1. PURPOSE:

Purpose of this statement is to establish procedure for Site Mobilization works and
temporary facilities to ensure that all procedure in accordance with Project requirement.

2. SCOPE:

MOBILIZATION PLAN AND SITE SET-UP

Upon Contract award, Castle Infrastructure Contracting W.L.L will act promptly to mobilize
the required resources without any delay; our mobilization plan includes the checking our
resources and the site for its suitability for setting up the site facilities.

SITE ESTABLISHMENT AND FACILITIES PLAN FOR SITE SET-UP

Based on availability of space, after approval from the Client / Consultant on the layout
plan, adequate site facilities shall be constructed in a location to accommodate all Site
offices and temporary stores. The site offices for the Consultants will also be set up as per
requirement described/detailed in the contact documents.

A lay down area will be set up and to be properly fenced. The demarcation will be done for
identifying the areas of different activities.

Resources include the Technical and Administrative Staff, Labour, Plant, Equipment,
Vehicles and materials that shall be mobilized to the site location for the construction of the
works to cater the required progress rate as per the froze baseline program.

3. RESPONSIBILITY:

3.1 Project Manager/ Construction Manager: Directly supervises the Site Engineers ,
QA/QC Engineer, Safety Officer and Surveyor on the site and has full control over the
use of labour, plant and equipment. He ensures that the work is carried out in full
compliance with the specifications and safety requirements of QU/QDC.
3.2 Site Engineer /Supervisor : A full time Site Engineer /Supervisor shall be present at
site when the work is in progress and is accountable for the work progress including
safety and Quality aspects.
3.3 Electrical Engineer/Electrical Supervisor : A full time Electrical Engineer/supervisor
shall be present at site when the electrical work is in progress and is accountable for
the work progress including safety and Quality aspects.

3.4 Safety Officer: Responsible for safety related matters such as work permits and PPEs.
Ensuring that all workmen follow the safety regulations during the mobilization and
other related work.
3.5 Surveyor is responsible to establish benchmarks and provide the levels and
coordinates wherever necessary.

3.6 EQUIPMENTS &TOOLS

Hand and Power tools,Plate Compactor/ Roller compactor/Jumping compactor,Concrete mixing


machine,Hilti Machine, Drilling Machine, Grinding M/C, Steel Cutting Machine, Wood Cutting Machine,
Shovel, Excavator, Jcb, Mobile Crane/ Accessories, Water tanker, Grader, Low Bed, Dump Truck and
Trailer, Crane Mounted Pickup, Air Compressor /Jack hammer and Bobcat, Telescopic Forklift,
Scaffolding Material,Electrical Tool Kit including Crimping tools, Hydraulic Cable cutter, Electric
drill,Torque wrench, PVC rope, Insulation resistant tester, Insulating tape, gland kit, Electrician’s fitter
tool box, Vacuum cleaner, Total stationand other survey accessories

4. PROCEDURES:

Down below are the list of items that are needed to be installed on the temporary site area :

 Portacabin site office .


 Temporary sign board .
 Toilet.
 Sewage holding tank.
 Over head potable water tank.
 Rest room .
 Water cooler.
 Cement Store
 Diesel Generator
 Steel & carpentary yard
 Carpentry yard
 Stacking area
 Car park
 Provision of Temporary Power Supply
 Smoking Area.
 First AID Room

The approved site temporary facilities layout clearly shows the locations of the above mentioned
items on the site. The arrangement and installation would be done accordingly using total station,
dumpy level and survey accessories. The procedure for the installation of the above mentioned
items is hereby individually explained as below

Portacabin site offices:

 The necessary preparation of a firm and even ground surface where the site port cabin
office would be placed will be done. Before transporting the portacabin offices to the site
the blockwork foundations for the same would laid prior to the shifting of the portacabins
to the site .
 Then after the necessary curing and strengthening of the foundations a portacabin
would be carefully transported to the site and off loaded from the trailer truck by a crane
and accessories of the required capacity. Crane is to be arranged well in advance at site
prior to the transportation of the portacabins and entire area affected by the lifting
operation shall be barricaded and safety sign boards shall be placed in postion and entry
of any unauthorized personnel shall be restricted to the area.
 Lifting and unloading of all the portcabins, shall be proceed as per the lifting plan and
crane will be set up as per manufacturers instructions.
 All lifting activities shall be done by Lifting Supervisor, rigger and banksman and
monitored by HSE personnel.
 Only after thorough confirmation of the cabin firmly resting on the foundations, the belts
and the deshackles would be dismantled .After the installation, the necessary entrance
blockwork steps for a clear and proper access into the cabin would be laid.

Material Store Room,Sample room,Rest Room,First AID Room

 The location of the Material Store Room,Sample room,Rest Room,First AID Room is as
shown in the layout drawing.
 The necessary preparation of a firm and even ground surface will prepared and well
compacted .

Toilet, Wash Area & Sewage holding tank:


 The location of the toilet is as shown in the layout drawing. The necessary preparation of
a firm and even ground surface will be prepared & would be laid over which 4 nos
Portable toilets with a WC in each and a common wash basin
 The toilets would be having individual flushing system and a Soap/Soap Dispensor will
be installed near the wash basin..
 The location of the underground sewage holding tanks is as shown in the layout
drawing.
 They are of size 4 m x 3 m x depth 2 m (which includes the working space too) would
be dug by an excavator. After reaching the required level, the area would be leveled and
a concrete blinding of 75mm would be laid, followed by a blockwork all around the
excavated edges to receive the sewage holding tank.
 All client approved lifting equipment( boom truck) and accessories shall be arranged
well in advance at site prior to the transportation of the sewage tanks . All required
barrications and safety sign boards will be put up.
 The sewage holding tank would be lowered in the pit .All lifting activities will be done by
certified rigger ,Lifting supervisor and banksman under the observation of site engineer
and safety officer.
 Lifting operation shall proceed as per the approved lifting plan and manufacturer’s
instructions.

 The necessary drainage connections of Portacabin site offices ,toilet,wash room will be
laid/fixed by a competent plumber.
Overhead /Ground Potable Water Tank , Water Cooler:
 The appropriate location for the potable water tanks( 4nos) as shown in the layout. one
tank would be placed at a height of 3m above the ground (level to have a sufficient
gravity pressure flow) on a wooden platform supported by scaffoldings pipes on an even
and firm ground . Care would be taken to install a maintenance ladder and side rails to
have a safe clear access during refilling/maintenance of the water tank. Balance water
tank shall be placed on the plinths on the ground.
 The necessary plumbling connection from the over head water tank to the toilet ,
portacabin site offices, fire water tank and water cooler would be done by a competent
plumber.
 The water cooler of a standard quality would be installed for the labour /staff in general .
Care would be taken to see that the cooler would rest on a clean and firm ground .
Aggregates would be laid around the water cooler to prevent the area.see that any
spilled water makes its way into the holding tank. A competent electrician would be
assigned the duties to make the necessary electrical connections.

Carpentry Shed,Steel yard,Fabrication Shed,Stacking Area,Steel Yard:


 The Location of Carpentry Shed,Steel yard,Fabrication Shed,Stacking Area,Steel
Yard marked as per the approved site Mobilization layout plan.
 The preparation of a firm and even ground surface will prepared and well
compacted.
 A floor of 75mm thick M20 concrete would be laid on a well compacted and
cleaned ground surface.
 Then using white wood battens/ metal poles(grounded and erected in concrete) a
metal sheets would be erected in roof

Car Shed/Skip :

 Area for Car park and laydown shall be indentified , graded levelled and
compacted by approved equipments.
 A floor would be laid on a well compacted and cleaned ground surface. Then using
white wood battens/metal poles (grounded and erected in concrete) a shed would
be erected to form a temporary parking shed.
 Entry and exit sign boards for car park and laydown area shall be displayed.
 Individual car parking bays shall be identified and marked.

Site temporary sign board and Fence works :


 The Site fence work held by Metal Posts at 3.2 metre intervals as per drawing
attacjed all along the periphery of the Temporary Site Facilities. The coordinates of
the site shall be plotted using total station and survey accessories.
 Then the posts foundation would be marked for excavation. The posts will be
inserted within concrete foundation and firmly burried and held into the ground.

Barrier/Gates will be provided at the entrance and exit of the site facilities to have
proper control over the flow of men/material and vehicles.
 The Master Point/Assembly Point will be clearly identified with a sign board. Also
emergency numbers will be displayed at all the prominent locations.
 The site temporary sign board location and specifications would be in conjunction
with project specifications and the approved drawings.
 The structure basically consists of a galvanized iron support embedded in SRC
M20 concrete( foundation). The depth of the concrete foundation would be 40 cm
and width 40cm .
 The support would hold and display three distinct sign boards mentioning the
client, name of the project ,consultant and main/civil contractor respectively . The
boards would be displayed both in English and Arabic letterings .
 All work would be safely carried out by using good firm scaffolding by an
experienced carpenter only.

5. QUALITY CONTROL:
 All the material would be handled with care and proper measures would be taken to
prevent any damages.
 The materials would be stocked properly with regards to quality and safety aspects.
 Quality control for the activity shall be exercised and recorded in accordance with the
quality requirements.
 Work Inspections shall be raised stage wise for all individual activities as per the
requirement.

6. HEALTH & SAFETY:


 All Staff and Workmen shall wear Personal Protective Equipment.
 Toolbox meetings shall be conducted everyday before commencement of work.
 Experienced workmen shall only be deployed for the work.
 All personnel shall be cautioned while working near live lines and other services.
 Hazard identification shall be done during toolbox meetings especially for heat
exhaustion, poisoning, handling chemical material etc.
 All Scaffolding works shall be carried out to project requirements in presence of
scaffolding inspector.
