1.1 REFERENCE
1.2 GENERAL
Furnish and install 13.8 kV Indoor type Medium Voltage Switchgear equipment as
indicated in plans.
1.3 SUBMITTALS
A. The contractor shall prepare and submit for approval the following:

1. The circuit breakers shall be horizontal draw out type, capable of being
withdrawn on rails. The breakers shall be operated by a motor-charged stored
energy spring mechanism, charged normally by a universal electric motor and in
an emergency by a manual handle. The primary disconnecting copper contacts
shall be silver plated.
2. Each circuit breaker shall contain three, vacuum interrupters separately mounted
in a self-contained, self-aligning pole unit which can be removed easily. The
vacuum interrupter pole unit shall be mounted on cycloaliphatic epoxy supports.
A contact wear gap indicator for each vacuum interrupter, which requires no tools
to indicate available contact life, shall be easily visible when the breaker is
removed from its compartment. The current transfer from the vacuum interrupter
moving stem to the breaker main conductor shall be a non-sliding design. The
breaker front panel shall be removable when the breaker is withdrawn for ease of
inspection and maintenance.
7. The control voltage shall be from a DC source which is also included in the
supply of the switchgear manufacturer.
9. Constant voltage battery charger, 230V, 60Hz, input, 48 VDC output, equipped
with automatic switch over float/boost charge or vice versa. The charger shall be
self regulating to maintain the required volts/cell and shall be provided with an
equalizing charge switch to charge the battery to the required volts/cell. The
charger shall be enclosed and provided with a DC voltmeter and DC Ammeter.

B. Construction:
1. The switchgear shall be free standing, indoor, metal clad, modular, with-drawable
type (Main VCB), front-access, accommodating all equipment shown on the
drawings and herein specified as forming part of the switchgear together with all
other equipment necessary to complete the switchgears.
2. The switchgear shall be built out of galvanized steel framework, fitted with
removable sheet metal covers and hinged sheet metal doors, with key lockable
handles, over compartments, control, instrumentation and protection panels.
Provide windows in doors as necessary to enable circuit status to be clearly
visible. Common locks and keys shall be provided. The steel framework shall be
of sufficient size to carry the components and shall be capable of withstanding
horizontal loadings. Steel covers/doors shall be made from minimum 2.5 mm
material. All material work shall be bonded to the earth bar. All equipment and
3. Starred washers shall be used to provide earth continuity between adjacent steel
surfaces. All cabling will enter and exit from the top of the switchgear.
4. The stationary primary contacts shall be silver or nickel plated and recessed
within insulating tubes. A steel shutter shall automatically cover the stationary
primary disconnecting contacts when the breaker is in the disconnected position
or out of the cell. Provide rails to allow withdrawal of each circuit breaker for
inspection and maintenance without the use of a separate lifting device.
5. The switchgear shall be equipped with surge arresters as shown in drawings and
in accordance with the following:
a. Type : Station
b. Class : Heavy Duty
c. Rated voltage : 15KV
d. 1.2 x 50 micro-sec wave : 95KV peak
f. The surge arresters shall conform to the requirements of ANSI C62.1.
g. The arresters shall be equipped with discharge counters.
C. Bus
1. The bus bars shall be copper and shall be installed with flame retardant and track-
resistant shrinkable tube insulation. The switchgear shall be constructed so that
all buses, bus supports and connections shall withstand stresses that would be
produced by currents equal to the momentary ratings of the circuit breakers. A
set of 600 ampere insulated copper main bus shall be provided and have
provisions for future extensions. All bus joints shall be silver plated, bolted and
insulated with easily installed boots. Bus joint cover shall be reusable for field
inspection and maintenance. The bus shall be braced to withstand fault currents
equal to the close and latch ratings of the breakers. The temperature rise of the
bus and connections shall be in accordance with ANSI standards and documented
by design tests.
D. WIRING / TERMINATIONS
1. All wiring shall be color coded, selected and sized in accordance with their
respective loads and comply with Philippine Wiring Regulations. It shall be a
minimum of 1.5mm stranded, 600V grade PVC insulated to 90 deg. C, furnished
with wire markers at each termination. Wires shall terminate in terminal blocks
with marker strips numbered in agreement with detailed connection diagrams.
3. Wiring on cell or panel doors, if not run in PVC trunking shall be neatly loomed
and supported with nylon cable ties at spacing no greater than 100mm.
4. Wiring between panels and hinged doors shall be sufficient length to enable the
door to swing fully open. Provide flexible mechanical protection around each
wiring loom and anchor both ends. Provide bonding jumpers for all hinged doors
and dead-fronts.
5. Provide suitable terminal blocks for secondary wire terminations and a minimum
of 10% spare terminal connections.
6. Neutrals may be looped between indicator lights associated with each cell/panel.
7. Connections and wiring within the switchboard shall be arranged with special care
to prevent overheating resulting from bunched conductors and to give a tidy
appearance.
8. Incoming line and feeder cable lugs of the type and size indicated elsewhere shall
be furnished.
9. All cable labeling shall be read from left to right to from top to bottom for
horizontal or vertically terminated cables respectively.
E. PROTECTIVE DEVICES
5. The device shall have a built-in alphanumeric display capable of displaying the
following information with metering accuracy of one (1) percent of primary
current transformer rating of full scale.
7. Device shall be suitable for operating temperature from –30 deg. To 55 deg. C.
Device shall be suitable for operating with humidity from 0 to 95% relative
humidity (non-condensing).
8. Device Alarm and/or trip contacts shall not change state if power is lost or and
under voltage occurs. These contacts shall only cause a trip upon detection of an
over current or fault condition based upon programmed settings.
F. AUXILIARY DEVICES
2. Voltage and control power transformers of the quantity and ratings shall be
supplied. Voltage transformers shall be mounted in drawout drawers contained in
an enclosed auxiliary compartment. Rails shall be provided for each drawer to
permit easy inspection, testing and fuse replacement. Shutters shall isolate
primary bus stabs when drawers are withdrawn.

H. NAMEPLATES
1. Engraved nameplates, mounted on the face of the assembly, shall be furnished for
all main and feeder circuits as indicated on the drawings. Nameplates shall be
laminated plastic, black characters on white background and secured with screws.
Characters shall be 8mm (5/16 inch) high, minimum. Nameplates shall give item
designation and circuit number as well as frame ampere size and appropriate trip
rating. Furnish master nameplate giving switchgear designation, voltage, ampere
rating, short circuit rating, manufacturer’s name, general order number and item
number.
2. Control components mounted within the assembly, such as fuse blocks, relays,
pushbuttons, switches, etc. shall be suitably marked for identification
corresponding to appropriate designations on manufacturer’s wiring diagrams.

J. ACCESSORIES
a. (1) – Maintenance tool for manually charging the breaker closing spring and
manually opening the shutter.
b. (1) – Levering crank for moving the breaker between test and connected
positions.
c. (1) – Test jumper for electrically operating the breaker while out of its
compartment.
d. (1) – Breaker lifting yoke used for attachment to breaker for lifting breaker on
or off compartment rails.
e. (1) – Set of rail extensions and rail clamps.
K. TESTING
a. The switchgear manufacturer shall notify the Owner two (2) weeks prior the
date of tests are to be performed.
b. The manufacturer shall include the cost of transportation and lodging (if
applicable) for up to three (3) owner’s representatives. The cost of meals and
incidental expenses shall be the owner’s responsibility.
c. The manufacturer shall provide three (3) certified copies of factory test
reports.
3. Field test shall include the primary and secondary current injection test. The
following test parameters are as follows:
a. Long time
b. Short time
c. Instantaneous
d. Earth fault
1. The switchgear manufacturer shall install, test and commission as per contract
drawings.
M. FIELD ADJUSTMENTS
1. The relays shall be set in the field by the manufacturer in accordance with the
approved coordination study.
