The Barangay Development Plan is indeed a strong instrument towards our destiny of
development. With this humble message, may I express the hope that this Barangay Development Plan will
be realized as years passed by thru the help of funding agency for our Barangay that all proposed projects
will implemented for the good of all constituents.

We, the Barangay Officials of Barangay 4 Poblacion Balingasag are very much happy for the success
of planning our Barangay Development Plan and also with great hope the all of this will become successful
and realistic.

My warmest and continued dedication service for the support for all the residents of our barangay
in the implementation of these programs and projects as guide in the future.

PROFILE OF BARANGAY 4 POBLACION

1. BRIEF HISTORY

It was during the administration of Ex-Mayor Hon. Alejo B. Olano when Proclamation
1081 was declared and subsequently PD No. 86 was issued strengthening all local government
units by giving them wide latitude of government powers and representation in all sectors of
the citizenry.

One significant development was the issuance of a law for the creations of
municipalities and barangay with some amendments of the previous laws with conditions and
requirements to meet basic needs.

By this time, the Poblacion with already 4 barangays swelled with people due to
improve trade and commerce. Educational facilities increased with the opening of two colleges
aside from the elementary and secondary levels. A movie house was constructed making
available to the public especially from the rural barangays.

With this development, barangay officials of the four barangays could no longer
diligently deliver the basic services to the increasing population in their jurisdiction. A public
clamor was urgent to increase said local government units to meet demands of services for the
citizenry. So in accordance with law after meeting all the requirement and having fully satisfied
set forth, barangay Poblacion with its number of 4 increased to 6 barangays each with its set of
officials installed by higher authorizations. On December 30, 1973 the 6 barangays were
officially created namely Barangay Poblacion No. 1 up to Barangay Poblacion No. 6.

EXECUTIVE ORDER NO. 03

AN ORDER REORGANIZING THE Barangay Development Council (BDC)

WHEREAS, Art. 182 of R.A 7160, otherwise known as the Local Government Code of 1991 provide for the
formulation of Comprehensive Multi-Sectorial Development Plan;

WHEREAS, such Comprehensive Multi-Sectorial Development Plan shall be initiated by the local
development council and shall be approved by its Sanggunian;

WHEREAS, the Local Development Council shall set the direction and social development within the
barangay;

NOW, THEREFORE, by virtue of the power vested in me by law, I, Rosito E. Vega, Punong Barangay of
Barangay 4, Poblacion, Balingasag, Misamis Oriental, do hereby orders the organization/reorganization of
Barangay Development Council.

Section 1. COMPOSITION. The Barangay Development Council of Barangay 4 Poblacion, Balingasag,


Misamis Oriental shall be composed of the following:

Section 2. FUNCTIONS. The Barangay Development Council shall have the following functions

1. Mobilize people participation in local development efforts;

2. Prepare barangay development plan based in local requirements;

3. Monitor and evaluate the implementation of national and local programs and projects;

4. Conduct meeting each once in every six months or as often as maybe necessary;

5. Perform such other functions as maybe provided by law or competent authority.

Section 3. LDC SECRETARIAT. The LDC Secretariat is hereby created, to be headed by the Punong
Barangay as Chairman, a representative by the Sanguniang Barangay to be Chosen from among the
members and representative of NGO that are represented in the LDC , as members.

Section 4. EFFECTIVITY. This Executive Orders shall take effect immediately.

Done in Barangay 4, Poblacion, Municipality of Balingasag, Province of Misamis Oriental, Philippines this
21st day of April in the year of our Lord Two Thousand and Nineteen.
