“Towards Greater Effectiveness and Timeliness in Humanitarian Emergency Response (ToGETHER)

Mukti Foundation, an NGO based in Tala, Satkhita), is seeking the services of a qualified consultant or
individual to support in the Revision/Development of Finance, Procurement and Logistic Policy/
guidelines that will be used by Mukti Foundation.
Once developed, these policies and other related tools will be implemented to ensure each policy
related perspective inhead office to all Mukti Foundation’s programming activities in achieving the
organizational goal.

For
HiringConsultant to review, update and develop Mukti Foundation existing policies as follows:
Revision/Development of Finance, Procurement and Logistic Policy/ guidelines that will be used by
Mukti Foundation.

etc.
 Interview of different stakeholders (CBO leaders and
community representatives, women leaders, GO:
Ministries, Government agencies and departments
engaged with Mukti Foundation, Donor agencies) in the
field and at office level (as appropriate).
 Also capture direction, opinion, observation of Mukti
Foundation management.
 Review the CRA (Community Risk Assessment) report,
RRAP (Risk Reduction Action Plan) to capture the potential
risk and hazards.

Background
Mukti Foundation is a local Non-Governmental Organization (NGO) started its journey in the southwest
part of Bangladesh since 1996 and subsequently registered with the NGO Affairs Bureau vide
registration No 1391 dated 08/06/1999, Registered with the Society Act. Vide registration no. Satkhira-
124 dated 11.04.2005, Registered with the Micro Credit Regulatory vide registration No. 0000381 dated
23.02.2009 and Registered with the Social Welfare, Reg. No. Satkhira-1092dated on 10.11.2010.Mukti
Foundation has gradually covered a wide variety of program components and geographical coverage.
Activities of the organization are the objectives laid down in its constitution. Mukti Foundation works with
the collaboration of GO, NGO and INGO to empower and establish rights of the less privileged,
marginalized vulnerable communities, person with disabilities, ethnic community and surrounding
environment through multidimensional development interventions.
Mukti foundation implemented several development projects with the financial assistance from Malteser
International, Germany, BMZ and Malteser International, FCDO, European Union, UNICEF, MISEREOR,
BRAC-ESP, PROSHIKA-DFID, DPHE under Ministry of Local Government, Rural Development and
Cooperatives, Government of Bangladesh, Ministry of Primary and Mass Education, Govt. of Bangladesh,
Department of Women Affairs under the Ministry of Women and Child Affairs, Govt. of Bangladesh and
membership in networks withADAB, NGO Forum, BASF, Bangladesh Wash Alliance, Watch Network,
Sanjog

The project activities have been developed and designed in a way to strengthening social cohesion,
localization, protection of women, capacity building of CBO, gender mainstreaming, disability inclusion
and disaster risk reduction among the host communities in the costal disaster-prone areas.

project is funded by Malteser International, Germany. The goal of the project is to reduce the impact of
disasters on local populations in countries of operation through localized, effective, rapid, and
accountable humanitarian assistance. The vision of the project is to promote equal, complementary
partnerships between local/national NGOs and international NGOs. The project objectives are to
strengthen the leading role of local/national NGOs in the humanitarian system ("local leadership") and
the localization agenda at an international level. The ToGETHER program also aims to transcend
organizational boundaries and enable all local and international partners involved to jointly develop
approaches to humanitarian challenges that they would not have been able to realize on their own to
this extent and with this added value.

Thereafter, according to the organizational development plan, Mukti Foundation is looking for a qualified
consultant to develop Finance, Procurement and Logistic Policy/ guidelines for Mukti Foundation.

Objectives of the Assignment:


The objective of this consultancy is to review, update and develop Mukti Foundation existing policies as
follows: Revision/Development of Finance, Procurement and Logistic Policy/ guidelines including staff
orientationthat will be used by Mukti Foundation including staff orientation.

Key Deliverables:
The consultant will be expected to submit the following:
 An inception report with detailed methodology and work calendar
 A draft report indicating identified gaps in each policy and suggested amendments for approval
 Final reviewed, updated and developed policies.

Delivery Schedule:
Deliverable Time Frame
Prepare a detail plan with methodology for developing the strategy on 6days
Revision/Development of Finance, Procurement and Logistic Policy/
guidelines including staff orientationapproach and share with Mukti
Foundation team.
Review project documents and activities planned for policies initiative 6 days
Review and analyse the existing laws, policies and declaration on women and 7days
child rights issues.
Facilitate workshop to design strategy with Mukti Foundation team. 6 days
Collect opinion/views from different stakeholder to understand situation 8 days
prevailing in context of women and child rights issues.
Prepare and share draft strategy with Mukti Foundation management to 12 days
collect feedback and inputs.
Finalize strategy with incorporating feedbacks and comments and submit to 10 days
Mukti Foundation hard and soft copy both.
Duration of the Consultancy:
The assignment shall be completed in a period from 01January , 2024 to 27 February, 2024.
Methodology:
 Pre discussion with Executive Committee members, Mukti Foundation staff members and
different level stakeholders.
 Study and review Mukti Foundation Vision, Mission, programs/project, policies, resources,
systems and approaches, different Mukti Foundation publications, Annual Reports, MIS reports,
internal Audit Reports, different project reports and proposals, Project Agreement with Donors,
EC meeting notes and AGM meeting notes etc.
 Desk analysis on PESTEL and SWOT analysis together with Mukti staff and Management team
 Interview of different stakeholders (CBO leaders and community representatives, women leaders,
GO: Ministries, Government agencies and departments engaged with Mukti Foundation, Donor
agencies) in the field and at office level (as appropriate).
 Also capture direction, opinion, observation of Mukti Foundation management.
 Prepare the Draft and organize workshop with Mukti management, Board and Staff members for
their final input within the draft.
Payments shall be made in BDT by bank transfer/cheque to the consultants account as indicated by the
consultant.
Mode of payment:
The consultancy fee is negotiable. The agreed fee’s first installment i.e., 25% of the total amount will be
disbursed after signing the contract, and against receipt of one original invoice from the consultant. The
second installment 45% of the total amount will be paid within seven (7) days after submitting the draft
and final installment 30% of the total amount will be paid after approval of the policy by EC or the policy
acceptance by Mukti Foundation.

Vat and Income Tax:


Mukti Foundation will deduct Tax and VAT at source according to the Govt. policy and deposit the said
amount into government treasury.

Logistics
Expenditure related to secretarial services shall be borne by the consultant. However, Mukti Foundation
is willing to provide office space for the consultants as and when required. Moreover,Mukti Foundation
will provide relevant background documents necessary for the assignment, including- the laws and
judiciary documents, the Mukti Foundation Satkhira and Khulna Road Map, Mukti Foundation annual
reports, communication strategy, and others policies (if available).

Confidentiality of information
All documents and data collected in the process of the consultancy will be treated as confidential and
used solely to facilitate the consultancy assignment. All information to which the consultant shall receive
access toshall at all times be treated as the property of Mukti Foundation and shall not be disclosed
saved for where express permission has been granted as such.

Qualifications and Skills:


 At least a Master’s degree in any of the following field: Gender and Development, Public
administration, Human Resource Management, NGO management,
 5 years of experience in Human Institutional Capacity Development (HICD)
 5 years of experience in developing related policies for national and international organizations
 In-depth knowledge and understanding of Revision/Development of Finance, Procurement and
Logistic Policy/ guidelines including staff orientation. Extensive work experience and proven
record in policy and procedure development
 Demonstrated experience of having undertaken similar assignments
 Good analytical, research, communication, and writing skills
 Excellent command of oral and written English
 Ready to meet deadlines
 Available to commence work immediately
