss of finance. Considering all these financial expenditures it is better for
management to provide maximum standards for health and safety conditions at work site
Increase in accidents at worksites all over the world has led to introduction of legalities for the

welfare and safe working of worker community at construction sites. International labour
organisation (ILO) has laid down Laws, convention and recommendation for the safe working of
organisation. NORA strictly follows every rules and regulations set from the ILO along with national
law and enforcement orders. Management believes that violation of these guidelines and
recommendations may result in certain legal enforcement such as stopping in particular activity until
the improvement is made. along with certain civil claims from the injured worker who have been
Harmed by working in company or by working methods of the site these claims can be evenmade
years after leaving the company that management are responsible to pay.

Justification for action 1

Specific legal arguments The ILO Convention C155 and Recommendation (R164) state that employer must make sure that
the working process is reasonably safe. The ILO code of practice (COP) safety in the use of
chemicals at work gives specific advice on the appropriate measures that employers must make to
protect workers against the risk identified by an assessment of risk. The ILO code of practice
recording and notification of occupational accidents and disease requires employer to report cases
of occupational asthma to our nation’s health and safety regulator. According to R156 working
environment Article 2 it is the duty of the employer to arrange a hazardous free environment to work

Consideration of likelihood AND severity As the workers were working without proper PPE The likelihood that workers or anyone getting sick
from inhaling the dust particles coming from grinding activities seems Very High because workers
are working close to the dust particles and also lack of protection and control measures for a long

hood and danger of getting exposed to hazard substance

Severity of this hazard is set at major category as it is very probable that workers will be subjected
to disease such as respiratory problems, irritations, skin allergies lung problems, asthma, which
require hospital treatment for workers working close to the source. for distant people it will be
minimal level
How effective the action is likely to be in
The dust enclosure will have a sudden and major impact on controlling the amount of dust in
controlling the risk. This should include:

Specific legal arguments C167 safety and health in construction convention 1988 (no 167) article 27 law states that
explosives shall not be stored, transported, handled or used except under prescribed conditions
from national laws, and by competent person who shall take steps to workers and other persons
are no exposed to risk of injury
Article 29 of the same law states that employer should take all necessary precautions to avoid the

risk of fire, bring about quick and safe evacuation of persons. Sufficient and suitable storage shall
be provided for safe storage of flammable liquids, solids and gasses
R164 occupational safety and health recommendation, 1981 (No. 164) prevention of fires
explosions and measures to be taken in case of accidental fire
Consideration of likelihood AND severity In the site working of welding workshop and storage facility of flammable materials like fuels and
oils were very close which in any accidental situation may cause explosions in worksite while
working together. There is no separate room for storingmaterials also nothing separating both flame
and flammables which puts likelihood of explosions occurring in a HIGH situation

Severity table is same as rated in the justification 1. Severity is ranging from major to catastrophic
region as the fire explosion may be uncontrollable that can cause lot of smoke and fire waves that
can lead to burns to skin and body parts ,casualties, deaths and destruction of structure and plants
causing a major disaster at plant that are beyond repair

Flammable materials are kept in an open condition close to a welding workshop which by any
controlling the risk. This should include:
chance of spark or welding debris will lead to an explosion causing damages to structure and

Specific legal arguments ILO convention C127 maximum weight convention 1967 (no. 127) and recommendation (no 128)
states that for fixing a weight limit in the manual handling ,giving sufficient rest time and also avoid
workers who are below 18. Article 6 of the 127 explains that in order to limit or to facilitate the
manual carrying of loads necessary technical devices shall be used as much as possible.
Article 5 of C127 states that each worker shall take appropriate steps to ensure that any worker
assigned to carry manual load carrying of loads other than light loads requires adequate training to
safeguarding health and prevent accidents
Consideration of likelihood AND severity Likely hood of worker getting injured from manual loading seems very likely as the workers are
carrying the load behind their back for a long distance with improper lifting technique and overload
without proper support and assistance that makes the task more difficult and increases the likely of
worker getting injured to very HIGH category
Severity is same as in listed above in justifications 1. Severity is rated as Major category for
workers who are carrying the load daily as consequence of unsafe manual handling may lead to
back injury , muscle pain, hernias, WRULD it will be minor injuries such as sprain and strains that
can be cured from first aid itself for workers who carry loads for just a single day or particular
occasions only
How effective the action is likely to be in
Purchasing a forklift truck to transport loads will minimise the manual handling efforts on the
controlling the risk. This should include:
workers and also reduce the risk of getting injured from it. Fork lift can transport more load in the
 the intended impact of the action; short amount of time while comparing to manual loading and also reduce the efforts put in while

How the risk assessment findings will be After the risk assessment is completed I will be conducting a meeting with the higher officials such
communicated AND who you need to tell as site manager, finance manager, site in charge and will be giving them a copy of my findings and
also will be communicating regarding the current hazard conditions at site. And few copies will be
posted in the notice boards of each section. I will meet the workers and talk with them regarding the
current working scenario and the control measures. I will ask the workers to conduct trainings to
deal with emergency situations such as conducting a fire drill. I will be uploading my findings in
company’s website and other communication methods were workers can easily gain access to
these information anytime
How you will follow up on the risk For checking the progress I will set a reminder before 5 days at my phone of the each
assessment to check that the actions recommended action. To ensure the work is in progress I will be calling the workers personally on
have been carried out their mobile number. If I feel the actions are not going to be completed on time I will asking
questions to the officials regarding the delay and its justifications and will be trying to provide
awareness of the situation that is present. and also if there is more delay even after awareness I
will send mails to higher management authorities like managing director ,finance manager, plant
head regarding the situation .if needed I will be arranging personnel meeting with the individuals
