(a) The Uniform Plumbing Code, 2015 Edition, published by the International Association of Plumbing
and Mechanical Officials (IAPMO), is expressly referred to and adopted as the plumbing code of the city,
and by this reference and adoption made a part of this chapter as if fully set forth herein, save and except
those specific deletions, amendments, and additions made in subsection (b) of this section. One copy of
said Uniform Plumbing Code shall be filed and kept in the office of the city clerk.

(b) The following provisions designated “deletion” are deleted and excepted from, and the following
provisions designated “addition” are added to, and the following provisions designated “amendment” are
amendments to the provisions of the Uniform Plumbing Code so as to be and become part of the
plumbing code of the city as so amended:

(1) Amendment. Section 312.6, Freezing protection, of the U.P.C. shall be amended in its entirety
to read as follows:

Water, soil, and waste pipes shall not be installed outside of a building, in attics or crawl spaces,

concealed in outside walls, or in any other place subjected to freezing temperature unless adequate

provisions are made to protect such pipes from freezing by insulation or heat or both.

Exterior water supply system piping installed in trenches on private property shall be installed at a
minimum of 6 inches below the frost line established at 32 inches (38 inches to top of pipe). A 48-inch

bury is recommended for worst-case conditions and will meet Ketchikan Public Utilities Water Division

(KPU) standards for installation in the right of way and the installation of fire hydrants on private

property.

Exceptions:

1. Less than 36-inch bury will require 2-inch thick by 24-inch wide rigid Dow Styrofoam Hi-60 extruded

polystyrene, Owens Corning Foamular 600 extruded polystyrene insulation, or equal.

2. Less than 28-inch bury will require two layers of 2-inch rigid foam with lapped seams.
3. Less than 18-inch bury will require two layers of 2-inch rigid foam with self-regulating heating cable

with waterproof jacket such as Raychem 6-watt/ft. Winterguard Wet, or equal. It is further required that

two inch bedding material be placed between the rigid foam and heat cabled pipe. Article 426 and 427

of the 2008 edition of the National Electrical Code requires the self-regulating heating cable must be

ground fault equipment protected on each heating cable branch circuit.

4. Overland, rock face surface, or under dock installations are allowed under the following conditions:

The pipe must be heat traced with Raychem or equal heating cable to the KPU demark. The pipe must

be insulated with a minimum 1-1/8 inch OD closed cell urethane such as Armstrong AP Armaflex 2000

pipe insulation, or equal, with weather resistant protective finish.

5. If other than type K, annealed copper tubing will be used, the tubing or pipe must be approved for

use, be installed to the manufacturer’s specifications, and be equal to the requirements as stated in

exceptions 1, 2, 3, and 4. Specifications must be provided and approved by the building official or

Ketchikan Public Utilities Engineering Department.

Installation details are available at the KPU Water Division Engineering Department located at 2930

Tongass Avenue, Ketchikan, Alaska 99901.

(2) Amendment. Table 422.1, Minimum Plumbing Facilities, of the U.P.C. shall be amended in its
entirety to read as follows:

GENERAL

Each building shall be provided with sanitary facilities, including provisions for persons with disabilities

as prescribed by the city. Table 422.1 applies to new buildings, additions to a building, and changes of

occupancy or type in an existing building resulting in an increased occupant load. Plumbing fixtures

shall be provided for the type of building occupancy with the minimum numbers as shown in Table

422.1. The numbers of fixtures are the minimum required as shown in Table 422.1 and the occupant

load factors shall be as shown in Table 422.1.

EXCEPTION: Where circumstances dictate that a different ratio is needed, the adjustment shall be

approved by the building official.

(a) The number of occupants for a drive-in restaurant shall be considered as equal to the number of parking stalls.

For each urinal added in excess of the minimum required, one water closet shall be permitted to be deducted. The

Group lavatories that are 24 lineal inches (610 mm) of wash sink or 18 inches (457 mm) of a circular basin, where

provided with water outlets for such space, shall be considered equivalent to one lavatory.

Metering or self-closing faucets shall be installed on lavatories intended to serve the transient public.

Occupant loads over 30 shall have one drinking fountain for each 150 occupants.

Drinking fountains shall not be installed in toilet rooms.

When the design occupant load is less than 10 persons, a facility usable by either sex may be approved by the
building official.
Any category not mentioned specifically or about which there are any questions shall be classified by the building

official and included in the category which it most nearly resembles, based on the expected use of the plumbing

facilities.

(3) Section 603.2 of the U.P.C. is amended by the addition of the following at the end of that
section:

All persons who service, test or install devices on assemblies as required by this section shall enroll in

and use the approved single-point repository service to file records of all required inspections, tests and

maintenance. The repository service is maintained and provided to the city’s water division through a

third party reporting system. Fees, as applicable, shall be paid directly by such persons to the approved

single-point repository service vendor.

(4) Amendment. Section 1208.1 of the U.P.C. shall be amended by the addition of Section
1208.1.2, Piping system requirements, which shall read as follows:

In addition to the requirements of this code for gas piping, the facilities and piping for use with liquefied

petroleum gas shall meet the following requirements:

1. Liquefied petroleum gas piping shall not serve any gas fired appliance located in a pit or basement

where heavier than air gas might collect to form a flammable mixture.

2. Pipe joint compounds used on threaded connections shall be insoluble in liquefied petroleum gas.

3. Every valve and appurtenance used on such piping shall be designed and approved for use with

liquefied petroleum gas.

4. Relief valves shall discharge to the exterior of the building into the air and shall be located at least

five feet horizontally away from any opening into a building that is below the discharge opening.
