EXECUTIVE ORDER NO. 01 SERIES OF 2023

REORGANIZING THE BARANGAY DEVELOPMENT COUNCIL (BDC)

WHEREAS; Section 106 of the Local Government Code of 1991 mandates each
LGU to formulate a comprehensive multi-sectoral development plan which
shall be approved by the sangunian;

WHEREAS; the Barangay Development Council is a special body that shall

assist the Sangguniang Barangay in setting the direction of economic and
social development;

WHEREAS; the Code also explicitly requires the Barangay Development

Council to meet at least once every six months or as often as maybe necessary;

WHEREAS; the Code also mandates the creation of Executive Committee to

represent the council and act on its behalf when it is not in session;

WHEREAS; the Executive Committee and Secretariat for the Barangay

Development Council shall be constituted as follows:

NOW THEREFORE, I, ANDRES BENDULA PANGASIAN, Punong Barangay of

Barangay Langapod, Labangan, Zamboanga del Sur, by virtue of the powers
vested in me by law do hereby organize the Barangay Development Council
(BDC) as follows:
Section 1. Composition. The Barangay Development Council (BDC) is hereby
organized to be constituted as follows:

Section 2. Functions. The Barangay Development Council shall exercise the

following functions:
1. Mobilize people’s participation in local development efforts;
2. Prepare barangay development plans based on local requirements;
3. Monitor and evaluate the implementation of national or local programs
and projects; and
4. Perform such other functions as may be provided by law or competent
authority.
Section 3. Sectoral Committees. In order that the Barangay Development
Council can perform effectively, the following sectoral committees are formed so
it can assist the whole council:

Section 4. Funding Support. Funding support of the Barangay Development

Council (BDC) shall be charged against the fund of the Barangay Government
subject to availability of funds and to the usual accounting and auditing rules
and regulations.

Let copies hereof be furnished to all concerned for information, reference and
guidance.
