The following objectives and targets are identified in order to create a positive and proactive
approach to health, safety, security and protection of the environment during all activities of the project:

The project objectives and targets shall be achieved by:

 Developing and adopting SHE Culture.
 Demonstrating care and concern for each other.
 Ensuring that all personnel employed on the Project are competent to carry out their
designated tasks safely.
 Creating positive Safety, Health, Environment and Security attitudes and perceptions at
all levels of the project organization. To raise Safety, Health, and Environment
awareness in general.
 Implementing a training program that supports the achievement of personnel
competency in relation to Safety, Health, Environment and Security.
 Conducting HEMP (Hazards and Effects Management Program) at every six months of
interval.
 Developing the method statements, job safety analysis and or risk assessments for each
and every task and implementing the control measures effectively.
 Reporting of all Incidents and unsafe practices so that project can learn from it and avoid
the next incident.
 Developing trend analysis from the incidents and addressing the weak areas collectively
and individually.
 Maintaining the heavy plant equipment on time every time to achieve spill free
equipment condition.
 Effective SHE communication within entire project employees

 Introducing a method of motivating good safety and environmental performance. This

shall include the use of commendation, as well as correction techniques.
 Continuously monitoring and improving SHE performance through effective supervision,
audits and inspections. DESCON will depute one full time site based SHE Manager and
SHE Inspectors / Officers on site to monitor the workforce in the ration of 1:50 i.e. on
each fifty employee there will be one full time SHE Inspector / Officer.
