1. Introduction

1.1 Background

NVF Business Policies require that:

· A systematic approach to HSE management shall be applied, including a


Corporate, Unit, Departmental and Contractor HSE education and training program.
 NVF shall endeavour to be optimally prepared for any credible category of
emergency so as to minimise possible losses. Competence of emergency
response teams and leaders shall be assured through effective and regular training
drills/exercises.
 Current and future manpower needs shall be met by the appropriate recruitment,
transfer, development, training and release of staff in order to maximise
performance. All employees shall be provided with the development and HSE
training necessary for them to perform their current jobs competently and to
undertake future roles.

The Shell International Exploration and Production HSE-MS Manual (EP 95-0000
series) requires that NVF:
 allocates sufficient resources to ensure the effective operation of the HSE-MS
 maintains procedures for ensuring that personnel performing specific assigned
HSE-critical activities and tasks are competent
 maintains procedures to ensure and increase competence through the identification
of training needs and provision of appropriate training for all personnel

The OHSAS 18001 Standards requires organisations to:


 identify training needs
 require all personnel whose work may create a significant impact on Health Safety
and the environment to receive appropriate training, and ensure such personnel are
competent
 establish and maintain procedures to make employees at each relevant function
and level aware of the importance of environmental management, and of their
Health Safety and environmental roles and responsibilities.

1.2 Purpose

This procedure describes NVF's requirements for allocating HSE resources and for
ensuring and increasing the HSE awareness and competence of NVF employees.

2. HSE Resources, Training, Awareness and Competence Procedure

2.1 Scope

This procedure applies to all of NVF’s activities, products and services.

2.2 Description

2.2.1 HSE Resources

Effective operation of NVF HSE Management System requires sufficient allocation of


human, physical and financial resources. HSE resource requirements should be
considered during the HSE management planning process and during the HSE
management review process.
Resource allocation should also be considered in managing change and during
assessment of controls as part of Hazard and Effects Management Process (HEMP).

Human resources include both NVF staff and contractors. Effective HSE management
relies on the competence of these people. Competence is a function of each individual’s
awareness, knowledge and skills, and is supported by identifying training needs and
providing the appropriate training.

2.2.2 HSE Awareness

ACTION RESPONSIBILITY
 Develop HSE awareness programmes for all NVF HSE MGR
staff to raise their awareness of:

· the importance of conformance with NVF's HSE


Policy and with the requirements of the
company's HSE management system
· the significant HSE hazards and effects, actual or
potential, of their work activities and the benefits
of improved personal performance
· their roles and responsibilities in achieving
conformance with the HSE Policy and HSE-MS,
including emergency preparedness and response
requirements
· the potential consequences of departure from
specified operating procedures
 Deliver HSE awareness programmes to all staff HSE

HSE awareness shall be continually reinforced at the Corporate and Project level using
a range of communication tools

2.2.3 HSE Competence and Training

a) Assess competence and HSE training needs, and develop training plans

The competence of all NVF Projects/Operations staff with HSE critical roles and
HSE Professionals (e.g., HSE Advisors, Corporate HSE Staff) are managed
through NVF specific Competence Assessment and Assurance Programmes or
equivalent. With reference to HSE training, plans shall be developed using the
Specification for HSE Training for staff. These training plans shall be
incorporated into individual Tasks and Targets.

All other NVF staff with HSE critical roles shall be competent on the basis of
appropriate education, training and/or experience. Individual HSE training plans
shall be developed through the annual staff appraisal process, and incorporated
into individual Tasks and Targets.

In addition to the above, all NVF HSE advisors shall demonstrate competence in
the following areas:
· Ability to communicate effectively in written and spoken English
· Ability to conduct HSE audits

· Training ability in incident prevention


· Ability to conduct incident investigation and identify underlying causes
· Knowledge of health requirements, rules and regulations, and ability to
monitor compliance
· Knowledge of environmental requirements, rules and regulations, and ability
to monitor compliance and identify ways of reducing environmental impact
· Be fully conversant with techniques used in the management of hazards and
advising on suitable measures which can be used for preventing and
ultimately recovering from accident situations
· Be able to facilitate and develop HSE plans
· Be fully conversant with NVF HSE documentation and emergency
procedures

NVF maintains processes for ensuring that personnel performing specific HSE-critical roles are
competent on the basis of:
 Awareness.
 Experience and knowledge.
 Skills.

Systems for competence assurance (for both staff and contractors) should apply both to initial
recruitment and to selection for new activities. The continuing competence of staff to perform
their duties should be regularly reviewed and assessed, including appropriate consideration of
personal development and training required achieving competence for changing activities and
technologies.

Procedures for competence assurance include, amongst others:


 Systematic analysis of requirements for tasks.
 Assessment of individuals’ performance against defined criteria.
 Documented evidence of individual competence.
 Programs for periodic re-assessment.

Competence assurance schemes for HSE-critical roles within NVF are generally structured
along Functional lines and categorized as category- 1 and category- 2. See insert competence
requirement matrix:

b) Conduct training

Provide adequate budgets, and make staff available HSE


for, HSE training Manager
Co-ordinate the development of, or provide access HSE
to, training programmes to meet identified HSE Manager
training needs.

c) Retain competence assessment and training records

Record keeping responsibilities for NVF specific Competency Assessment and Assurance
Programmes or equivalent are discussed in NVF's draft Code of Practice - Competence
Assessment and Assurance.

Training records shall be managed as follows:

Establish a database to keep HSE training records HSE


for all NVF staff Manager
Ensure all HSE training is recorded on the training HSE

Provide a HSE training passport system to serve as HSE MGR
a personal record of HSE training for all NVF staff.

2.5 Review and Improvement

Any user of this document who encounters a mistake or confusing entry is requested
to immediately notify HSE MGR

This procedure shall be reviewed as necessary by HSE MGR, but no less frequently
than every four years.
