Plant Description

This proposal is for the Replacement of gas turbine and generator and HRSG with a new
and more efficient gas turbine (M701JAC).
Sakra Repowering Plant has been designed around the class leading, proven J class
gas turbine technology of Mitsubishi Hitachi Power Systems, Ltd. The gas turbine will
use natural gas as the duty fuel and diesel oil as standby fuel. In addition, the gas
turbine will be able to operate with i) a mixture of regasified ethane and natural gas, and
ii) a mixture of regasified LPG and natural gas.

The general scope of the Project is as follows,


I, Main scope
a. Gas turbine, gas turbine inlet air system, lube oil system, fuel gas system, GT
diesel oil system, gas turbine exhaust system ,HRSG, BFP, Deaerator, Evaporator
pumps, SCR, Aqueous ammonia storage tanks, GCB, IPBD, transformers,
switchgear, UPS, tariff meter, battery chargers, connection with existing 230 kV GIS,
firefighting system, integration with existing DCS.
b. Decommissioning, isolation and emptying of fluids of the existing GT12 and
generator, direct auxiliary systems and ancillaries, HRSG, BFP, Deaerator,
Evaporator pumps;
c. Proper cleaning, packing & labelling, transport to a designated area in Jurong
Island for storage of the existing GT12 and generator, direct auxiliary systems and
ancillaries, HRSG, BFP, Deaerator, Evaporator pumps. Packing will be seaworthy
for the Owner to export the equipment via ocean freight.

Power Generation Distribution System


The Power generation system will consist of Gas Turbine Generator12. The connections
between the generator breaker and the step up transformer, to the Unit Auxiliary
transformer and to the excitation transformers will be by means of isolated phase bus
duct. The connection from primary side of the step up transformer to 230kV substation
will be by 230kV cable. The cable will be laid in trench and road crossing portion will be
laid in duct bank before entering into the cable cellar of the 230KV GIS.
Connection between Unit and Auxiliary transformer and the respective switchgears will
be provided by cable and routed in tray, conduit, or underground conduit as applicable.
Power will be distributed within the plant at 23.0 kV, 6.6KV and 400V three phase, 230V
AC, 220V DC and 230V AC UPS.

The power to the Plant auxiliaries service will be supplied from 230KV GIS substation
through the GTG12 bay (Bay No 01) utility during plant start-up, shutdown and
maintenance periods. The power during normal operation will be supplied from the
generated power and emergency power shall be provided through an Existing 400V
EDG unit connected to the existing Essential distribution board on blackout condition for
safe shutdown of GTG12 unit. .

Erection and construction of the plant will be performed by Jurong Engineering Ltd (JEL),
who have the most current and up-to-date experience of constructing plant in Singapore.
The combination of carefully validated and own manufacture core technology, together
with the application of lessons learned from current projects, will allow the consortium to
design, build, and commission a flexible, state of the art plant to meet the demanding
requirements of the Singapore energy market.
