01.23.24 Districtwide Redistricting New K-8 School BB and CC

Type of Request: Approval of the Proposed Attendance Zone Boundaries for Central Avenue Elementary, Flora
Ridge Elementary, Harmony Community, Hickory Tree Elementary, Island Village Elementary, Narcoossee
Elementary, Reedy Creek Elementary, Sunrise Elementary, Harmony Middle, Horizon Middle, Kissimmee Middle,
Narcoossee Middle, K-8 School “BB” and K-8 School “CC”” effective the 2024/2025 School Year.
Explanation: Annually, District staff reviews the capacity and enrollment of existing schools. The Site Visitation
Team will conduct a walk-through and make recommendations for the schools exceeding their capacity to house
their student population within the original design of the school. The recommendations may increase student
capacity without an increase in portable inventory, portable rental fees, and redistricting. If the recommendations
are determined unfeasible, the Site Visitation Team will recommend new construction, remodeling, space
reconfigurations, to increase portables, or to redistrict students to other District schools, including new facilities,
that have capacity to balance the student population.
In an attempt to balance the schools’ student population within their respective available student capacity, it is
necessary to redistrict students to two new schools scheduled to open for the 2024/2025 School Year, and two
existing elementary schools. The proposed redistricting plan will redistrict the K-8th grade students impacted by
the proposed redistricting process to either K-8 School “BB” or K-8 School “CC” effective the 2024/2025 School
Year. K-8 School “BB” is located on Golden Knight Boulevard, north of the Sunrail Station on S. Poinciana
Boulevard and K-8 School “CC” is located on Voyager Avenue within the Sunbridge development. Additionally,
K-5th grade students are recommended to redistrict from Harmony Community School to Hickory Tree Elementary.
The approval of the Guidelines for Establishing Redistricting Committees, Calendar for Establishing Attendance
Zones for K-8 School BB, K-8 School CC, Central Avenue Elementary, Flora Ridge Elementary, Harmony
Community, Hickory Tree Elementary, Island Village Elementary, Narcoossee Elementary, Reedy Creek
Elementary, Sunrise Elementary, Harmony Middle, Horizon Middle, Kissimmee Middle, and Narcoossee Middle
schools, and the Public Hearing Notice formally opened the Districtwide Redistricting Process.
Funding Source: The funding source is the Districtwide Redistricting Line Item.
Reason: The recommendation of the Districtwide Redistricting Committee allows the School Board an opportunity
to balance student population within existing and new schools.

SCHOOL COMMITTEES
A redistricting committee representing each school involved in the redistricting process shall
be established by the School Advisory Council at each affected school.
Each school committee shall be composed of five members, one of which shall be an
administrator at the school. No more than one of the four remaining members of the
committee shall be an employee of the School District of Osceola County.
DISTRICTWIDE COMMITTEE
There shall be a Districtwide Committee established. The structure of the committee shall
be as follows:

July 2022 – October 2023 Staff, Principals, and School Advisory Committees meet to
discuss attendance zones for K-8 School “BB”, Central Avenue
Elementary, Flora Ridge Elementary, Island Village Elementary,
Reedy Creek Elementary, Sunrise Elementary, Horizon Middle,
and Kissimmee Middle Schools.
November 14, 2023 School Board meets to set calendar, to adopt guidelines, and to
determine if any additional schools will be considered for
redistricting this year.
January 23, 2024 Public Hearing to adopt elementary school attendance zone
boundaries for the 2024/2025 school year to be held at 6:00 P.M.
at the Administrative Complex, 817 Bill Beck Boulevard,
Kissimmee, FL.

existing schools serving the Kissimmee and St. Cloud areas could be affected by redistricting
changes.
Representatives (parents and staff) of the existing eight elementary schools, and four middle
schools, along with district staff were involved in the preparation of the accompanying
information.
The School Board of Osceola County will hold a Public Hearing and adopt a plan for
attendance zones for the 2024/2025 School Year for the following schools:
