PROPOSED ANNUAL INSTRUCTIONAL LEADERS’ DEVELOPMENT FOR OLLS’

SCHOOL YEAR 2022-2023

I. Course/Program Title:
Annual Instructional Leaders Development Program

Theme: Teaching Strategies for Effective Literacy Skills Across Learning Areas:
Reading, Thinking and Writing (RTW)

II. Course/Program Brief Description:

The ability to communicate clearly and effectively forms the foundation of modern life. Students that
can’t read effectively fail to grasp important concepts, score poorly on test and ultimately, fail to meet
educational milestones.

Based on the School Improvement Plan (SIP) data, the average rate of functionally literate students is
35.1% which is the percentage of independent overall literacy rate over the past three years covering 2019-
2022 have been mostly in the developing and maturing level which is attributed to lack of comprehension
involving reading, writing and numerical skills and poor study habits.

Critical thinking reading and writing are among the most important skills necessary for succeeding in
junior and senior high and college. Teachers will assume that their students already have mastered basic
academic skills. Now they will expect them to take more responsibility for in-depth learning by reading and
evaluating information then writing their conclusions and opinions in a formal, organized style. These skills
can be improved by using specific metacognitive strategies at each stage of the process.

The program focuses on capacitating the teacher to effectively and efficiently utilize teaching strategies
and instructional management skills for students’ learning development in the 21st century on English language
proficiency skills; targets the curriculum to be fully digested by the teachers to be properly transferred to the
students, and centers on enhancing the teachers’ strategies in effective teaching of reading, writing and
thinking.
